The Mayor may remove a questioned Consent Calendar item for separate action. 1) Written Communications (Receive and file) None 2) Commissions' Summary of Actions (Receive and file) The following Commissions have met on the dates specified .below, and now report to the City Council the items on which they have taken action. a) Planning.....................................4/13/92 b) Senior Citizens'.............................4/09/92 3) Claims for Action (Deny and notify claimant) a) Virginia Steffen vs City of West Covina The City Clerk's Office received a claim for personal injuries and property damage on December 20, 1991. The amount of claim had not been determined at time of presentation. It is recommended that the claim of Virginia Steffen be denied and that claimant be so notified. b) Bruce & Lorraine Wild vs City of West Covina The City Clerk's Office received a claim for property damage amounting to $1,391.10 on March 4, 1992. It is recommended that the claim of Bruce and Lorraine Wild be denied and that claimants be so notified. 4) Miscellaneous Public Works a) Street Sweeping Contract Renewal Citywide This contract provides for the sweeping of streets with curb and gutter, alleys and medians, city- wide. The contractor has requested renewal of the contract for the third year which reflects a change in cost from the present $190,142.85 to $196,137.28. It is recommended that the City Council grant renewal of the Community Disposal Company contract for the coming twelve month period at a 3.1% increase based upon the change in the consumer price index. b) City Project SP-92119 Street Rehabilitation (Phase I) Eleven (11) bids were received on Wednesday, April 8, 1992, for this project, which consists of crack sealing and distress repair work at various 7 0 City Council Meeting April 21, 1992 C) 'CONSENT CALENDAR (Continued) 4) Miscellaneous Public Works (Continued) b) (Continued) locations, Citywide. The apparent lowest bid is $291,758.58 from Park Rose, Inc. of Van Nuys. It is recommended that the City Council hold over the award of this project until the next regular Council Meeting on May 5, 1992. c) Construction Activity Report This report describes current status of Citywide Construction activity. It is recommended that the City Council receive and file this report. d) Revising the Water Conservation Plan from Mandatory to Voluntary e) As of April 1, 1992, the Metropolitan Water District Board approved a reversion to Stage I of their conservation plan from Stage V. which was a mandatory 20% reduction in water usage plus penalties. Stage I provides for a voluntary 10% reduction in water usage from the base year 1989- 1990 and contains no penalties. The City is following MWD's lead in reverting to Voluntary Conservation. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, FINDING THAT THE PHASE I SHORTAGE OF THE CITY'S WATER CONSERVATION ORDINANCE IS NO LONGER IN FORCE AS OF APRIL 1, 1992 AND RESCINDING RESOLUTION NO. 8629 Several years ago the City established the Walnut Creek Bikeway Project, funded by the Los Angeles Transportation Commission (LACTC), which was abandoned in November, 1990. The LACTC is now requesting return of these funds in an amount of $149,628. It is recommended that the City Council authorize staff to return .to the LACTC an amount of $149,628. 5) Ordinance(s) for Adoption (Waive reading and adopt) Zone Change No. 641 - Relatina to the Annexation of a Single Family Residence Location: 1862 S. Gretta Avenue At the April 7, 1992 City Council meeting an ordinance changing the Municipal Code as it relates to Zoning was introduced. The Zone Change would permit annexation of a single family residence, presently located in the unincorporated Los Angeles county territory, into the boundaries of West Covina. It is recommended that the City Council adopt the following ordinance: 11 City Council Meeting April 21, 1992 C) CONSENT CALENDAR (Continued) 5) Ordinance(s) for Adoption (Continued) Zone Change No. 641 - Relating to the Annexation of a Single Family Residence Location: 1862 S. Gretta Avenue (Continued) ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE OFFICIAL ZONING MAP (ZONE CHANGE NO. 641). 6) Award of Bids a) Purchase of Special Enforcement Team (S.E.T.) Replacement vehicle The Police Department requests City Council approval for the purchase of one unmarked Special Enforcement Team (S.E.T.) vehicle from Asset Seizure Funds. It is recommended that the City Council: *Find that it would be impractical, uneconomical and wasteful to initiate a formal bid process; and *Authorize the Police Chief to purchase one unmarked vehicle from Ed Butts Ford, La Puente, through Asset Forfeiture Funds, at a price not to exceed $14,072.50, including all taxes and fees. The total project cost for Phase II is $220,000. Motion by 2nd by approve disapprove E) COMMUNITY SERVICES DIVISION 1) Office of Community Services Erase Graffiti Program hold over to Staff has developed a Volunteer Adopt -A -Wall Program to have volunteers paint out graffiti as a part of the City's Erase Graffiti Program. It is recommended that the City Council approve the City of West Covina Erase Graffiti -- Volunteer Adopt -A -Wall Program as presented.
