Hearings before the City Council are routinely set for 7:30 pm. The
procedures used for testimony are: those in favor speaking first, those
in opposition speaking second, then those in favor speaking in rebuttal.

1) Comprehensive Housing Affordability Strategy (CHAS)
The Cranston -Gonzalez National Affordable Housing Act requires
that all States and localities eligible to receive funds for selected
housing programs and Community Development Block Grants submit
to HUD for approval a Comprehensive Housing Affordability Strategy
(CHAS) which provides an estimate of housing needs over a five-year
period.

At this time the City Council will receive comments on any item (except

Calendar. Upon conclusion of comments regarding agendized items, if
the thirty minutes allotted for citizen comments is not used up, comments

c) Renewal of Rodent Pest Control Contract
This contract provides the control of vertebrae pests including
but not limited to gophers, ground squirrels, rats and mice
in City -maintained Parks, Medians, Rights -of -Way, Civic Center
and Maintenance Districts. Recommendation is that the City
Council grant renewal of Mayfield Enterprises contract for
the coming twelve-month period with a 3.0% increase in price.

a) The request of Ms. Elma St. John, Incline Consultants, Homeowners
Association Management, for review of conditions on Wednesday
Drive at Hawaii resulted in a recommendation that parking
prohibition along the south side of Wednesday Drive west of
Hawaii be'extended to 180 feet.
b) The request of Mr. Marc Aboy for installation of limited parking
restrictions on the west side of Bandy Avenue north of Walnut
Creek Parkway was denied.

The annual survey and update of the City's Trip Reduction/Commute
Management Plan, as required by the South Coast Air Quality Management
District's Regulation XV, is presented for City Council review
and action. It is recommended that the City Council:
a) Approve a Revised Commute Management Plan as follows:

2 Police - Maintain 4/10 and 3/12

ii) Rideshare Incentives/Eligibility Requirements
1)a 4 hours leave time per month for those ridesharing

OR AT THE EMPLOYEE'S OPTION:
1)b $50 per month for those ridesharing at least 70%

a monetary cap of $500 per employee per year;

2) Monthly drawings for those who rideshare at least

for salary and benefit changes in order to implement provisions
of agreed upon Memoranda of Understanding between the City
and the following two associations: the West Covina Public
Safety Dispatchers' Association and the West Covina City General
Employees' Association. It is recommended that the City Council
adopt the following resolutions:

West Covina General Employees' Association
and the City of West Covina
The City has completed the meet and confer process and reached
agreement with the West Covina General Employees' Association.
This item transmits the agreed upon Memorandum of Understanding
to the City Council. It is recommended that the City Council
receive and file the Memorandum of Understanding between the
West Covina General Employees' Association and the City of
West Covina to be effective January 1, 1992.

Selection of City Representatives
Council has received a request to submit comments regarding the
selection of city representatives on the L. A. Metropolitan Transportation
Authority. Mayor Pro Tem Herfert is recommending that Council
support those items outlined in the staff report regarding the
selection process. Those items which Council supports will be
forwarded to Mayor Bob Bartlett of Monrovia and the San Gabriel
Valley Transportation Coalition.
