1) CITY LIGHTING AND MAINTENANCE DISTRICT NO. 1991/92
On May 13, 1991, the City Council preliminarily approved the report
for West Covina Lighting and Maintenance District No. 1991/92. The
Council also declared its intention to levy and collect assessments
and set July 8, 1991 as the date for the required public hearing.
Staff is proposing to set the assessment rates for 91/92 at 8.50
more than the rates for 1990/91.

Section 2-151 of the West Covina Municipal Code requires the
City Manager to prepare and submit a proposed annual budget
to the City Council for approval. This report requests approval
of the 1991/93 Financial Plan and adoption of the 1991/92 Annual
Budget for the City of West Covina.

Recommendation:
The City of West Covina's 1991/93 Funancial Plan is presented
for approval and the 1991/92 Annual Budget is presented to the
City Council for adoption, together with any modifications the

that the City Council take the following actions:
i) Approve the 1991/93 Financial Plan, and
ii) Adopt the 1991/92 Annual Budget by the following resolution:

a) QUITCLAIM STREET VACATION - PRECISE .PLAN NO. 812 -
CHRISTOPHER STREET
The City of West Covina, as the fee owner of street area
vacated by the City Council at its June 24, 1991 meeting,
should now quitclaim.the vacated portion of the street to
the adjacent property owner requesting the vacation.
Recommendation is to adopt the following:

b) FRANCISQUITO DRAIN - QUITCLAIM OF EASEMENT - PARCEL NO.. 1A
Los Angeles County Flood Control District is constructing a
storm drain in Francisquito.-Avenue and requires a certain
City drainage easement right to be transferred to the County
for connection purposes. Recommendation is to adopt:
RESOLUTION NO. - A RESOLUTION OF THE CITY 'COUNCIL
OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE A GRANT OF EASEMENT IN'

c) SP 87115 - CORTEZ AVENUE IMPROVEMENTS CONSULTANT AGREEMENT -
ALBERT ODDI
It is proposed to retain Albert Oddi to assist in the
inspection of the Cortez Avenue Federal Aid Urban Street
Project. Recommendation is to authorize the Mayor and
City Clerk to execute an agreement with Albert Oddi for
construction inspection services in an amount not to
exceed $48,000.
6) ORDINANCE FOR ADOPTION (waive reading and adopt)
Council has introduced an ordinance amending the West Covina
Municipal Code allowing the fee for police response to false
alarms to be established by City Council resolution.

7) AWARD OF BIDS
a) PURCHASE OF ONE TRUCK MOUNTED HIGH VELOCITY SEWER CLEANER -
BID NO. 91-09
Bids were advertised and solicited for the purchase of one
(1) truck mounted high velocity sewer cleaner for the
Maintenance Department. Recommendation is to accept the
bid of Haaker Equipment Company, Pomona, in the amount of
$102,146.48, including tax.

7). b) GP 81306 - AWARD OF CONTRACT FOR PAINTING THE EXTERIOR OF
CITY HALL AND POLICE DEPARTMENT BUILDING
This is a project to repaint the City Hall and Police
Building as authorized in 1990/91 approved City budget.
Recommendation is to accept the bid of Astro Painting
Co. Inc, West Covina, in the amount of $27,600 as sub-
mitted at the bid.opening on Monday, June 24, 1991, and
authorize the Mayor and City Clerk to execute an agree-
ment for the work:to be done.
8) CONSTRUCTION ACTIVITY REPORTS (receive 6 file)
a) QUARTERLY CONSTRUCTION ACTIVITY REPORT - SECOND QUARTER 1991
This report provides the City Council with a summary of
major construction activity in the City for the quarter
ending June 30, 1991, as reflected by the Building Per-
mits issued.
b) QUARTERLY CAPITAL IMPROVEMENTS PROJECT REPORT
This report describes current status of active Capital
Improvement Projects.
9) MISCELLANEOUS
a) SURPLUS PROPERTY
Council periodically declares as surplus City property
which can no longer be used.by.the City. Recommendation
is to adopt the following:

CITY PROPERTY AS SURPLUS
b) VETERANS' MEMORIAL COMMITTEE UPDATE
At the request of the City Council, staff has been meeting
with veteran and business representatives to continue work
on a veterans' memorial in West Covina. Recommendation is
to receive and file the report.
c) STREET VENDORS
In response to a citizen's complaint, City Council asked if
an ordinance was needed to control the activities of street
vendors. The Municipal Code does address street vendors
with regulations governing licensing, health restrictions
and enforcement which has been found adequate in controlling
such activities. Recommendation is to receive and file
the report.
10) WASTE MANAGEMENT ACTIVITIES REPORT
This is a report on the waste management activities for the City
of West Covina. Recommendation is to receive and file the report.

Plans and.specifications have been completed for PP 91203
which provides for the replacement of the walkway security
lighting at Cortez Park. Recommendation is to take the
following actions:
a) Approve the plans and specifications for PP 91203, and
authorize -the City Engineer to call for bids; and
b) Authorize the transfer of $14,000 from PP 90126
(Account No. 110-320-3029-7700) to PP 91203-(Account
No. 110-320-3124-7700).

2) DETERMINATION OF DISTRIBUTION OF SPECIAL DISTRICT AUGMENTATION FUNDS
The City has previously determined that the annual Special District
Augmentation Funds of approximately $50,000 would be applied to
Maintenance District No. 1. Staff.proposes a new determination
applying these funds to the Sewer Maintenance District beginning
with the 1990/91 fiscal year. Recommendation is to approve the
application of Special District Augmentation Funds to the Sewer
Maintenance District beginning with the 90/91 fiscal year and con-
tinuing until changed by the City Council.

3) COMPARISON OF COMPENSATION AND CHARGES BETWEEN THE MUNICIPAL
WATER DISTRICTS SERVING THE CITY OF WEST COVINA - INFORMATIONAL
The City Council requested financial information about the Upper
San Gabriel Valley Metropolitan Water District and the Three
Valleys Municipal Water District. Recommendation is to receive

1) RECONSIDERATION OF ASSESSMENTS FOR MAINTENANCE DISTRICT NO. 7
Mayor Jennings has requested that Council discuss agendizing
for reconsideration the setting of assessments in West Covina
Maintenance District No. 7. Recommendation:
a) Mayor Jennings is recommending that Council reconsider
the levy of assessments for Maintenance District No. 7
at the next regular meeting of the City Council. However,
reconsideration is a matter of Council policy.
b) Should Council desire not to.reconsider this matter, staff
recommends that in order'to maintain the integrity of the
district, Council levy assessments for 1991/92.at a rate
of $1.20 for undeveloped lots and $3.00 for developed lots.

1) TREE PRESERVATION ORDINANCE AND THE CALIFORNIA BLACK WALNUT
In response to Councilmember Herfert's inquiry, the following
serves to highlight the chronology and development of the Tree
Preservation Ordinance and the reason for the deletion of the
California Black Walnut from the Significant Tree List. If it
is the Council's desire to reinstate the California Black Walnut
tree to the Tree Preservation Ordinance, staff recommends that
the City Council direct staff to -proceed with the necessary
code amendment and adopt a resolution entitled:
