Memorandum
TO: Andrew G. Pasmant, City Manager
and City Council
FROM: Shannon A. Yauchzee, Director/City Engineer
Public Works Department
AGENDA
ITEM NO. D-5b
DATE February 2, 2010
SUBJECT: APPROVAL TO USE GRANT FUNDS TO INFILL THE CITY HALL'S
FIRST FLOOR AND REQUEST FOR PROPOSALS (RFP) FOR DESIGN
SERVICES
RECOMMENDATION:
It is recommended that the City Council take the following actions:
1. Accept Grant Funds from the Castucci Foundation to be used to infill the City Hall's first
floor for the expansion of the Police Department.
2. Direct staff to prepare and send a Request for Proposal (RFP) for related design services.
3. Appropriate $80,000 for design from Grant Funds to Fund 160 (Capital Project Fund).
DISCUSSION:
A long time resident and friend of the Police Department, Ms. Katharine Castucci, bequeathed
the West Covina Police Department a grant to fund an expansion of the Police Department
including a meeting room, a courtyard, and a small memorial. The first floor of City Hall would
be the most economical place to build this, especially given the site constraints of the Civic
Center.
Staff estimates that the construction will cost between $400,000 to $800,000 depending on the
final design and the selection of equipment and furnishings. The first step would be to hire an
architect to provide plans and specifications for the City to prepare bid specifications. The
architect will also finalize the construction budget. The fees for architectural services range from
five to ten percent of the project cost plus advertising, administration, and miscellaneous copying
charges. The estimated maximum architectural and design costs are $80,000 depending on the
RFP responses.
ALTERNATIVES:
The City Council may choose not to proceed with this projector provide direction to investigate
other locations or options for the expansion.
FISCAL IMPACT:
The costs for the project including design, staff administration and inspection, contingency,
construction, and furnishings will be funded through the Castucci Grant. No General Funds will
be used for this project.
