The Mayor may remove a questioned Consent Calendar item for separate action. 1) Written Communications (Receive and file) a) Letter received from Katherine Castucci, Chair of the West Covina Fourth of July Committee, in support of Item E-1, Permitting Commercial Vendors at the Fourth of July Picnic. It is recommended that this letter be received and filed. b) Letter received from Iris S. Delameter, Co -Chair of the West Covina Fourth of July Committee, in support of Item E-1, Permitting Commercial Vendors at the Fourth of July Picnic. It is recommended that this letter be received and filed. c) West Covina Disposal Staff has received a letter from the attorney for Athens Disposal Company regarding the proposed sale of West Covina Disposal to Athens Disposal. It is recommended that Council direct staff to meet with representatives from Athens Disposal and West Covina Disposal to discuss their proposed sale agreement and the transfer of the City's franchise to Athens Disposal. 2) Commissions' Summary of Actions (Receive and file) The following Commissions have met on the dates specified below, and now report to the City Council the items on which they have taken action. a) Planning Commission...............................11/06/91 3) Claims For Actions (Deny and notify claimant) a) Frank Foresta vs City of West Covina On October 11, 1991, a claim for personal injurie's was received by the City Clerk's Office. b) Allstate (Lievanos) vs City of West Covina On September 30, 1991, a subrogation claim for property damage was received by the City Clerk's Office. 4) Temporary Use Permits - (Receive and file) TUP #2053-91 was issued to Hughes Simulation Systems, 1200 E. San Bernardino Road, for a temporary heliport. 5) Acceptance of Improvements and/or Release of Bonds a) Tract 46781 - Lewis Homes of California Improvement Agreement Extension Lewis Homes of California, developers for subject tract have asked for an extension of their improvement agreement. Extensions are normally granted unless there is some reason for denial. It is recommended that Council grant the extension. b) UUP 366 Shell Oil Company Public works improvements located at the northeast corner of Valley Boulevard and Nogales Street are complete. It is recommended that Council accept public works improvements and authorize release of United Pacific Insurance Company Bond No. U675217-48 in the amount of $26,000.00. • City Council Meeting November 11, 1991 C) CONSENT CALENDAR - Continued 6) Miscellaneous Public Works Page 3 a) California Avenue - Minor Revision to Precise Alignment A minor revision to the precise alignment of California Avenue, adopted January 28, 1991 by the City Council, has been submitted and reviewed by staff. Staff is requesting the City Council to adopt the minor revision to facilitate the West Covina Plaza expansion. It is recommended that City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING A MINOR REVISION TO THE PRECISE ALIGNMENT OF CALIFORNIA AVENUE b) Maintenance Districts 1 and 2 - Annual This contract provides for the landscape maintenance of all City maintained landscape, hardscape and sprinkler systems in Woodside Village Districts 1 and 2. It is recommended that the City Council grant renewal of Mariposa contract for the coming twelve month period, and provide the 4.0% increase as provided for in the contract. c) Maintenance of This contract provides for the maintenance of landscaping, hardscaping and sprinkler systems of City medians and freeway rights -of -way. It is recommended that the City Council grant renewal of Creative Landscaping contract for the coming twelve month period, and provide the 4.0% increase as provided for in the contract. d) Mann This contract provides for the maintenance of landscaping, hardscaping and sprinkler systems, including but not limited to Maintenance District No. 6. It is recommended that the City Council grant renewal of Azteca Landscape contract for the coming twelve month period, and provide the 4.0% increase as provided for in the contract. e) SP-87115 - Acceptance of Consultant's Proposal For Cortez Street Tree Work A comprehensive street tree program must be developed for the relocation or replacement of trees on Cortez Street which will be impacted during the improvement project. A landscape consultant has submitted an acceptable proposal. It is recommended that the City Council accept the proposal of Environmental Images and authorize the issuance of a Purchase Order in an amount.not to exceed $4,200.00 for the Cortez Street Tree Program. 