a) Peggy A. Eubanks vs City of West Covina
The City Clerk's Office received a claim for property damage
on January 7, 1992. The amount of claim had not been determined
at time of presentation. It is recommended that the claim
of Peggy A. Eubanks be denied and that claimant be so notified.
b) Frank J. Hudson vs city of West Covina
The City Clerk's Office received a claim for property damage
amounting to $2,381.57 on January 7, 1992. It is recommended
that the claim of Frank J. Hudson be denied and that claimant
be so notified.
4) Temporary Use Permits (Receive and file)
TUP #2065-92 was issued to Queen of the Valley Hospital for a seminar
held February 29, 1992.
5) Acceptance of Improvements and/or Release of Bonds
a) Tract No. 35930 - Security Reduction-Trider Inc.
Security under Developer's Insurance Bond No. 98001 S can
be reduced from $332,500 to $106,345 due to significant completion
in an acceptable manner of the required improvements. It
is recommended that the City Council authorize reduction of
Developer's Insurance Bond No. 984001 S from $332,500 to $106,345.
b) UUP 393 - Joseph R. Gibas
Public works improvements on Willow Avenue are now complete.
It is recommended that the City Council accept the improvements
and authorize release of Progressive Savings Bank Passbook
Savings Account #5325565 in the amount of $7,000. .
c) 45 Campana Flores Drive - Wilbert Kam
Public works improvements at 45 Campana Flores Drive are complete.
It is recommended that the City Council accept the improvements
and authorize release of Home Savings and Loan Passbook Account
#026-096129-7 in the amount of $11,000.
6) Miscellaneous Public Works
a) Landscape Contract Renewal - Maintenance District No 4
This five year contract provides for maintenance of landscaping,
natural areas, hardscape and sprinkler systems, primarily
for Woodside Village Maintenance District No. 4, but including
other areas as needed. The contractor has requested renewal
of the contract for the fifth year. It is recommended that
the City Council grant renewal of the Azteca Landscape contract
for the coming twelve month period at a 3.1% increase based
upon the change in the consumer price index.

b) Landsca
This five year contract provides for the Maintenance of landscaping,
hardscape and sprinkler systems for the Los Angeles County/West
Covina Civic Center. The contractor has requested renewal
of the contract for the fourth year. It is recommended that
the City Council grant renewal of Creative Landscaping contract
for the coming twelve month period at a 3.1% increase, based
upon the change in the Consumer Price Index.
c) West Covina Municipal Code Section 22-175 - Overnight Parki
s in Limited Areas - urdinance
The West Covina Traffic Committee and the City Council have
approved the removal of overnight parking restrictions from
Rodilee Avenue, from Rio Verde Drive south to the cul-de-sac.
These actions were subsequent to a petition submitted by seven
of the ten affected residences. An ordinance is required
to implement removal of the parking restrictions. It is recommended
that the City Council introduce the following ordinance:

d) Property Tax Sharing Request
County Sanitation Districts #22
As developing property within the City is annexed to the County
Sanitation District, it is necessary to adjust the distribution
of the additional property tax to include the District in
accordance with the Revenue and Taxation Code. It is recommended
that the City Council adopt the following resolution:

a) Purchase of Police Motorcycles
Three Police motorcycles, used for patrol and traffic enforcement,
are aging and in need of replacement. It is recommended that
the City Council:
a) Find that the use of the City of Chino's bid from Covina
Kawasaki, request number 40269, eliminates the need of
a formal bidprocess.
b) Authorize funds, not to exceed $20,000 for the purchase
and preparation of three (3) Kawasaki KZ1000 police equipped

a) Transmission of Resolution Outlining Changes in Terms and
Conditions of Employment Between the Service Employees In
Ilninn and the .rity of wact rnvina. _
The Service Employees International Union (Union) declared
impasse in the meet and confer process twice, initially on
January 8 and then finally on January 29, 1992. Subsequent
to receiving both written and verbal information, the City
Council decided to unilaterally implement the City's last
final offer in lieu of mediation or further bargaining. It
is recommended that the City Council adopt the following resolution:
RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING APPENDIX
"A" OF RESOLUTION NO. 8293, THE CITY'S SALARY RANGE STRUCTURE
FOR EMPLOYEES IN THE SERVICE EMPLOYEES INTERNATIONAL UNION
AS AMENDED; AND RESOLUTION NO. 7223, RELATING TO CLASSIFICATION
AND COMPENSATION OF POSITIONS AS AMENDED; AND FIXING COMPENSATION
AND BENEFITS FOR PERSONNEL AND CLASSES REPRESENTED BY THE
SERVICE EMPLOYEES INTERNATIONAL UNION.
b) Project PP-92203 - Orangewood Park Roof Repairs
The concession stand and restroom roofs at Orangewood Park
need to be repaired. There are funds available in the Palmview
Center Roof Repair project. The proposal is to create a new
project for Orangewood Park Roof Repairs and transfer $5,000
into the new project. It is recommended that the City Council
take the following actions:
i) Establish project PP-92203 for•Orangewood Park Roof Repairs.
ii) Transfer $5,000 from Palmview Center Roof Repair project
PP-92201 (.188-320-3219-7900) to project PP-92203 (188-320-
3223-7900).

1) On -Site Improvement Security- Ordinance Introduction
The City requires that the construction of on -site improvements
imposed as conditions of approval by the Planning Commission and/or
City Council for private development be guaranteed by a satisfactory
form of security. Although authority for this exists in State
law, the City Attorney advises that adoption of an ordinance explicitly
requiring security would more effectively implement administration
of these requirements. It is recommended that the City Council
introduce the following ordinance:

1) Office of Community Services
a)
This is a proposal to amend the current agreement with Brown,
Vence and Associates to increase their compensation to complete
City -assigned work. It is recommended that the City Council
approve the transfer of $16,000 from -budget account 2312-6120
to 2313-6120 and approve an increase in compensation for consultant
services provided by Brown, Vence and Associates to a not -to -exceed
amount of $36,000.

b) Graffiti Removal Update
This is a status report on graffiti removal in the City of
West Covina and the issues that were to be examined as directed
by the City Council. It is recommended that the City Council
approve the following:
i) The City not pursue an ordinance addressing the lock -up
of aerosol paint cans and markers at this time.
ii) Direct staff to analyze all factors involved, as outlined
above, in the development of a volunteer program and
come back to Council with a report by April 21, 1992.
iii) Direct staff to send out Request for Proposals (RFP's)
for graffiti removal services to all interested parties
for the 1992-93 Budget year.
iv) Direct staff to include an option for a more precise
color matching as part of the specifications included
in the Request for Proposal.

a) Park Priority
The _City Council has reviewed the priority park/school projects
with the West Covina School District Board as recommended
by the Human Services Commission. This report outlines these
priorities, estimated costs, and available funding sources.

that the City Council adopt an Urgency Ordinance entitled:

As it continues to be the City's policy to charge fees which
are reasonable and justifiable for certain services, recent
data indicate that increases are warranted in police report
fees from $3 to $8 and release of vehicle impound fees from
$30 to $55. It is also appropriate to create a special fund
for the Police Explorers, who perform the fingerprinting duties
for the Department, for deposit of the $2 fee. It is recommended
that the City Council adopt the following resolutions:
