Garvey Ave. for balloons on July 14 - 15, 1991 - 5 - 6) Acceptance of Improvements and/or Releases of Bonds a) PRECISE PLAN NO. 413 - MICHAEL LABERGE - PUBLIC WORKS IMPROVEMENTS Recommendation is to accept Public Works Improvements and authorize release of cash deposit in the amount of $5,000. b) PRECISE PLAN NO. 760-1 - WEST COVINA VILLAGE PUBLIC WORKS IMPROVEMENTS Recommendation is to accept Public Works Improvements and authorize release of Washington International Insurance Company Bond #5-100-4469 in the amount of $13,450. c) SP-91124 - AZUSA AVENUE REHABILITATION - EGN CONSTRUCTION COMPANY Recommendation is to accept rehabilitation improvements and authorize release of Ohio Casualty Insurance Company Bond No. 2310-628 in the amount of $42,617.00, subject to Notice of Completion procedure. d) CIVIC CENTER LANDSCAPE MAINTENANCE CONTRACT Recommendation is that City Council acknowledge substitution of Amwest Surety Insurance Bonds #1166196 and 1176687 with CBIC Bonding and Insurance Company Bonds #CA2924 and CA2925. 7) Miscellaneous Public Works a) LOT LINE ADJUSTMENT NO. 94 - JOHN H. AND CAROLINE L. MCKENZIE Mr. and Mrs. McKenzie have requested a Lot Line Adjustment combining their two lots into one lot. It is recommended that City Council adopt the following Resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING FINAL MAP OF PARCEL MAP NO. 22487 AND DIRECTING THE RECORDATION THEREOF b) CONTROL OF RODENTS IN GALSTER PARK AGREEMENT RENEWAL This agreement between the County of Los Angeles and the City of West Covina provides for continuing undesirable rodent control services at Galster Park. It is recommended that the City Council authorize the Mayor and the City Clerk to execute an Agreement with the Los Angeles County Agricultural Commissioner's Office to provide for continuing undesirable rodent control at Galster Park for a cost not to exceed $2,000.00. 8) Traffic Committee Minutes (Accept and file) Summaries from Traffic Committee Meeting held July 9, 1991. Items approved by the Traffic Committee are effective upon approval of the City Council unless an Ordinance or Resolution is needed for the action to be implemented. I The City initiated request for review of 1990 vehicular accidents was recommended for receiving and filing. II The request of Pastor Rick Bailey for installation of a directional sign at Holt Avenue and Temple Way was approved. III The request of Peter Sardienis for additional red curb for two bus stops in the vicinity of Rowland and Vincent was approved. 9) Ordinance for Adoption (Waive reading and adopt) On July 8, 1991 Council introduced an ordinance to repeal term limitations for City Commissioners, which is now before Council for adoption. ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, REPEALING SECTION 2-66 OF THE WEST COVINA MUNICIPAL CODE RELATING TO TERM LIMITATIONS FOR CITY COMMISSIONERS 10) City Treasurer's Report for the Month of June, 1991 Treasurer's Report of cash balances and investments (receive and file) 11) Award of Bids a) BID AWARD PROJECT MP91125 DATA AND VOICE MICROWAVE SYSTEM This recommends that the bid for City Project MP91125 for the procurement and installation of a 23 GHz microwave for use with the City's radio systems be awarded to the lowest responsible bidder. It is recommended that the City Council award the bid for City Project MP91125 for the purchase and installation of a 23 GHz digital and voice microwave system to Digital Microwave Corporation, Incorporated, Irvine, at a total cost not to exceed $193,411.36. b) CITY PROJECT MP-87148 AND MP-87152 Bids were advertised and solicited for the removal and installation of underground storage tanks and fueling facilities at the City Yard, City Hall and Fire Stations 4 & 5. It is recommended that the City Council accept the bid of Environmental Restoration, Inc. of Cerritos in the amount of $348,879.00 and authorize the Mayor and City Clerk to execute an agreement for the work to be done. 12) Administrative Review Board (Receive and file) Driveway Modification No. 70: Applicant: Joe Luis Vargas, Jr., 848 Shasta Street Request: Additional parking to permit access to RV parking in sideyard. ARB Decision: Approved 13) Miscellaneous a) ALTERNATE RETIREMENT PLAN FOR PART-TIME, SEASONAL AND In order to comply with new Federal legislation, the City of West Covina needs to adopt an alternate retirement plan for employees who are currently'not covered by a retirement system. It is recommended that the City Council authorize the Mayor and the City Manager to proceed with the execution of the amendment to the Agreement with Great Western Bank. It is further recommended that the City Council approve the City's Plan Document which details the alternate 457 (b) plan pursuant to IRS regulations issued in late June. - 7 - b) 1991-92 PETITIONS OF FORMAL RECOGNIT Official recognition by the City Manager and the City Council of three employee organizations is necessary for the purpose of official representation during contract negotiations for the period from July 22, 1991 through July 21, 1992. It is the recommendation of the Personnel Commission that the City Manager and City Council grant formal recognition to the West Covina General Employees' Association as majority representative of City Hall classified employees; the Service Employees International Union, AFL-CIO,. Local 347, as the majority representative of City maintenance employees; and, International Association of Firefighters, AFL-CIO, Local 3226, as the majority representative of non -management fire safety employees. Such representation to be effective from July 22, 1991 through July 21, 1992, pursuant to Municipal Code 2-218. c) ALTERNATE WORK SCHEDULE AGREEMENTS Three agreements between the City and the West Covina City General Employees' Association, West Covina Public Safety Dispatchers' Association, and West Covina Police Officers' Association have been entered into making existing alternate work schedules permanent or extending trial periods. It is recommended that the City Council receive and file the three agreements as submitted by the employee associations. d) FUNSTER SQUARE DANCE CLUB SANCTIONING Funster Square Dance Club is requesting sanctioning for use of City facilities. It is recommended that the City Council approve the sanctioning of the Funster Square Dance Club. The estimated cost of the project is $1,800,000. Recommendation is to approve the plans and specifications for City Project WP87126-II Amar Road Water Line - Phase II, and authorize the City Engineer to call for bids. Motion by 2nd by to approve disapprove hold over COM14JNITY SERVICES DIVISION 1) Office of Community Services a) b) HOUSEHOLD HAZARDOUS WASTE PROGRAM This is a report on household hazardous waste roundup programs conducted by other cities and an approach for a program for the residents of West Covina. Recommendation is to defer any final action on a household hazardous waste collection program for West Covina until after the approval of the State -required Household Hazardous Waste Element.