7) Award of Bids a.) City Project SP-92104 - Curb and Gutter Repair Ten (10) bids were opened on October 30, 1991 for this project which consists of repairing damaged curb, gutter and driveways at various locations -Citywide. The lowest responsible bid is $32,240.50 from J.D.C. General Engineering Contractor of Upland. It is recommended that the City Council take the following actions: City Council Meeting Page 4 November 11, 1991 C) CONSENT CALENDAR - Continued 7) Award of Bids - Continued a) City Project SP-92104 - Curb and Gutter Repair - Continued i) Authorize the use of excess funds in the amount of $8,060.00 for'additional repair of damaged curb, gutter and driveway aprons. ii) Accept the bid of J.D.C. General Engineering Contractor of Upland in the amount of $32,240.50, as submitted at the bid opening on Wednesday, October 30, 1991, and authorize the Mayor and City Clerk to execute an agreement with said J.D.C. General Engineering Contractor for the work to be done. b) Purchase of Police Radios Recent incidents have reinforced the Police Department's need to update the remaining police radios. It is recommended that the City Council: i) Find that the use of Motorola's Los Angeles County Bid, No. 53875, eliminates the need of a formal bid process. ii) Authorize the purchase of 18 Motorola Digital Spectra radios, Model A5, to be funded from D.E.R. funds, in the amount of $36,180.00, including tax, delivery, and installation. 8) Miscellaneous The Historical Society of West Covina Request for Sanctioning The Historical Society of West Covina is requesting sanctioning use of City facilities. It is recommended that the City Council approve the sanctioning of The Historical Society of West Covina. ACTION ON FOREGOING CONSENT CALENDAR ITEMS 1 THROUGH 8: Motion by 2nd by to waive reading of the resolutions and adopt; and to approve all other items listed, except ROLL CALL: City Council Meeting Page 5 November 11, 1991 D) PUBLIC WORKS DIVISION (Public Works Agenda) 1) WP-90131 - Reclaimed Water Loan Application E) F) G) On June 11, 1990, the City Council authorized Engineering Science of Pasadena to proceed with Project WP-90131 to study the feasibility of utilizing reclaimed water and to prepare an application for a low cost loan. This action is the culmination of this effort. The amount of the proposed loan is $5,000,000, It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING APPLICATION FOR WATER RECLAMATION LOAN FUNDS Motion by 2nd by to waive further reading of the resolution and to adopt disapprove COMKUNITY SERVICES DIVISION 1) Human Services Department hold over Use of Commercial Vendors At The 1992 Fourth of July Event The Fourth of July Committee is requesting approval to invite commercial vendors to participate in the 1992 Fourth of July event. It is recommended that the City Council grant permission to invite commercial vendors to participate in the 1992 Fourth of July event. PUBLIC SAFETY DIVISION 1) Communications hold over Extension of Radio Maintenance Agreement to This report recommends that the City Council approve a one-year extension of the Radio Maintenance Agreement with Radio Lab of Glendale, California. It is recommended that the City Council approve the extension of the Radio Maintenance Agreement with Radio Lab for a period of one year effective January 1, 1991. Reconvene the City Council meeting at p.m. CITY MANAGER 1) Reorganization of the City Treasurer's Department - Staff is requesting the consolidation of the City Treasurer's Department into the Finance Department and revisions to the Municipal Code to reflect the reorganization. It is recommended that the City Council approve the following: a) The consolidation of the City Treasurer's Department into the Finance Department, with day-to-day operations supervised by the City Controller to be effective thirty (30) days after the second reading and adoption of the proposed ordinance. b) Amend the City Municipal Code by introducing the following Ordinance: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODES SECTIONS 2-182, 6-10, 14-26, AND 14-36 RELATING TO THE CITY TREASURER. Staff is requesting Council approval to utilize an executive search firm to assist in the recruitment process for Fire Chief.
