Yauchzee, Director/City Engineer ITEM NO. D-3a Public Works Department DATE January 17, 2006 SUBJECT: AWARD OF BID FOR SENIOR CENTER PARKING LOT REPAIRS (PROJECT NO. BP-06306A) RECOMMENDATION: It is recommended that the City Council accept the bid of NPG Corporation in the amount of $29,126 as submitted at the bid opening on December 13, 2005, and authorize the Public Works Director/City Engineer and City Clerk to execute the contract. DISCUSSION: During the 2005-2006 Capital Improvement Program budgets, the City Council authorized that $40,000 of Proposition "C" funds be used for the repair and maintenance of the parking lot at the West Covina Senior Citizen's Center. This parking lot and the adjacent vehicle lanes that are used by city buses have deteriorated due to weather and heavy use. This project will include work to repave approximately 3,400 square feet of the existing 4" thick asphalt pavement located between the Senior Center's main driveways. That paving has been damaged by city buses and will be replaced with a thicker underlying base -course and new pavement. After completion of that repair work all asphalt pavement will be seal -coated and all traffic markings and parking stalls will be repainted. The anticipated start date for this project is February 1, 2006. The completion date for this project is March 4, 2006. This project was advertised in the McGraw Hill Company-FW Dodge publication and in the San Gabriel Valley Tribune on November 23 and 30, 2005. A mandatory job -walk was held at the project site on December 6, 2005, with six contractors present. On December 13, 2005, four bids were received and opened by the City Clerk. The lowest responsive bid was received from NPG Corporation of Perris, California. The following is a summary of the bids received. ALTERNATIVES: An alternative is to reject the bids received and re -advertise. Since favorable bids within budget were received, it is unlikely that seeking new bids would reduce costs any further. 0 Andrew G. Pasmant, City Manager and City Council Page 2 — January 11, 2006 FISCAL IMPACT: In June 2005, the City Council approved the 2005-2006 Capital Improvement Program that included funding for this project. It is recommended that this project be funded in the amount of $35,000 from Proposition "C" (122.83.8606.7900). In addition to the $29,126 for the construction contract, a sum of $5,874 is needed for contract administration, inspection, and contingencies for a total funding of $35,000 to perform this project.
