THAT NO PARKING ON STREET SWEEPING DAYS BE
IMPLEMENTED ON BROMLEY AVENUE FROM PACIFIC AVENUE
TO WILLOW AVENUE.
FINDINGS:
In response to a request to prohibit parking to facilitate street sweeping on
Bromley Avenue, a survey of the twelve affected properties was conducted. Eight
(67%) of the properties are in favor of prohibiting parking on the first and third
Tuesday of each month from 7:00 a.m. to 3:30 p.m., two of the properties are not
in favor, and two of the properties did not reply to the survey.
Bromley Avenue is a residential street, 32 feet in width. The prohibition of
parking for street sweeping is used throughout the City where more than fifty
percent of the affected properties expressed a desire for the prohibition and where
traffic and/or safety would not be adversely affected. There would be no adverse
affects at this location.
TRAFFIC COMMITTEE RECOMMENDATION:
THAT NO PARKING ON STREET SWEEPING DAYS BE
IMPLEMENTED ON BROMLEY AVENUE FROM PACIFIC AVENUE
TO WILLOW AVENUE.

THAT THE TRAFFIC CONDITIONS ON HOLLENCREST DRIVE FROM
CASA GRANDE DRIVE TO HIGHSPIRE DRIVE BE REVIEWED.
FINDINGS:
This item was held over due to the resident, Mr. Carman, was not contacted
regarding this issue being brought before the Traffic Committee for review.
The Traffic Committee has reviewed Hollencrest Drive traffic conditions on two
separate occasions in 2002 and recommended installation of a multi -way stop at
the intersection of Hollencrest Drive and Casa Linda Drive. At the time of the
initial study, the critical approach speed (851h percentile speed) was 33 miles per
hour. Staff conducted speed studies to determine the current conditions and found
that the critical approach speed has not changed. Presently, the posted speed limit
on Hollencrest Drive is 25 miles per hour.
The intersection of Hollencrest Drive and Casa Linda Drive is aligned as a "T" type
configuration and is uncontrolled. Both streets are designated residential streets.
The profile shows that this intersection is at the cusp of a vertical curve with the
grades of approximately minus six percent on the north and ten percent on the
south. In addition, there is a 160-foot radius horizontal curve on Hollencrest
Drive at the intersection. With a multi -way stop at this location, a red flashing
beacon could be installed that the intersection to provide the northbound vehicles
more notice of the multi -way stop if future conditions warrant it. A solar powered
flashing beacon is not feasible at this location due to the proximity of trees. The
cost to install the conventional powered flashing beacon would range from
$15,000 to $20,000, costs include flashing beacon equipment, pole, electrical
meter and cabinet, and installation of conduit. There will also be an annual utility
cost of about $300.
There are no reported collisions at this intersection between January 2003 and
October 30, 2004. Also the resident reported a late -night collision in which the
driver left the scene. Staff suspected alcohol might have been a factor for the
cause of the collision.
TRAFFIC COMMITTEE RECOMMENDATION:
THAT THE TRAFFIC COMMITTEE CONTINUES TO MONITOR
HOLLENCREST DRIVE, FOR ANY CHANGES THAT MAY REQUIRE
IMMEDIATE ACTION.
