THAT SPEED LIMIT FOR MONTEZUMA WAY FROM SANDY HILL
DRIVE TO CITRUS STREET BE DELETED FROM THE MUNICIPAL
CODE AND REVERT TO 25 MILES PER HOUR.
FINDINGS:
The speed limit on Montezuma Way is specified in Section 22-131 of the West
Covina Municipal Code as 30 miles per hour from Sandy Hill Drive to Citrus Street,
Section 22358 of the California Vehicle Code (CVC) provides that the local
authority may increase the speed limit based upon an "engineering and traffic
survey" that differs from the State's prima facie speed limit. Section 40802 of the
CVC requires that the traffic and engineering study be conducted every five years to
enable local authorities to utilize radar to enforce speed laws. The current traffic and
engineering study for Montezuma Way has not been conducted for the past 10 years
and is deemed expired. With the expiration of the traffic and engineering study, the
speed limit on Montezuma Way would revert to the State's prima facie speed limit
of 25 miles per hour per Section 22352.a.2 of the CVC. Therefore, the speed limit
for Montezuma Way from Sandy Hill Drive to Citrus Street be deleted from the
Municipal Code.
TRAFFIC COMMITTEE RECOMMENDATION!

BE POSTED AT 25 MILES PER HOUR WITH "RADAR ENFORCED"
PLATE.
THAT CURVE WARNING AND "WATCH DOWNHILL SPEED" SIGNS
BE INSTALLED.
THAT CENTERLINE IN THE CURVE AREA OF THE STREET BE
STRIPED AND DELINEATED WITH RAISED PAVEMENT MARKERS.
THAT POLICE DEPARTMENT BEGIN ENFORCEMENT OF THE PRIMA
FACIE 25 MILES PER HOUR.

THAT THE CROSSING GUARD ASSIGNED TO THE INTERSECTION
OF CALIFORNIA AVENUE AND BAINBRIDGE AVENUE BE
RELOCATED TO BAINBRIDGE AVENUE AND BELMONT AVENUE.
FINDINGS: .
The existing crossing guard was assigned to the intersection of California Avenue
and Bainbridge Avenue in the 1960's. In 1978, the City completed the "Safe
Route to School" program. The program identified deficiencies in area sidewalk,
school signs, and pavement markings for each school along the established safe
routes. Included in the program, the crossing guard at California Avenue and
Bainbridge Avenue was re-evaluated based on 1978 criteria and continues to be
warranted. Also, the multi -way stop did not exist at intersections then.
Staff conducted pedestrian and vehicle counts during the arrival and departure
times of the school to determine the need for the existing crossing guard. The
determination will be based on the California Manual of Uniform Traffic Control
Devices (MUTCD) guidelines. The MUTCD guidelines state that:
Adult crossing guards normally are assigned where official supervision of school
pedestrians are desirable while they cross a public highway, and at least 40 school
pedestrians for each of any two hours (not necessarily consecutive) daily use the
crossing while going to and from school. Adult crossing guards may be used under
the following conditions:
1. At uncontrolled crossing where there is no alternate controlled crossing
within 600 feet; and
In urban areas where the vehicular traffic volume exceeds 350 during each of
any two hours (not necessarily consecutive) in which 40 or more school
pedestrians cross daily while going to and from school.
2._ At stop sign controlled crossing:
Where the vehicular traffic volumes on undivided highways of four or more
lanes exceed 500 per hour during any period when school pedestrians are
going to and from school.
3. At traffic signal -controlled crossings:
a. Where the number of vehicular turning movements through the school
crosswalk exceed 300 per hour while school pedestrians are going to
and from school.
b. Where justified through analysis of the operation of the intersection.
In March of 2003, the multi -way stop was installed at the intersection of
California Avenue and Bainbridge Avenue. Applying the current criteria for
assigning crossing guards for a stop controlled intersection it was found that the
assigning of crossing guard is not warranted. Vehicular and school pedestrian
counts for the intersection of California Avenue and Bainbridge Avenue are
shown in the following tables:

The intersection of Bainbridge Avenue and Belmont Avenue was evaluated for
placing of an adult crossing guard to supervise elementary school pedestrians
crossing the intersection. The intersection is controlled by a stop sign for the
northbound approach of Belmont Avenue and is -not on the "Safe Route to
Schools" program. Vehicular and pedestrian counts for Bainbridge Avenue were
completed and are shown in the following table:

The field -count of elementary school pedestrians crossing Bainbridge Avenue are
shown in the following table:
From the above table, the number of vehicles crossing the crosswalk on
Bainbridge Avenue for the two one -hour periods is 350 vehicles and the average
is 175 vehicles per hour. The total school pedestrians crossing Bainbridge
Avenue for the two one -hour periods is 114 per hour and the average 85.5 per
hour. Since the MUTCD guidelines indicate that the vehicular traffic volume
needs to exceed 350 per any two-hour period, assigning of a crossing guard is not
warranted.
The MUTCD guidelines for either intersection did not meet the warrant to assign
an adult crossing guard. However, due to the greater number of students using the
painted school crosswalk at Bainbridge Avenue and Belmont Avenue and the
school's efficient drop-off and pick-up area, it would greatly benefit the safety of
the students to assign the adult crossing guard at this location.
TRAFFIC COMMITTEE RECOMMENDATION:
THAT THE ADULT CROSSING GUARD AT THE INTERSECTION OF
CALIFORNIA AVENUE AND BAINBRIDGE AVENUE BE RELOCATED
TO THE INTERSECTION OF BAINBRIDGE AVENUE AND BELMONT
AVENUE.

THAT THE EXISTING "NO STOPPING" PARKING RESTRICTION BE
RELOCATED FROM THE NORTHERLY SIDE OF ALWOOD STREET
BETWEEN WILLOW AVENUE TO 180 FEET EASTERLY TO THE
EASTERLY SIDE OF WILLOW AVENUE BETWEEN ALWOOD
STREET TO 130 FEET NORTHERLY.
FINDINGS:
San Jose Edison Academy is located at the northeasterly corner of Willow
Avenue and Alwood Street. The school's parking lot has two driveways, one on
Willow Avenue and the other on Alwood Street. During the school's arrival and
departure times, parents use the Alwood Street driveway to enter and the Willow
Avenue driveway to exit the school. The parents exiting the school on Willow
Avenue have complained. about the restricted line of sight and have requested that
parking be restricted on the easterly side of Willow Avenue south of the school's
driveway. Currently, the employees for the daycare center park along the easterly
side of Willow. Avenue. By relocating the parking restriction to the easterly side,
the daycare employees can park along the northerly side of Alwood Avenue
adjacent to the daycare.
TRAFFIC COMMITTEE RECOMMENDATION:

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, AMENDING
SECTION 22-132 OF THE WEST COVINA MUNICIPAL
CODE RELATING TO DECREASES OF STATE LAW
MAXIMUM SPEEDS.
The City Council of the City of West Covina does ordain as follows:
SECTION 1. Section 22-132 of the West Covina Municipal Code is amended -
such that the sub -paragraph labeled Montezuma Way from one hundred fifty (150) feet northerly
of Sandy Hill Drive to Citrus Street is deleted:
SECTION 2. That the City Clerk shall certify to the passage of this ordinance
and shall cause the same to be published as required by law.
