The City Clerk's Office received an amended claim
for property damage amounting to $2,816.40 on March
16, 1992. It is recommended that the amended claim
of Southern California Edison Company be denied and

6) Acceptance of Improvements and/or Release of Bonds

3030 E. Garvey Avenue South
Improvements located at South Garvey Avenue, 400 feet
east of Barranca, are complete. It is recommended that
Council accept public works improvements and authorize
release of American Motorists Insurance Company Bond #3SM
606 870-00 in.the amount of $81,000.00.
7) Miscellaneous Public Works
a) Merset Drain - Authorize Quitclaim of Easement to
Los Angeles Flood Control District
The Los Angeles County Flood Control District is
constructing a storm drain in Sunset Avenue from
Merced Avenue to Roseway Avenue. A catch basin and
concrete pipe will replace the drain between Devers
Street and Sunset Avenue.The Los Angeles County
Flood Control District is requesting the quitclaim
of the easement held by the City for the drain in
order for the County to maintain the new connector
pipe. It is recommended that the City Council
adopt the following resolution:

b) Proposed Metropolitan Water District Standby Charge
Informational
The Metropolitan Water District (M.W.D.) of
Southern California is proposing an annual standby
charge of $5.00 per acre, or parcel if less than an
acre, upon landowners to improve the reliability of
Southern California's water supply. It is
recommended that the City Council receive and file
this report.
8) Traffic Committee Minutes - Meeting of March 17 1992
Items approved by the Traffic Committee are effective
upon approval of the City Council unless an Ordinance or
Resolution is needed for the action to be implemented.
a) The City initiated request for installation of
left -turn pockets along the north and southbound
approaches to the intersection of Valinda Avenue
with Merced Avenue was held over for staff to
conduct a postcard survey of the area residents.
b) The request of Mrs. Darvel for review of conditions
along Garvey Avenue South, 500 feet west of the
Interstate 10, Puente Avenue eastbound ramps was
held over to await the accident history for this
location.
c) The request of Mr. Victor and Mrs. Blanca Perilla
for removal of the walkway between Maplewood Avenue
and Vincent Avenue north of the Interstate 10
Freeway was held over to provide more time for
staff to complete the postcard survey of the
residences east of Vincent Avenue.

a) Amendment No. 246 - Family Day Care Provisions
Council has introduced an ordinance to amend the
West Covina Municipal Code, Chapter 26, (Zoning)
relating to family day care homes. The ordinance
is now before the Council for adoption. It is
recommended that the City Council adopt the

b) Zone Change 633 - Relating to "Low Density Multiple
Family"
APPLICANT: Goldrich and Kest Industries
LOCATION: NEC of Grand Avenue and Holt Avenue
At the March. 17, 1992 City Council meeting an
ordinance changing the Municipal Code as it relates
to zoning was introduced. The ordinance relates to
a zone change from "Residential -Agricultural" to
"Low Density Multiple -Family" in order to permit
the development of 56 townhome condominium units on
a 6.3 acre site. It is recommended that the City
Council adopt the following ordinance:

c) Removal of Overnight Parking Restrictions
Council has introduced an ordinance regarding the
removal of overnight parking restrictions on
Rodilee Avenue, from Rio Verde Drive south to the
cul-de-sac. The ordinance is now before the
Council for adoption. It is recommended that the
City Council adopt the following ordinance:

d) On -Sight Improvements Security
Council has introduced an ordinance which requires
that the construction of on -site improvements
imposed as conditions of approval by the Planning
Commission and/or City Council for private
development be guaranteed by a satisfactory form of
security. The ordinance is now before the Council
for adoption. It is recommended that the Council
adopt the following ordinance:

a) Uniform and Laundry Service for the Maintenance
Department
Bids were advertized and solicited for uniform and
laundry services for the Maintenance Department.
It is recommended that the City Council accept the
quotation of Mission Uniform Service of Anaheim,
and enter into a three year contract with annual
renewal.

b) Purchase of Portable Bleachers - Bid No. 92-05
The Maintenance Department requests City Council
approval for the purchase of sixteen (16) portable
bleachers. It is recommended that the City Council
award Bid No. 92-05 for the purchase of portable
bleachers to the lowest bidder, General Seating
Company, of San Bernardino in the amount of
$28,626.71 including tax and shipping.
c) Purchase of One (1) Automatic Folder/Inserter
Bid No. 92-04
Bid were solicited for the purchase of one (1)
Automatic Folder/Inserter Machine. Upon reviewing
the bids received, it is proposed to'award the bid
to the lowest responsive bidder. It is recommended
that the City Council aware Bid No. 92-04 for the
purchase of one (1) Automatic Folder/Inserter to
the lowest responsive bidder, Friden Alcatel, of
Pasadena in the amount of $17,377.37 including tax
and shipping.
d) Purchase of Public Safetv Vehicles
The Police Department currently operates thirty-two
marked Patrol and C.S.O. vehicles. It is City
practice to replace those vehicles when the
odometer reading exceeds 60,000 miles. This
practice is based on fleet operation data that
demonstrates vehicles in excess of 60,000 miles
experience increased maintenance cost and out -of -
service time. Additionally, the City's extended
service contracts expire at 60,000. It is
recommended that the City Council:
Find that the State bid process is at least as
stringent as that used by the City. The State
Bid No. 1-92-23-14 therefore satisfies the
formal bid process per West Covina Municipal
Code Section 2-333, and justifies waiving the
formal bid process.
Allow Ed Butts Ford to match the State Bid,
affording the City additional cost savings.
Authorize staff to pre -order, from Ed Butts,
fourteen (14) 1992 Ford Crown Victorias,
equipped to CHP specifications, at a cost not
to exceed $211,135.00.
Authorize the purchase of one (1) 1992 Ford
Crown Victoria, equipped to CHP
specifications, for Fire Department use, at a
cost not to exceed $14,870.00.

Request: A maximum unit size exception to allow a 1,000±

the maximum allowable .35 floor to area ratio in the
Planned Community Development, PCD-1 zone.

Quarterly Construction Activity Report - 1st Ouarter 1992
This report is to provide the City. Council with a summary
of major construction activity in the City for the
quarter ending March 31, 1992, as reflected by the
Building Permits issued. It is recommended that the City

13) Miscellaneous
Sanctioning of West Covina Senior Citizens' Association
The Senior Citizens' Association of West Covina, Inc. is
requesting sanctioning for use of City facilities. It is
recommended that the City Council grant the Senior
Citizen Association of West Covina, Inca request for
sanctioning.

1) Urban Forestry Grant Application
Based on the success of our previous experience with the
Urban Forestation Grant and our ability to use Grant
funds to purchase trees to accommodate our urban forestry
efforts, it is appropriate for the City of West Covina to
apply for .funds in the amount of $20,800 under the
California •Wildlife Coastal and Park Land Conservation
Bond Act of 1988. It is recommended that the City
Council adopt the following resolution:
RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING THE
APPLICATION FOR GRANT FUNDS FOR THE URBAN FORESTRY GRANT
PROGRAM UNDER THE CALIFORNIA WILDLIFE, COASTAL AND PARK
LAND CONSERVATION BOND ACT OF 1988 IN THE AMOUNT OF

2) Retention of Rivertech. Inc. of Laguna Hills to Perform
an Independent Study of Sedimentation Flow at BKK
Landfill
As a follow-up to the hydrology and hydraulic studies
being conducted by Hunsaker and Associates, staff if
proposing retention of a soils engineer to analyze
sediment transport at the landfill. It is recommended
that the City Council take the following actions:
a) Accept the proposal of Rivertech, Inc. in the
amount of $20,685 plus $2,100 for reimburseables
and.contingencies.
b) Appropriate the amount of $22,785 from General Fund
reserves and authorize the Mayor and City Clerk to
execute a contract with Rivertech, Inc. for the
work to be done.

Specific Plan
An engineering consultant is required to prepare

The Upper San Gabriel Valley Municipal Water District
supports the reformation of the Commission of the Main
San Gabriel Basin Water Quality Authority to a five
member commission. It is recommended that the City
Council support Senator N. Russell's SB. 1679 which
legislatively reorganizes the Water Quality Authority and
provides for two (2) City representatives on the 5 member
board.

5) Redistricting of Three Valleys Municipal Water District
Three Valleys Municipal Water District has an uneven
population distribution in its seven (7) divisions and is
desirous of changing the division boundaries. As this is
a matter of Council policy, the staff makes no

This is the final action of the City to complete

The Waste Management and Environmental Quality
Commission requests City Council support of State
legislation that will change the deadlines for the
submittal and not change the rules for the
preparation of a Source Reduction and Recycling
Element. It is recommended by the Waste Management
and Environmental Quality Commission that the City
Council support SB 1668 and oppose AB 2092.

c) Automated Residential Waste Collection
This is the automated residential waste collection
proposal from West Covina Disposal as requested by
the City Council. It is recommended that the City
Council receive the proposal from West Covina
Disposal for a residential automated waste

Commission for review and report back to the City
Council by May 5, 1992.

Relocation
Staff is requesting approval to proceed with the
relocation procedures for the Padre Drive house to the
Cameron Avenue park site and the preparation of the Ease
Cameron Avenue Park Specific Plan. It is recommended
that the City Council take the following actions:
a) Establish CIP project account number PP-92204 (162-
320-3224-7700) for the development of the east
Cameron Avenue Park Specific Plan and the

The California Energy Commission created a program for
local governments which provides a variety of Energy
Assistance Funding. The first step in the process is to
provide a resolution from the West Covina Council
authorizing the City of West Covina to participate in the
Energy Partnership Program. It is recommended that the
City Council adopt the following resolution:

The Finance Department solicited and evaluated

USA Waste and the City of West Covina. It is recommended
that the City Council receive and file this report.

a vacant seat on the Cable Communications Cooperative
