Amendment No. 241 proposes to define a more clear and objective
set of minimum landscape standards, which also considers drought

On May 13, 1991, the City Council approved the report for West
Covina Landscaping Maintenance District No. 4. The Council also
declared its intention to levy and collect assessments within
the district and set June 10, 1991 as the date for the required
public hearing. The Council should now hold the required hearing
to determine the amount of assessment to levy and collect within
the district.

3) CITYWIDE SEWER STANDBY AND AVAILABILITY CHARGES, CLEAN WATER ACT
AND STREET SWEEPING PROGRAM FUNDING 1991/92 METHOD OF COLLECTION
The City Council is requested to establish the 1991/92 Sewer Standby
and Availability Charges including Clean Water Act and Street
Sweeping Program Funding and to conduct a public hearing authorizing
the collection of these charges through the County general tax bill.
The Council should now hold the required hearing.

On April 16, 1991 a claim for personal injuries amounting to

SP 91118 - Woodgate Drive Closure - Inland Asphalt & Coatines
Location: Woodgate Drive
Recommendation is to accept Woodgate Drive closure improve-
ments and authorize release of Indemnity Company of California
Bond No. 206149P in the amount of $24,419.25 subject to Notice
of Completion procedure.
7) MISCELLANEOUS PUBLIC WORKS
a) Urban Forestry Grant Application
Based on the positive experience with the current Urban
Forestation Grant, the City of West Covina is applying for
additional grant funds under the California Wildlife Coastal
and Park Land Conservation Bond Act of 1988. Recommendation
is to adopt:
RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE
APPLICATION FOR GRANT FUNDS FOR THE URBAN FORESTRY GRANT
PROGRAM UNDER THE CALIFORNIA WILDLIFE, COASTAL AND PARK
LAND CONSERVATION BOND ACT OF 1988 FOR THE FOLLOWING
PROJECT: TREE PURCHASE - $20,800.00
b) Clean Up Week 1991 (receive and file)
The City of West Covina's Clean Up Week 1991 took place May
6-10, 1991. Maintenance Crews collected 276 tons of rubbish
and hauled 212 loads to the landfill over the five day week.
The total cost of Clean Up Week was $56,345, including labor,
materials and equipment costs.
8) ORDINANCE FOR ADOPTION (waive reading and adopt)
Council has introduced an ordinance which establishes fees and
charges for Planning Department Services by City Council reso-
lution. The ordinance is before Council for adoption.
ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL
CODE, CHAPTER 26 (ZONING) TO ALLOW FEES AND CHARGES FOR PLANNING
DEPARTMENT SERVICES TO BE ESTABLISHED BY CITY COUNCIL RESOLUTION
(Amendment No. 243)
9) AWARD OF BIDS
a) SL 91123 - CORTEZ STREET LIGHTING
Four bids were opened on June 3, 1991 for this project which
consists of the installation of street lighting electroliers
with underground conduits in conjunction with City Project
SP 87115, Cortez Street Improvements. Recommendation is to
accept the bid of National Electrical Contractors, Inc. in
the amount of $14,788.00 as submitted at the bid opening on
June 3, 1991 and authorize the Mayor and City Clerk to
execute a contract with National Electrical Contractors, Inc.

9) b) CUSTODIAL SERVICES AT CITY,HALL, POLICE DEPARTMENT AND
COMMUNICATIONS BUILDING
Four bids were received and opened on May 31, 1991 for
custodial services at City Hall, Police building and the
Communications building. The lowest responsible bid was.
from D.H. Maintenance Services, City of Industry, in the
amount of $5,400 per month. Recommendation is to authorize
the Mayor and City Clerk to execute an agreement with D.H.
Maintenance Services in the amount of $64,800 per year for
custodial service, labor and material for the West Covina
Civic Center buildings per bid submitted May 31, 1991.
c) PURCHASE OF RESCUE TRUCK UTILITY BOXES (2) - BID NO. 91-07
Bids were solicited for the purchase of two fire rescue
truck vehicle bodies. Upon.reviewing the bids received,
it is proposed to award the bid to the lowest bidder.
Recommendation is to award the bid for the purchase of two
rescue vehicle truck bodies to Pacific Truck Equipment
Company, Anaheim, in the amount of $22,213.20, including tax.
10) ADMINISTRATIVE REVIEW BOARD. (receive and file)

Applicant: South Hills Homes Partnership
Location: Lots 193, 194, 195 & 196.of Tract 32324
2802, 2805, 2807 & 2809 Majestic Street.
Request: Encroachment into the minimum required front
yard setback in the R-1, Area District V,
Hillside Overlay Zone.
Decision: Approved, with a condition.

Informational report on the waste management activities
undertaken by the City of West Covina.

The City Council will consider implementing a uniform
contribution to the employees' monthly flexible benefit
amount based on agreement reached through the Meet and

At the May 20, 1991 City Council budget review meeting,
Council members requested that the Police Department prepare
a report updating its involvement with the WeTip organization.
c) TELEVISING WASTE MANAGEMENT.AND ENVIRONMENTAL QUALITY
COMMISSION MEETING
In January, the City Council set a policy of televising
selected Commission meetings of significant public interest
and directed that City Commissions and staff alert it to
meetings which might warrant coverage. Recommendation is
to approve televised coverage of the June 20, 1991 quarterly
joint meeting of the Waste Management and Environmental
Quality Commission with the BKK Interagency Steering
Committee.

These are the proposed ordinances to discourage, prevent,
and allow prosecution of scavengers of curbside recyclables
and trash in the City of West Covina. Recommendation is to
introduce the ordinances to prohibit scavenging activity in
West Covina, and to give the City enforcement authority under
the West Covina Municipal Code.

REGULATIONS AND APPLICATION FOR BANNERS IN THE PUBLIC RIGHT-OF-WAY
The report discusses alternative regulations and filing requirements
necessary to implement Amendment No. 236 which allows banners to
be suspended over the public right-of-way. One alternative
allows the applicant to prepare and install banners, while the
second places the preparation and installation requirements with
the City on behalf of the applicant. Recommendation is to
approve permit procedures and filing requirements for the
display of banners as described in Alternative Two.

G) PUBLIC SAFETY DIVISION
1) POLICE DEPARTMENT
POLICE ALTERNATE WORK WEEK UPDATE
On October 25, 1990, the City Council entered into an agreement
with the West Covina Police Officer's Association to institute
the 3/12 modified work week schedule for Patrol Officers. The
Letter of Agreement authorized a trial. implementation period of
the 3/12 schedule which expires on June 30, 1991. Council re-
quested a staff report at the conclusion of the trail period
and recommendations on continuance of the 3/12 schedule. Recom-
mendation is to authorize the Personnel Department to meet and
confer with the West Covina Police Officer's Association and
the West Covina General Employee's Association in order to reach
agreement on making permanent the modified work week schedules
currently in use in the Police Department.
