SUBJECT: AWARD OF BID FOR STREET REHABILITATION WORK FOR
RESIDENTIAL STREETS (PROJECT NO. SP-06109)
RECOMMENDATION:
It is recommended that the City Council take the following actions:
1. Award a contract to Sully -Miller Contracting Company in the amount of $1,430,887.50, and
authorize the Public Works Director/City Engineer and City Clerk to execute the contract for
residential street rehabilitation.
2. Appropriate $325,000 from North Azusa Avenue Relinquishment fund (215.41.4521) to Project
No. SP-06109 (215.81.8630.7200).
3. Appropriate $500,000 Community Development Block Grant (CDBG) fund and appropriate an
additional $160,000 from the unappropriated CDBG fund balance to Project No. SP-06109
(131.81.8630.7200).
DISCUSSION:
This project was approved by the City Council in Fiscal Year 2005-2006 Capital Improvement Program
budget. This project consist of grinding down (coldmilling) existing asphalt concrete pavement two
inches and providing asphalt concrete overlay, repair of damaged curbs, gutters, sidewalks, construction of
wheelchair ramps, adjustment of various manholes and new pavement messages, striping, and including
all incidental and appurtenant works. The project consists of seventy-three segments of various
residential streets (see Attachment No. 1) located within the CDBG area and other locations Citywide.
The total length of the project is about nine miles (area about 1,480,000 square feet).
Pursuant to the California Environmental Quality Act Guidelines Section 15302-Class 2, the aforesaid
improvements are of a minor nature and, therefore, the project is categorically exempt from the
requirements for Environmental Impact Report or Negative Declaration of Environmental Impact
Report.
A notice inviting bids for this project was advertised in the San Gabriel Valley Tribune on December 9
and December 16, 2005. In addition, the project was advertised in the Contractor's Green Sheet and
the Daily Construction Service. On January 5, 2006, a total of eight bids were received and checked
for errors, and all were determined to be valid. The following is a summary of the bids received:

The lowest responsive bid was $1,430,887.50 from Sully -Miller Contracting Company of Anaheim,
California. If awarded, the project construction will commence near the second week of February
2006, and will be completed in about eight weeks.

ALTERNATIVES:
Listed below are the alternatives for this project. -
1. To reject all bids received and re -advertise. Since a favorable bid was received, it is unlikely that
seeking new bids would reduce costs any further.
2. To reduce the scope of work by eliminating some segments from the proposed location of streets.
This alternative requires negotiation of a change or a re -bid. This will also increase the City's
backlog of street rehabilitation work, which is unnecessary as there is adequate funding for this
project.
FISCAL IMPACT:
These funds were approved as part of the 2005-2006 Capital Improvement Program budget by the City
Council in July 2005.
After the appropriation of funds as mentioned in the recommendation, the funds available for this
project (Project No. SP-06109) are as follows;
