Yauchzee, Director/City Engineer Public Works Department SUBJECT: AMAR ROAD AND AZUSA AVENUE STREET REHABILITATION AND MEDIAN LANDSCAPING COOPERATIVE PROJECT - INFORMATIONAL (PROJECT NO. SP-06101) . RECOMMENDATION: It is recommended that the City Council receive and file this report. DISCUSSION: Councilmember Roger Hernandez requested that this item be agendized for an update at the City Council meeting of January 17, 2006. On October 18, 2005, the City Council at its regular meeting approved a cooperative agreement with the County of Los Angeles for the project mentioned above. Following that meeting, staff provided an executed original agreement to the County for approval of its supervisors. The proposed cooperative project under this agreement includes the resurfacing and reconstructing of the deteriorated pavement on Azusa Avenue from Amar Road to Temple Avenue, which is jurisdictionally shared between the City of West Covina and the County of Los Angeles. The roadway improvements also include the reconstruction of curb, gutter, sidewalk, raised medians, the construction of wheelchair ramps, and bus pads. In conjunction with these improvements, the project will also involve landscaping, irrigation, and hardscape of raised medians on Azusa Avenue from Amar Road to Temple Avenue, and on Amar Road from Azusa Avenue to Brentwood Drive. The cooperative agreement also provides for the City to perform the preliminary engineering and administer the construction contract, and perform ongoing maintenance for the landscaping improvements on Amar Road (from Brentwood Drive to Azusa Avenue Phase I) and on Azusa Avenue (from Amar Road to Temple Avenue Phase II). It is required to divide the City landscaping project into two Phases due to the County work; Phase I consists of the median landscaping improvement on Amar Road from Azusa Avenue to Brentwood Avenue and Phase II consists of the median landscaping improvement on Azusa Avenue from Amar Road to Temple Avenue. (See Attachment No. 1.) At present, the County schedule for street improvement project is not available and since work on Phase II depends on the completion of the street work by the County, the scheduling of Phase II is not possible at this time. Staff will inform the City Council regarding the schedule of Phase II as soon as the City receives information from the County. Since Phase I does not require any work by the County, the work can be performed immediately. The schedule for Phase I is as follows: I. The cooperative agreement is scheduled for review and approval by the County of Los Angeles Board of Supervisors at their regular schedule meeting on February 7, 2006. 2. The City should receive the executed cooperative agreement by February 20, 2006 along with comments and or approval of plans and specifications for Phase I landscaping improvements. 3. Phase I landscaping improvement project should be advertised in March 2006. 4.
