Ronald Austin Delong -vs- City of West Covina
On May 30, 1991, a claim for personal injuries was received by
the City Clerk's Office.
5) Temporary Use Permits (receive and file)
TUP #2043-91 was issued to West Covina Toyota, 821 S. Glendora
Avenue for balloons on 8/31/91 through 9/2/91.
6) Miscellaneous Public Works
a) Maintenance District No. 7 - Annual Landscape Contract Renewal
This contract provides for the landscape maintenance of 8
acres of developed slope area with ornamental planting and
16 acres of open space natural landscaping along South Hills
Drive west of Citrus Avenue. It is recommended that the City
Council grant renewal of Aloha Landscape's contract for the
coming twelve month period, and deny the increase requested
due to a lack of sufficient justification.
b) Work Management System - Continuing Support Agreement
The Work Management System is a software program which provides
a vehicle for reporting the activities of the various Maintenance
Department Crews in detail, and provides monthly reports to
the Supervisors, Maintenance Director, and the Division Manager.
It is recommended that the City Council approve the renewal
of the Continuing Maintenance Agreement with Carter Associates,
Inc. for the fiscal year June 1, 1991 to May 31, 1992, and
appoint Morris M. Wolff as agent of the City of West Covina
to approve by signature, the annual renewal of the Continuing
Maintenance Agreement with Carter Associates, Inca

7) Award of Bids
a)* Purchase of Semi -Automatic Handguns - Bid No. 92-01
Bids were solicited for the purchase of Semi -Automatic Handguns.
Upon reviewing the bids received, it is proposed to award
the bid to the lowest bidder. It is recommended that the
City Council award Bid No. 92-01 for the purchase of twenty-eight
(28) semi -automatic handguns to International Police Training
in the amount of $22,065.18.
b) Purchase of Patrol Unit
Due to a recent traffic collision, we need to replace a patrol
unit. It is recommended that the City Council:
i) Find that the use of Maurice J. Sopp Chevrolet's Los
Angeles County Bid No. S 146, eliminates the need of
a formal bid process.
ii) Authorize the purchase of one (1) 1991 Chevrolet Caprice
Police Sedan, to be funded from the uninsured loss account
budgeted in Risk Management, from Maurice J. Sopp Chevrolet
in the amount of $13,148, plus tax and fees.
8) Waste Management Activities Report (receive and file)
This is a report on the waste management activities for the City
of West Covina.
9) Miscellaneous
Surplus Property
Council periodically declares as surplus City property which can
no longer be used by the City. It is recommended that the City
Council adopt a resolution declaring six vehicles as surplus to
be used as trade-in for new vehicles.

Senior Citizens' Commission Composition
The City Council approved the expansion of the Senior Citizens'
Commission from five members to seven members requiring an amendment
of the Municipal Code. It is recommended that:

unfunded liability extension request. The presentation will
include information on any future annual costs and/or any increase
in retirement benefits. It is recommended that Council direct

extensions.

Cable Board Appointment
The Tripartite Agreement between Cencom Cable Television, Mt. San Antonio
College, and the City established a Cable Communications Cooperative
Board to oversee the operation of WCCT/Cable 56. There is currently
a vacancy which should be filled. It is recommended that the City Council
appoint Cathleen Rodman to serve on the Cable Communications Cooperative
Board for a term to expire January 1, 1993.
