Relocation (Informational Hearing)
At the Community Meeting of April 8, 1992, residents in
close proximity to the East Cameron Avenue Park site
requested- an opportunity to address the City Council
regarding the development of the undeveloped park site:
Even though this item is not technically a public
hearing, it has been moved to the beginning of the agenda
to allow for public participation. It is recommended
that the City Council uphold the decision to proceed with
implementation of Phase I of the Cameron Avenue Park
site, and reaffirm Council commitment to the development
of Heritage.Park on the site.

1992-93 Rates and Methods of Collection
The Public Hearing that is required to be held by
the City Council on the collection method for the
Citywide Sewer Standby and Availability Charges for
the Fiscal Year 1992-93 is proposed for June 2,
1992. The proposed rate is $17.74 per unit per
year as compared to $18.00 per unit for the Fiscal
Year 1991-92. It is recommended that the City
Council adopt the following resolution:

b) City Fueling Facilities Upgrading -

The City has received approval from the Los Angeles
County Transportation Commission for the use of
$74,340 in Proposition "A" funds for the upgrading
of the City's fueling facilities. Allocation of
these funds by the City Council to the project is
now appropriate. It is recommended that the City
Council authorize the transfer of $74,340.00 from
the Proposition "A" unappropriated balance to
Project MP-87152.
c) Tract No. 47915 - Taico Properties, Inc. -
Extension of Improvement Agreement
Taico Properties, Inc. has requested a one year
extension of their agreement. Extensions are
normally granted unless there is some reason for
denial. Location is at Aroma and Donna Beth
Drives. It is recommended that the City Council
grant the extension. (No written report)
d) SP-87115 - Cortez Street Improvements
Repair of County Storm Drain Trench
The trench has settled over a portion of the Los
Angeles County storm drain in Cortez Street. The
County desires to have the City's contractor repair
the trench at County expense which is estimated to
be $30,000. In order to coordinate this project
without delaying the work in progress, it is
necessary to get authorization to negotiate and
execute an Agreement with Los Angeles County.
Location is Cortez Street, easterly of Citrus
Street. It is recommended that the City Council
authorize the negotiation of an Agreement with Los
Angeles County satisfactory to the City Attorney
and City Engineer for the trench on Cortez Street
and authorize the Mayor and City Clerk to execute
the agreement.
7) Traffic Committee Minutes - Meeting of April 21 1992
Items. approved by the Traffic Committee are effective
upon approval of the City Council unless an ordinance or
resolution is needed for the action to be implemented.
a) The City initiated request for installation of
left -turn pockets along the north and southbound
approaches to the intersection of Valinda Avenue
with Merced Avenue was held over for staff to
conduct a postcard survey of the area residents.

b) The request of Mrs. Darvel for review of conditions
along Garvey Avenue South, 500 feet west of the
Interstate 10, Puente Avenue eastbound ramps
resulted in a recommendation that contingent upon
the approval of the City of Baldwin Park, that 80
feet of guard railing be installed along the south
side of Garvey Avenue South along the rear property
line of 1305 South Halinor Avenue; and that the
Traffic Committee's findings be forwarded to the
City of Baldwin Park for their concurrence.
c) The request of Mr. Victor and Mrs. Blanca Perilla
for removal of the walkway between Maplewood Avenue
and Vincent Avenue north of the Interstate 10
Freeway was denied. ,
d) The requests of Mr. John Costell, Superintendent of
West Covina Unified School District, for parking
prohibitions 210 feet and installation of a 125-
foot loading zone along the north side of
Bainbridge Avenue abutting California Avenue was
approved.
e) The request of Ms. Kathryn Contreras, Principal of
Covina -Valley Unified School District, for
permitting right turns only, from the Grovecenter
School parking facility between the hours of 7:30
am to 8:30 am and 1:30 pm to 2:30 pm was approved.
Upon adoption by the Covina -Valley Unified School
District Board of Education of a right -turn only
regulation for the Grovecenter School, the Police
Department staff will begin enforcement.
f) The request of Mr. David Lau for installation of
stop signs at the intersection of Delvale Street
and Tonopah Avenue was held over for further study.
g) The request of Mr. Patrick Loy, Lewis Homes
Management, for approval of fire lane installation
plans for the Sunset Palms Development was
approved.
h) The request of Mr. James Jamarillo for sidewalk
installation along the west side of Walnut Avenue .
in the 1100 South block resulted in the addition of
this segment to the sidewalk Deficiency List.

8) Award of Bids
Computer Mounting Hardware
In order to implement the Mobile Data Terminal project,
as approved by Council, the Police Department must
purchase mounting hardware for the computer system and
related equipment to be placed in each Patrol vehicle.
It is recommended that the City Council authorize the
Police Department to purchase sole source from the
manufacturer, LEDCO, computer mounting hardware and
associated equipment for a cost not to exceed.$58,000.

