D-6e-,, DATE February 6, 2007 SUBJECT: APPROVAL TO EXTEND CONTRACT TO PROVIDE TEMPORARY BUILDING INSPECTION SERVICES RECOMMENDATION: It is recommended that the City Council authorize the Public Works Director/City Engineer and City Clerk to extend the agreement with AAE, Inc., to provide the Building Division with the services of one full-time Building Inspector as a temporary replacement for a resigned City Building Inspector, in the amount of $5,425. DISCUSSION: In August 2006, one of the Public Works Department's two full-time Building Inspectors resigned his position to accept employment with another City. The recruitment process to hire a replacement inspector was anticipated to take approximately 12 weeks, leaving the Building Division short-staffed which in turn made it difficult to maintain the required level of service that it provides to public and private construction projects. Staff contacted three temporary -employment firms to receive competitive proposals to provide the services of one full-time temporary Building Inspector during the recruitment for permanent employee period. Two of those firms, Willdan Associates, and Berryman & Henigar, were unable to provide fully qualified and available personnel during the necessary performance period. The third firm, AAE, Inc., offered to provide those services at the rate of $75.00 per hour, which was within the industry standard compensation range for a Building Inspector of similar skills, knowledge, and experience. The City Manager approved staff s recommendation to accept the proposal submitted by AAE, Inc., in an amount not to exceed $24,500 and the firm began providing inspection services to the Public Works Department on October 9, 2006. Due to the unusually high level of construction industry project growth during the second half of 2006, qualified applicants as replacement for the resigned Building Inspector were not immediately available. This lack of qualified applicants protracted the recruitment period for a Building Inspector from 12 weeks to 16 weeks and caused the cost of the temporary inspector's work to exceed the value previously approved by the City Manager by $5,425. Staff is requesting the City Council authorize the Public Works Director and City Clerk to extend the contract of AAE, Inc., to provide the services of one full-time temporary Building Inspector per the Council's direction, up to $29,925 total cost, including services already performed. ALTERNATIVES: None. FISCAL IMPACT: Funding for this professional services work is available in the operating budget salary savings 110 General Fund. Prepared by: Shannon A.
