a) City Project SP-87115 - Supplement #31 - Local Agency State
The City Council previously approved a supplement to the State -Local
Agency Agreement for this project excluding preliminary engineering
costs for reimbursement. This supplement encompasses reimbursement
for preliminary engineering costs. It is recommended that
City Council adopt the following Resolution:

Southern California Black Walnut Tree
Council has introduced an ordinance amendment to include groves
of the California Black Walnut tree in the City's Tree Preservation
Ordinance. It is recommended that the City Council adopt the following

On August 21, 1991, a claim for outstanding obligations regarding
a contractor's lien amounting to $43,000.00 was received by the
City Clerk's Office. It is recommended that the claim of Gerdes
Construction, Inc. filed on August 21, 1991 be denied and that
claimant be so notified.

Approve Plans and Specifications
The Citywide curb and gutter project is for the repair of damaged
curb, gutter and driveway aprons. The estimated cost of the project
is $50,000. It is recommended that the City Council approve the
plans and specifications for City Project SP-92104 and authorize
the City Engineer to call for bids.

East San Gabriel Valley Paratransit Network Project
Staff is requesting approval to participate in the East San Gabriel
Paratransit Network to meet the level of paratransit services required
by the Americans with Disabilities Act. It is recommended that
the City Council approve the agreement with Pomona Valley Transportation
Authority and authorize the Mayor to execute the proposed agreement.

Certified Farmers' Market

This report aims at defining a Certified Farmers' Market (CFM),
to provide an overview of what developments over the last year
have led to the realization of a farmers' market in West Covina,
and requests the City Council to adopt a Resolution determining
this type of retail use is a permitted use in the City. It is
recommended that the City Council adopt a Resolution entitled:

The City Council has received 30 applications for the three vacancies
on the Senior Citizens Commission. At this time staff is requesting
Council to select a Council subcommittee to proceed with the appointment

to conduct interviews and recommend applicants for appointment
"to the Commission.