Employees
This report transmits to the City Council Ordinance
No. , authorizing an amendment to the contract
between the Board of Administration of the Public
Employees' Retirement System and the City Council
of the City of West Covina to allow safety
employees to purchase prior military service time.
It is recommended that the City Council introduce
the following ordinance:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA AUTHORIZING AN AMENDMENT TO THE
CONTRACT BETWEEN THE BOARD OF ADMINISTRATION OF THE
PUBLIC EMPLOYEES' RETIREMENT SYSTEM AND THE CITY
COUNCIL OF THE CITY OF WEST COVINA
Staff is requesting an appropriation of $115,000
for the Senior Citizens Northwing which was left
out of the initial appropriation request. It is
recommended that the City Council approve the
transfer of $115,000 from the unappropriated
Community Development Grant account to account 131-
320-3776-7500 for GP 87309.
c) GP-92392 - Approval of Plans and Specifications for
Maintenance Building Reroof
This project consists of removing and replacing the
existing worn out roofing on the 8200 square foot
Maintenance Building at the City Yard. Estimated
cost of the project.is $25,000. It is recommended
that the City Council take ,the following action:
i) Establish Project GP-92302
ii) Transfer $25,000 from 110-320-2220-6310 to
Project GP-92302 (110-320-3226-7500)
iii) Approve plans and specifications and authorize
the Building and Safety Director to call for
bids.

1) City Project SP-92119 - Street Rehabilitation (Phase I)

Eleven (11) bids were received on Wednesday, April 8,
1992, for the project which consists of crack sealing and
distress repair at various locations Citywide. The
lowest responsible bid is $291,758.58 from Park Rose,
Inc. of Van Nuys, California. It is recommended that the
City Council transfer $335,000 from City Project SP-92102
to City Project SP-92119 as outlined in the staff report,
and accept the bid of Park Rose, Inc. of Van Nuys,
California in the amount of $291,758.58 as submitted at
the bid opening, Wednesday, April 8, 1992 and authorize
the Mayor and City Clerk to execute an agreement with
said Park Rose, Inc. for the work to be done.

Low Income Senior Citizen Waste Collection Fee
Reduction
West Covina Disposal is proposing a 25 percent
reduction of the monthly waste collection service
fee for qualified low income senior citizens. It
is recommended that the City Council approve the
Low Income Senior Citizen Rate Reduction for waste
collection service as proposed by West Covina
Disposal and the related program components.

Automated Residential Waste Collection
to
This is the proposal by West Covina Disposal to
automate residential waste and yard waste
collection in the City as requested by the City
Council. The Waste Management and Environmental
Quality Commission voted to retain the current
manual system, add a yard waste program and expand
citywide the current curbside recycling program.
It is recommended that the City Council approve
West Covina Disposal's proposal to automate
residential waste collection in the City of West
Covina at the $12.79 per month rate.

Authorization is sought from the City Council to
file the Enforcement Program Plan for the City
Local Enforcement Agency to retain authority to
enforce the State regulations for solid waste
facilities in the City. It is recommended that the
City Council receive and file this report and
authorize the submittal for the Enforcement Program
Plan of the City's Local Enforcement Agency.

This report requests that the City Council
authorize the transfer of $262,000, plus tax, from
the City's Drug Enforcement Rebate account to the
Mobile Computer Account (117-320-3100-7900) and
authorize staff to complete the purchases of
hardware and software in order to complete Phase IV
of the Public Safety Automation Plan: It is
recommended that the City Council authorize the .
transfer of $262,000, plus tax, from the Drug
Enforcement Rebate Fund to the Mobile Computer
Project Fund.

system which will allow participation in a
Statewide gang tracking network. It is recommended

The City's current contract for animal shelter services
will expire June 30, 1992, and the City Clerk is
proposing a change for shelter services from the San
Gabriel Valley Humane Society to the Humane Society of
Pomona Valley. It is recommended that the City Council
take the following actions:
a) Authorize the Mayor and City Clerk to execute an
agreement with the Humane Society of Pomona Valley,
effective July 1, 1992, in the amount of $48,300.
b) Authorize staff to notify the San Gabriel Valley
Animal Control Joint Powers Authority that the City
of West Covina will no be renewing the current
contract.

M) MAYOR'S REPORTS
1) Annual Appointment by the Mayor of Council
Representatives to Outside Boards and Committees
Each year the Mayor appoints members of the City Council
to various responsibilities including membership or
liaison with other agencies. This is a matter of the
Mayor's discretion in appointments and staff makes no
recommendation.
2) Expiration of Commissioners'
Staff has prepared a report on the appointment process
for Commissioners, as the terms of twelve City
Commissioners expire on June 30, 1992. It is recommended
that Council direct staff to:
a) initiate the commission recruitment and/or
appointment process;
b) designate one/two Councilmembers to be on a review
panel for each commission;
c) advertise as appropriate, for commission
applications in the local paper;
d) direct staff to schedule reviews of applications
with the designated Councilmembers and responsible
Department Heads for the commission;
e) schedule interviews as deemed appropriate; and
f) prepare a list of recommendations to Council for
commissioner appointments at the second Council
meeting in June.
