The City of West Covina has received an appeal of a Planning Director's
decision by Michael B. Rutberg regarding screening requirements
for a satellite dish antenna installed at 1027 Hooper Drive.

The 1990-91 Federal Grantee Performance Report outlines performances
of programs funded with Community Development Block Grant funds.
The Public Hearing on this matter provides the public with an opportunity
to comment on this past year's programs and projects.

6) . Miscellaneous Public Works
Maintenance District No. 7 - Annual Landscape Contract Renewal
This contract provides for the landscape maintenance of 8 acres
of developed slope area with ornamental planting and 16 acres of
open space natural landscaping along South Hills Drive west of
Citrus Avenue. It is recommended that the City Council grant renewal
of Aloha Landscape's contract for the coming twelve month period
at a 4.6% increase.

Senior Citizens' Commission Composition
The City Council has introduced an ordinance to expand the Senior
Citizens Commission from five to seven members. The ordinance
is now before the Council for adoption. It is recommended that
Council adopt the following ordinance:

CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL

Purchase of One (1) Tractor Mower - Bid No. 92-02
Bids were solicited for the purchase of one (1) Tractor Mower.
Upon reviewing the bids received, it is proposed to award the bid
to the lowest responsive bidder. It is recommended that the City
Council award Bid No. 92-02 for the purchase of one (1) Tractor
Mower to the lowest responsive bidder, Western Turf & Commercial
Company of Santa Fe Springs in the amount of $48,187.08 including
tax.

1) CONTROL OF GROUND SQUIRRELS IN GALSTER PARK AGREEMENT RENEWAL
This agreement between the County of Los Angeles and the City of
West Covina provides for continuing ground squirrel control services
at Galster Park. It is recommended that the City Council authorize
the Mayor and the City Clerk to execute an Agreement with the Los
Angeles County Agricultural Commissioner's Office to provide for
continuing ground squirrel control at Galster Park for a cost not
to exceed $2,000.00.

The City Council will consider resolutions to extend the funding
year for current and prior service for the miscellaneous and safety
categories, to 2011. It is recommended that Council adopt the
