SUBJECT: AWARD OF BID FOR CONSTRUCTION OF MEDIAN LANDSCAPE
IMPROVEMENT ON NORTH AZUSA AVENUE

RECOMMENDATION:.
It is recommended that the City Council take the following actions:
1. Transfer $100,190 from Azusa Avenue North Design for Traffic Signal Improvements
Project No. TP-05506 (Account No. 121.85.9547.7800) to Project No. SP-07102 (Account
No. 121.81.8739.7200)
2. Transfer $75,000 from Concrete Bus Pad Program Project No. SP-07103 (Account No.
121.81.8740.7200) to Project No. SP-07102 (Account No. 121.81.8739.7200)
3. Transfer $100,000 from Construction of Equestrian Fence Project No. SP-07116 (Account
No. 125.81.8778.7200) to Project No. SP-07102 (Account No. 125.81.8739.7200) if the Prop
"C" funds are not available
4. Transfer $600,000 from Azusa Avenue Median Landscaping Project No. SP-05101 (Account
No.. 215.81.8519.7200) to Project No. SP-07102 (Account No. 215.81.8739.7200)
5. Appropriate $100,000 Proposition "C" Funds ' to Project No., SP-07102 (Account No.
122.81.8739.7200)
6. Accept the bid of Mega Way. Enterprises in the amount of $729,516.35 as submitted at the
bid opening 'on January 24, 2007, and authorize the Public Works Director/City Engineer and
City Clerk to execute an agreement with Mega Way:Enterprises of Pomona, California, for
the work to be done.
DISCUSSION:
The City Council, on February 18, 1997, approved a conceptual landscaping plan for the entire
Azusa Avenue median from the north City limit to the south City limit.` This approval included
the section between north City limit to South Garvey Avenue.
The consultant has prepared plans and specifications on the basis of approved conceptual plan by
the City Council similar to that of recently completed on South Azusa Avenue. The work on
North Azusa Avenue median landscape between north City limit and South Garvey Avenue
includes removal of the existing asphalt concrete from the existing median and, replacing it with
hardscape, ground cover, trees, irrigation, electrical outlets for holiday lighting, removal and
replacement of damaged curbs, gutter and sidewalk, and all appurtenant and incidental work.
A notice inviting bids for this project was advertised in the San Gabriel Valley Tribune on
January 10 and 17, 2007. In"addition, the project was advertised in the Contractor's Green Sheet
and in the Daily Construction Service that notifies contractors of upcoming projects in Southern
California. The bids for this project were opened in the Office of the City Clerk on January 24,
2007. A total of five bids were received, opened, and checked for errors, and all were
determined to be valid. The lowest responsive bid was $729,516.35 from Mega Way Enterprises
of Pomona, California.

If the contract is awarded, the physical work for this project will commence the second week of
March 2007 and should be completed within approximately 12 weeks.
ALTERNATIVES:
An alternative is to reject all bids and re -advertise. Since the lowest responsive bid is within the
original project cost estimate and budget, it is unlikely that re -bidding the project would result in
further cost reduction.
