On May 13, 1991, the City Council approved the report for West
Covina Landscaping Maintenance District No. 6 (1991/92). The
Council also declared its intention to levy and collect assess-
ments within the district and set June 24, 1991 as the date for
the required public hearing to levy and collect assessments.
Staff is proposing to collect special assessments in the amount
of $115,176 for 1991/92.

6) Traffic Committee Minutes of June 11, 1991 (accept and file)
Items approved by the Traffic Committee are effective upon
approval of the City Council unless an ordinance or resolution
is needed for the action to be implemented.
I The request of Corey Warshaw for removal of parking restrictions
along the south side of Holt between Oak Knoll and Grand Avenue
resulted in a recommendation that restrictions be removed from
Grand Avenue to a point 450 feet westerly.
II The City initiated request for review of conditions on Woodgate
Drive in the vicinity of Greenborough Place resulted in a
recommendation that several warning signs be installed; a
section of red curb be installed; Fire Lane signs be posted;
and modification of striping and removal of the stop sign on
Greenborough Place at Woodgate Drive take place as the result
of the construction of a knuckle and cul-de-sac at this location.
III The request of Larry Martin for approval of Fire Lane installation
• plans for the Chili's and TGI Friday Resaurants was approved.
IV The request of Linda Godown for. installation of a flashing
yellow beacon.advanced warning signs with pavement messages
and rumble strips on the southbound approach to the inter-
section of Azusa and the shopping center drive approaches
located 500 feet north of Amar Road resulted in a recommen-
dation that signal ahead signs and pavement messages be
installed for the southbound approach to the intersection.
7) Miscellaneous Public Works
a) Standard Specifications for Public Works Construction -
1991 Edition - Ordinance Introduction and Setting Public Hearing
The 1991 edition of the Standard Specifications for Public
Works Construction has recently been released. This ordinance
is being introduced to update the City's Code Section 19-1
and also to.set the public hearing date for July 22, 1991.
Recommendation is to introduce the following ordinance;
• AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, ADOPTING THE 1991 EDITION OF THE STANDARD
SPECIFICATION FOR PUBLIC WORK CONSTRUCTION BY REPEALING AND
ADOPTING SECTION 19-1 OF THE WEST COVINA MUNICIPAL CODE
and set July 22, 1991 as the date for public hearing concerning
the adoption of standard specifications.

b) Street Vacation - Precise Plan No. 812 — Christopher Street
The property owner at 837 Christopher Street has requested
the vacation of excess right-of-way to facilitate development
of their property. Recommendation is to adopt the following:

c) Proposition 111 - Level of Effort'.
Additional Local Discretionary Funds
Due to a recent change in the components of computing the
Proposition 111 Level of Effort, it is necessary to fund
an additional $30,000 in street maintenance from Construction
Tax in place of presently budgeted Gas Tax. Recommendation
is to authorize the exchange of $30,000 in Construction Tax
• for $30,000 in Gas Tax within the present Street Maintenance
budget.
d) Park Properties Annual Landscape Contract Renewal
This contract provides for the landscape maintenance of city
parks.which include Woodgrove, Shadow Oak, Gingrich, and
Friendship Parks, respectively, in addition to landscaping
north of Valley Boulevard at Morganfield Avenue. Recommen-
dation is to grant renewal of Aztecs Landscape Maintenance
Company's contract for the coming twelve month period at a
4.8% increase.
e) Revision to Schedule of Fees
The last revision in the Engineering Department schedule of
fees was on October 1, 1988. The City Council is requested
to amend the schedule to reflect current costs. Recommendation
is to adopt:

a) Purchase of 200 Tree Grates - Bid No. 91-08
Bids were solicited for the purchase of tree grates. Upon
reviewing the bids received, it is proposed to award the bid
to the lowest bidder. Recommendation is to award Bid No.
91-08 for the purchase of 200 tree grates from Alhambra
Foundry in the amount of $29,000 plus tax.
b) SP 87115 - Cortez. Street Improvements
Thirteen bids were opened on'June 17, 1991 for this project
which consists of widening and reconstruction of.an asphalt
pavement including the storm drain system. The lowest
responsible bid is $1,144,539.70 from Random Construction
Company of Santa Fe Springs. Recommendation is to transfer
funds from various accounts and unappropriated balances to
SP 87115 Cortez Street Improvement Project as outlined in
the staff report and accept the. bid of Random Construction
Company in the amount of $1,144,539.70 and authorize the
• Mayor and City Clerk to.execute the contract, subject to
the concurrence of the State of California Department of
.Transportation.

a) A2proval of Class Specification for Assistant City Manager
The City Manager.is requesting that the Assistant to the City
Manager position be reclassified to Assistant City Manager in
order to recognize the increased level of responsibility and
authority that has been assumed by the incumbent. Recom-
mendation is to adopt the following resolution and an amend-
ment to the classification plan accordingly:

b) Appropriations Limits for Fiscal Years 1990/91 and 1991/92
Article XIIIB of the California Constitution imposes an
appropriations limit on units of State and local government.
The 1990/91 limit adopted June 25, 1990, has been recomputed
and this report requests adoption of the recomputed 1990/91
limit as well as adoption of the 1991/92 appropriations limit
for'the City of West Covina. Recommendation is to adopt:

• c) Ambulance Contracts
West Covina has contracted for ambulance service since before
1981. Over the past few years the City of West Covina has
received considerable correspondence concerning countywide
emergency transportation. This correspondence is a result
of a court case, City of Lomita, et al. vs County of Los Angeles.
Staff is now prepared to recommend formal action by the City
Council to memorialize our existing agreements in light of
these legal changes. Recommendation is to approve the agreement
with Los Angeles County and authorize the Mayor and City Clerk
to execute the agreement.
d) Amendment to Alarm Systems Ordinance
This report recommends that the specific fee charged for police
response to false burglar alarm activations be deleted from the
Alarm Systems Ordinance and instead be delineated by City Council
resolution. Recommendation is to introduce the following ordinance
amending Ordinance No. 1438:

An average 10.5 percent increase in water rate is needed
effective July 1, 1991 to pay the cost of wholesale water
rate increases by the Metropolitan Water District, Upper
San Gabriel Valley Water District, an electrical rate increase
by the Southern California Edison Co. and a portion of debt
service for the construction of major water transmission lines.
Recommendation is to adopt the following:

This project consists of the installation of interconnect
conduit and cable on various streets and controller replace-
ment at Amar/600'.east of Azusa and at Amar/Nogales. The
estimated cost of this project is $119,000. Recommendation
is to take the following actions:

b) Approve plans and specifications for TS 91126 and
authorize the City Engineer to call for and
c) Approve the waiver of competitive bidding procedures
and authorzie the purchase of two traffic signal con-
trollers from Multisonics in the amount of $8,431.60

Imperial Savings Association was taken over by the Resolution
Trust Corporation while still having some outstanding obligations
on their development of five tracts. An agreement has been
negotiated resolving these obligations. Recommendation is to
authorize the Mayor and City Clerk to execute an agreement
with Imperial Savings Association and the Resolution Trust
Corporation.

COUNTY OF LOS ANGELES DIAL -A -RIDE AGREEMENT

The City Council previously approved the continuation of Dial -A -
Ride service for elderly and handicapped residents of West Covina
and Baldwin Park. Service to Los Angeles County elderly and
handicapped requires execution of an annual service agreement.
Recommendation is to authorize the Mayor and City Clerk to execute
the annual Westpark elderly and handicapped Dial -A -Ride service
agreement with Los Angeles County.

The Omnibus Budget Reconciliation Act of 1990 mandates Social
