B) AGENDA AND ORAL COMMUNICATIONS (30 MINUTES)
At this time the City Council will receive comments on any item (except
hearing matters) found on the Agenda, including items on the Consent
Calendar. Upon conclusion of comments regarding agendized items, if
the thirty minutes allotted for citizen comments is not used up, comments
on any other municipal matter will be allowed.
When recognized by the Mayor, please come forward to the podium and
give your name, address and Agenda item you wish to discuss. Your comments
will be addressed when the item is discussed by Council. After a total
of 30 minutes, Oral Communications will be continued later on the Agenda.

Petition letter received from Victor and Blanca Perilla requesting
closure of the Walkway Easement at N. Maplewood and Vincent Avenues.
Letter includes twenty-three signatures of area residents supporting
the request. Recommendation is to refer this matter to the Traffic
Committee.

The City Clerk's Office received a claim for personal injuries
amounting to $15,500.00 on November 26, 1991.
b) Benoit Henry Malvitz vs Cit of West Covina
The City Clerk's Office received a claim for personal injuries
in excess of $25,000.00 on January 7, 1992.
c) Gary K. Matthews vs City of West Covina
The City Clerk's Office received an application for leave
to present a late claim for monetary loss amounting to $546.95
on January 25, 1992.
4) Temporary Use Permits
TUP #2066-92 was issued to Longs Drugs on 1/30/92 for a Sidewalk
Sale held on 2/1/92.
5) Acceptance of Improvements and/or Release of Bonds
City Project No. WP-87126 Phase I Amar Road Waterline
Accept public works improvements and authorize release of Safeco
Insurance Company of America Bond No. 5685731 in the amount of
$598,871.00, subject to Notice of Completion procedure. Location:
Amar Road, 600' West of Countryside, to Amber Valley in the City
of Walnut.

To continue the various Maintenance Districts for the 1992-1993
fiscal year, the City Council should order the Engineer's Reports.
This action is the initial item of the annual process. Location
is citywide. Recommendation is that the City Council adopt the

City Treasurer's Report for the month of January, 1992.
8) Award of Bids
a) Purchase of Three One -Ton Trucks for Maintenance Department
The Finance and Maintenance Departments request City Council
approval to replace three one -ton trucks. Recommendation
is that the City Council authorize the purchase of three one -ton
.trucks from Reynold's Buick/AMC of West Covina in the amount
of $12,808.08 each.
• b) Purchase of a New Tune -Up/ Emission Analyzer
The Finance and Maintenance Departments request City Council
approval to replace the obsolete tune-up/emission analyzer.
Recommendation is that the City Council authorize the purchase
of a new tune-up/emission analyzer utilizing the County of
San Diego's bid number 455-91 from Sun Electric Co. in the
amount of $32,810.58, including tax.

c) Purchase of Police Motorcycles
Three Police motorcycles, used for patrol and traffic enforcement,
are aging and in need of replacement. Recommendation is that
the City Council:
i) Find that the use of the City of Chino's bid from Covina
Kawasaki, Request Number 40269, eliminates the need of
a formal bid process.
ii) Authorize the purchase of three (3) 1992 Kawasaki KZ1000
motorcycles, to be funded from the Police Department
budget, in the amount of $17,865, plus tax.
iii) Authorize $1,500, from the Police Department budget,
for the change -over of equipment from existing motorcycles
to the new ones.
d) Purchase of Community Service Unit
Due to a recent traffic collision, we need to replace a Community
Service Officer's unit. Recommendation is that the City Council:
i) Find that the use of Mills Ford's Los Angeles County
Bid No. T 337, eliminates the need of a formal bid process.
ii) Authorize the purchase of one (1) 1992 Ford Taurus Police
Sedan, to be funded from the uninsured loss account budgeted
in Risk Management, from Mills Ford in the amount of
$12,106, plus tax and fees.
9) Administrative Review Board (Receive and file)
Applicant: Clemente and Carmen Trujillo
Location: 1724 Newcrest.Drive
Request: Applicants are requesting approval of a slight modification
to allow construction of a 2,938 sq. ft. residence
with less than the minimum front yard setback in
the Single Family Residential (R-1), Area District
I zone.
Decision: Approved.
10) Miscellaneous
a) Acknowledoe Letter - Service Emolo ees International Union
Local 347. Reaardina Meet and f.nnfer ctatllc
The Service Employees International Union has presented the
City's final salary and benefit offer to their membership
for vote. In a letter to the Personnel Director dated January
31, 1992, the Union is formally declaring impasse on behalf
of the Maintenance Department employees they represent. This
report transmits the letter to the City Council for acknowledgement
and further action. Recommendation is that the City Council
receive and acknowledge the letter from SEIU and set their
next regular meeting of March 3, 1992 as the time and place
for oral presentation of information.

Los Angeles County Department of Public Works has acquired a Stormwater
Discharge Permit in accordance with Federal E.P.A. regulations
and is requesting that all cities in the County become co-permittees.
Location is citywide. It is recommended that the City Council
approve the City becoming a co-permittee with Los Angeles County
on the Stormwater Discharge Permit, and authorize the City Engineer
to sign the Letter of Intent.

2) Payment of Incentive Monies to Suburban Water Systems
to
From March 1 to September 30, 1991, Metropolitan Water District
(MWD) paid cash incentives to agencies which reduced usage of MWD's
water. Suburban Water, via the city's MWD connection, reduced
usage and has requested a pass -through of a proportionate amount
of the rebate received by the city. Recommendation is that the
City Council authorize payment of $70,388 from Account No. 340-259
to Suburban Water Systems representing their proportionate share
of the incentive monies received from MWD.

Comprehensive Annual Financial Report
The general purpose financial statements of the City of West Covina
have been prepared by the City's Finance Department and audited
by the City's independent auditors. These financial statements
and the auditor's unqualified opinion are included in the City's
CAFR. Recommendation is that the City Council receive and file
the Comprehensive Annual Financial Report of the City of West Covina.

and recommends appointment of the three commissioners and term
expiration dates on the three positions. Recommendation is that
