SUBJECT: AWARD OF BID FOR THE TRAFFIC SIGNAL IMPROVEMENTS AT
CAMERON AVENUE AND GARVEY AVENUE NORTH INTERSECTION
PROJECT NO. TP-09503 AND FEDERAL PROJECT NO. HSIPL-5259(019)
RECOMMENDATION:
It is recommended that the City Council accept the bid of Traffic Development Service, Inc. in
the amount of $176,205.00 as submitted at, the bid opening on November 15, 2011 and authorize
the Public Works . Director/City Engineer and City Clerk to execute a contract with Traffic
Development Service, Inc. to perform the work.
DISCUSSION:
This project was approved by the City Council as part of the Capital Improvement Program (CIP)
in the Fiscal Year 2008-2009. On August 23, 2011, the City received approval of Federal Funds
to proceed with the construction of the project. The project consists of the installation of a new
traffic signal system and the construction of wheelchair ramps.
A notice inviting bids for this project was advertised in the San Gabriel Valley Tribune on
October 25, 2011, and November 1, 2011. In addition, the project was advertised in the
Contractor's Green Sheet and the Daily Construction Service. On November 15, 2011, a total of
seven bids were received and checked for errors, and all were determined to be valid. The
following is a summary of the bids received.

The lowest responsive bid was $176,205 from Traffic Development Services, Inc. from
Moorpark, California. If the contract is awarded, the physical work for this project will begin
March 2012 and will be completed by May 2012.
ALTERNATIVES:
An alternative is to reject all bids received and re -advertise. Since a favorable bid .was received,
it is unlikely that seeking new bids would reduce costs further.
