SUBJECT: AWARD OF BID FOR THE PURCHASE AND INSTALLATION OF
REFLECTIVE STREET NAME PANELS FOR THE OVERHEAD
STREET NAME SIGNS AT 71 CITY INTERSECTIONS — PROJECT NO.
EP-13804
RECOMMENDATION:
It is recommended that the City Council approve the following actions:
1. Authorize the purchase of reflective street name panels for 71 City intersections from JTB
Supply Company for a total cost of $96,067.58 including sales tax and delivery.
2. Authorize the installation of reflective street name panels for 71 City intersections from PTM
General Engineering Services for a total cost of $25,795.
DISCUSSION:
This energy and cost saving project was approved by the City Council as part of the Capital
Improvement Program (CIP) for Fiscal Year 2012-2013 that included $150,000 to change the
street name panels of the lighted overhead street name signs with reflective street name panels.
A Request for Quotations was sent out to three vendors and the results are shown in the table
below. JTB Supply Company of Anaheim was determined to have the lowest quote that meets
the required specifications.
In addition, quotes were requested for the installation of the street name panels from four
contractors. The following table shows the result of the quotes received. PTM General
Engineering Services was detennined to have the lowest quote.

Siemens $39,525.00
Macadee Electrical Construction $47,690.00
The project is categorically exempt under California Environmental Quality Act (CEQA),
Section 15302 (Class 2 - Replacement or Reconstruction) as the sign panel are replacing existing
sign panels in the same locations.

ALTERNATIVES:
An alternative is to reject all quotes received and ask for new quotes. Since a favorable quote
was received, it is unlikely that seeking new quotes would reduce costs further.
FISCAL IMPACT:
The cost to replace and install the 71 street name panels is within budget and funded with
restrictive Gas Tax Funds. The replacement of the lighted street signs with reflective signs will
save energy and associated costs. It is difficult to determine exact savings because the electricity
that currently powers the lighted signs also powers the traffic signals. Staff estimates the savings
to be approximately $14,000 annually.

It is anticipated that the manufacturing of the street name panels will start immediately following
the City Council approval and will be completed by the first week of April 2013. The
installation will follow the completion of the sign panels and be completed by mid May 2013.
