Citrus, for a Sidewalk Sale. 6) Miscellaneous Public Works Request For Temporary Transfer Of Jurisdiction - Los Anqeles The County of Los Angeles intends to improve Temple Avenue east of Azusa Avenue to 150 feet west of Woodgate Drive. The improvements are primarily in unincorporated County area with a small portion in West Covina. The County is requesting temporary transfer of jurisdiction in order to construct the improvements within the City. There is no cost to the City for this work. This Act requires employers of more than 50 employees to make available up to 4 months leave time for employees to care for seriously ill children, spouses or parents. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 7223 RELATING TO THE PERSONNEL RULES AS AMENDED, REVISING PERSONNEL RULE X, SECTION 10.28 ACTION ON FOREGOING CONSENT CALENDAR ITEMS 1 THROUGH 9: Motion by 2nd by to waive further reading of the resolutions and to approve all items listed, except ROLL CALL: D) PUBLIC WORKS DIVISION 1) Tract 46780 - Approval of re West Covina Venture Limited (Lewis Homes) is requesting approval of a Park Fee Agreement for the payment to be paid in three (3) phases in developing a 172 unit Development on Sunset Avenue. Location: West side of Sunset Avenue between Durness and Farlington. It is recommended that the City Council: a) Approve Planning Commission recommendation for park'fee credit in the amount of $37,720.00. b) Authorize the Mayor and City Council to execute a Park Fee Agreement with West Covina Venture Limited (Lewis Homes) providing for phased payment of park fee's in the total amount of $714,760.00 Motion by approve 2) Tract 46780 - 2nd by disapprove DDrove Final Mao - W, hold over to' West Covina Venture Limited (Lewis Homes) is requesting final map approval in order to develop the 172 unit development on Sunset Avenue. Motion by 2nd by to waive further reading of the resolutions and to adopt disapprove . hold over 0 City Council Meeting Page 7 December 17, 1991 G) PUBLIC SAFETY DIVISION H) I) J) K) 1) Police Department Mobile Data Computer Due to the approved and funded Mobile Data Terminal project, proposals were submitted by vendors interested in providing the mobile computers for the Police vehicles, the Radio System for communication between vehicles and base stations, and the Software to integrate the system into the existing Computer Aided Dispatch (CAD) and Police Records Management System (PRMS). It is eecommended that the City Council authorize staff to negotiate contracts with the following vendors: a) USWest, of Pleasanton, Ca., to provide software, not to exceed $70,000, plus tax and 10% contingency. b) Dataradio Corp., of Atlanta, Ga., to provide the radio backbone and associated communications hardware and services, not to exceed $178,369.54, plus tax and 10% contingency. c) Mobile Data Communications Corp., of Phoenix, Az., to provide up to 51 mobile computers and services, not to exceed $445,944, plus tax and 10% contingency. County Park, Beach, & Recreation Act of 1992 The City Council has received a request from MRCA to support the placement of a measure before the voters on the 1992 June ballot to create a special assessment district to provide funding to preserve, improve, and restore park, beach, and open space lands and recreation facilities throughout Los Angeles County. The City Council may petition the Board of Supervisors to place the measure on the ballot, or petition the Board not to place the measure on the ballot, or do nothing at this time. Staff makes no recommendation. APPROVAL OF DEMANDS The City Council reviews and approves accounts payable by the City. These demands represent accounts payable since the most recent regular meeting of the City Council. City Council Meeting Page 9 December 17, 1991 0) COUNCILMEMBERS' REPORTS 1) Cencom Cable Rate Increase Cencom Cable Television has notified the City that effective February 1, 1992, the cost of basic cable service to cable subscribers in the City of West Covina will be raised $3.00 per month. The City is prevented from regulating cable fees by the Cable Act of 1984. This information is provided for informational purposes only. It is recommended that the City Council receive and file this report. Motion by to 2nd by 2) San Gabriel Valley Transportation Coalition Response to LACTC's 30-Year Plan Mayor Pro Tem Herfert will present a report on the actions of the San Gabriel Valley Transportation Coalition regarding the proposed LACTC 30-year plan and consolidation of the LACTC and SCRTD Boards. Mayor Pro Tem Herfert is recommending that the City Council continue to support the efforts of the Coalition in responding to the LACTC 30-Year Plan and the LACTC-SCRTD reorganization.
