AND JUDITH ANN PERKINS) e) Miscellaneous Transfer Drain #1312 The City of West Covina and the County of Los Angeles have an agreement regarding the transfers and maintenance of storm drains. The City is now ready to transfer a drain to Los Angeles County, in the vicinity of Virginia Avenue and Snyder Place. It is recommended that City Council adopt the following resolutions: RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, REQUESTING THE BOARD OF SUPERVISORS OF THE LOS ANGELES COUNTY FLOOD CONTROL DISTRICT OF THE STATE OF CALIFORNIA TO ACCEPT ON BEHALF OF SAID DISTRICT A TRANSFER AND CONVEYANCE OF STORM DRAIN IMPROVEMENTS KNOWN AS MISCELLANEOUS TRANSFER DRAIN (MTD) 1312 IN THE CITY OF WEST COVINA FOR FUTURE OPERATION, MAINTENANCE, REPAIR AND IMPROVEMENT, AND AUTHORIZE THE TRANSFER AND CONVEYANCE THEREOF. RESOLUTION NO. E) COMMUNITY SERVICES DIVISION 1) Office of Community Services Graffiti Removal Update This is a status report on the graffiti removal in the City of West Covina and the issues that were to be examined as directed by the City Council. It is recommended that City Council: a) Continue with the current use of the Boys' Club and City forces to remove graffiti. b) Request a report on the impacts of using "Employ America" to remove graffiti on City property. c) Direct staff to meet with the Chamber of Commerce to more clearly define the impacts of a special tax and report back to the City Council. d) Request a report on the criminal enforcement approach. e) Direct staff to prepare a volunteers program that encompasses work party, individual and "adopt -a -wall" approaches and submit it to the City Council for approval. f) Report on the cost for providing the "Graffiti Hotline" tablets for community groups and individuals. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, INITIATING ZONE CHANGE NO. 638 TO ACCOMPLISH THE PREZONING OF "COVINA HIGHLANDS" AND DIRECTING STAFF TO MEET WITH THE AFFECTED PROPERTY OWNERS. RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, INITIATING ZONE CHANGE NO. 639 TO ACCOMPLISH THE PREZONING OF THE "MEEKER/MILLER" AREA AND DIRECTING STAFF TO MEET WITH THE AFFECTED PROPERTY OWNERS. Recent court cases have found that maternity leave policies providing female employees leave options beyond disability periods may constitute discrimination against male employees. Motion by 2nd by to waive reading of the resolution and to adopt disapprove hold over Risk Management a) General and Auto Liability Administration Contract Renewal b) On July 1, 1991 the City's General and Auto Liability Administration Service Agreement with Colen and Lee expired. Colen and Lee has proposed an increase in the monthly service fee from $2,400.00 per month to $2,500.00 per month. It is recommended that the City Council execute the Service Renewal Agreement with Colen and Lee, establishing monthly fees of $2,500.00 and extending the effective date of the contract through June 30, 1992.
