REQUEST: City Initiated REGULAR MEETING OF THE TRAFFIC COMMITTEE CITY OF WEST COVINA Shannon Yauchzee, Miguel Hernandez, and Cpl. Mike Weathermon None. 3:00 p.m. City Hall, First Floor Community Room THAT PARKING ON GROVECENTER STREET FROM LA SENA AVENUE TO ORANGE AVENUE, RANCHERO STREET FROM LA SENA AVENUE TO THE END OF THE STREET, El DORADO STREET FROM LA SENA AVENUE TO THE END OF THE STREET, ALISAL STREET FROM LA SENA AVENUE TO THE END OF THE STREET, THE NORTH SIDE OF PUENTE AVENUE FROM LA SENA AVENUE TO ORANGE AVENUE, AND THE EAST SIDE OF LA SENA AVENUE FROM PUENTE AVENUE TO THE END OF THE STREET BE RESTRICTED TO PERMIT ONLY PARKING EVERY DAY, SUNDAY THROUGH SATURDAY. FINDINGS: Several complaints have been received regarding problems associated with the athletic field patrons using the Baldwin Park High School sport fields from residents of Grovecenter Street, El Dorado Street, Ranchero Street, Alisal Street, Puente Avenue, and La Sena Avenue. The patrons park their vehicles on these streets adjacent to the homes, interrupting street sweeping, obstructing the line of sight of vehicles exiting driveways, snaking it difficult for the homeowners to find parking adjacent to their home, as well as leaving trash and debris behind. In response to these complaints, the City initiated a post card survey to find out if these residents were in favor of permit parking on their respective streets. A postcard survey of the affected properties was conducted on the six street segments to determine their desires. The proposed permit parking restriction would be in effect all day, Sunday through Saturday. The following table shows the results of the survey with the street segments approved for the permit parking in bold: Street Total Properties In Favor Not in Favor No Response Pass or Fail Grovecenter Street 18 4 (22%) 7 (39%) 7 (39%) Fail El Dorado Street 15 9 (60%) 0 6 (40%) Pass Ranchero Street 15 8 (53%) 4 (27%) 3 (20%) Pass Alisal Street 15 8(53%) 2 (13%) 5 (34%) Pass Puente Avenue 9 4 (44%) 2(22%) 3 (34%) Fail La Sena Avenue 9 5 (56%) 0 4 (44%) Pass At present, Section 22-174 of the West Covina Municipal Code does allow for the installation of signs prohibiting or restricting parking of vehicles on certain streets or portions thereof. The requirements of this section include the issuance of four free permits per dwelling unit. The permits must be displayed in plain view on the dash or hanging from the rear view mirror. Since the permits are registered to a particular address and not a particular vehicle, it may be used for visitor's vehicles as well. 2 ZATRAFFIC COMMITTEE - 2013\December TC 2013 Minutes.doe TRAFFIC COMMITTEE RECOMMENDATION: THAT PARKING ON RANCHERO STREET FROM LA SENA AVENUE TO THE END OF THE STREET, El DORADO STREET FROM LA SENA AVENUE TO THE END OF THE STREET, ALISAL STREET FROM LA SENA AVENUE TO THE END OF THE STREET, AND THE EAST SIDE OF LA SENA AVENUE FROM PUENTE AVENUE TO THE END OF THE STREET BE RESTRICTED TO PERMIT ONLY PARKING EVERY DAY, SUNDAY THROUGH SATURDAY. 3 ZATRAFFIC COMMITTEE - 2013\December TC 2013 Minutes.doc -KoFetn - - -E Grnvece<nter=5t- -- - - 1" = 150' N 1-a Copyright (C) 2007, Digital Map Products.
