SUBJECT: AUTHORIZATION TO SUBMIT CALIFORNIA INTEGRATED WASTE
MANAGEMENT BOARD GRANT APPLICATIONS
RECOMMENDATION:
It is recommended that the City Council:
1) Authorize the submittal of all California Integrated Waste Management Board
(CIWMB) grant applications for Fiscal Years 2008/2009 through 2013/2014, and
2) Adopt the following resolution:

AND SAFETY AND THE ENVIRONMENT COMMENCING WITH THE
FISCAL YEAR 2008/2009 TO AND INCLUDING THE FISCAL YEAR
2013/2014
DISCUSSION:
The California Integrated Waste Management Board (CIWMB) administers various grant
programs in the State's effort to reduce, recycle, and reuse solid waste to preserve landfill
capacity and protect public health and safety and the environment. The CIWMB grant
procedures require an applicant to authorize by resolution the submittal of grant application(s)
and the designation by job title of an individual authorized, to execute all Grant documents on
behalf of the City.
Both discretionary and block grants are available through the CIWMB. Staff has been successful
in securing discretionary grants from the CIWMB for tire recycling grants through the
Rubberized Asphalt Concrete (RAC) Grant and Tire -Derived Product (TDP) Grant Programs.
Household Hazardous Waste (HHW) discretionary grants are also available to local governments
to establish and implement waste diversion and separation programs to prevent disposal of
hazardous waste, including household hazardous waste, in solid waste landfills.
Funds for Block Grants, such as the Used Oil Block Grant (UOBG) are distributed to local
government agencies that meet the program's eligibility requirements. These funds are
distributed by the CIWMB on an annual basis for collection programs that encourage recycling of
used motor oil and oil filters. The City of West Covina has participated in UOBG since 1997
and continues to pursue all appropriate available grants from the CIWMB, both competitive and
non-competitive.
ALTERNATIVES:
1. Adopt proposed resolution to authorize submission of all CIWMB grant applications from
Fiscal Year 2008/2009 through Fiscal Year 2012/2013 (multiple year resolutions have the
benefit of being used for future CIWMB applications such as later Block Grants, Tire -
Recycling Grants, HHW Grants, etc.)

2. Authorize submission of grant applications for Fiscal Year 2008/2009 only.
3. Decline authorization of grant submittals, thus diverting any funds previously allocated to the
City of West Covina by the CIWMB to other jurisdictions.
FISCAL IMPACT:
There is no fiscal impact to the City's General Fund. All CIWMB grant funding will be utilized
for the implementation of eligible projects as specified in the grant(s) guidelines to support Zero
Waste California. The City receives about $27,000 per year for Used Oil grants on a per capita
basis. Other grants are on a discretionary basis.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA APPROVING SUBMITTAL OF APPLICATIONS
TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD
(CIWMB) FOR ALL AVAILABLE CIWMB GRANTS UNDER THE
CALIFORNIA PUBLIC RESOURCES CODE SECTIONS 40000 ET SEQ. IN
FURTHERANCE OF THE STATE'S EFFORTS TO REDUCE, RECYCLE,
AND REUSE SOLID WASTE TO PRESERVE LANDFILL CAPACITY
AND PROTECT PUBLIC HEALTH AND SAFETY AND THE
ENVIRONMENT COMMENCING WITH THE FISCAL YEAR 2008/2009
TO AND INCLUDING THE FISCAL YEAR 2013/2014
WHEREAS; Public Resources Code sections 40000 et seq. authorize the California
Integrated Waste Management Board (CIWMB) to administer various Grant Programs in
furtherance of the State of California's (State) efforts to reduce, recycle and reuse solid waste
generated in the State thereby preserving landfill capacity and protecting public health and safety
and the environment; and
WHEREAS; in furtherance of this authority the CIWMB is required to establish
procedures governing the application, awarding, and management of the grants; and
WHEREAS; Grant Application procedures require an Applicant's governing body to
authorize by resolution its approval for submittal of the Grant Application(s) identified below,
and the designation by job title of the individual authorized to execute all Grant documents on
behalf of City of West Covina; and
WHEREAS; if awarded, the City of West Covina will enter into a Grant Agreement with
the CIWMB for implementation of said Grant(s).
NOW, THEREFORE, BE IT RESOLVED that the City of West Covina does hereby resolve,
determine, and find as follows:
SECTION 1. Authorize the submittal of application(s) to the CIWMB for all grants for which
the City of West Covina is eligible.
SECTION 2. That this authorization is effective for the period commencing with the Fiscal
Year 2008-2009 to and including the Fiscal Year 2013-2014; time period not to exceed five (5)
years from date of adoption.
SECTION 3. That the Public Works Director, or his/her designee is hereby authorized and
empowered to execute in the name of the City of West Covina all grant documents, including but
not limited to, applications, agreements, amendments and requests for payment, necessary to
secure grant funds and implement the approved grant project.
