SUBJECT: AWARD OF BID FOR SAFETY NETTING AT TWO PARKS
(PROJECT NO. YP-05603-R1)
RECOMMENDATION:
It is recommended that the City Council accept the bid of GL Gayler Construction, Inc. in the
amount of $47,675 submitted at the bid opening on December 28, 2004, and authorize the Public
Works Director/City Engineer and City Clerk to execute the contract.
DISCUSSION:
This project provides for the installation of newsafety netting at Cortez Park (using wooden
poles only), and the replacement of old netting at Orangewood Park as approved by the City
Council as part of the 2004-2005 Capital Improvement Program.
The existing ballfield configurations at several parks allow foul balls to fly out of the playing
areas and into the areas that are used by the general public. To prevent these balls from causing
physical harm to park visitors, the City has erected physical barriers between those ballfield areas
most subject to this condition and those areas frequented by the general public. One such
example occurred at Orangewood Park ballfield. The problem at Orangewood Park was solved
by the installation of a 40-foot tall mesh netting at its first and third baseline zones. This solution
has also been successfully used at the Palmview and Sunset Field Parks, and at the Willowood
School soccer field. This work will be coordinated so as not to interfere with league activities.
In February 2001, and in October 2002, West Covina American Little League (American)
requested foul ball netting at Cortez Park. In both years that this funding was approved and the
project advertised and bid, American has supported using metal poles at Cortez Park.
Recognizing the still present need for safety netting at Cortez Park, this project has again been
funded as part of the 2004-2005 Capital Improvement Program budget process.
To minimize design and administrative costs, the work to be done at Cortez Park has been
combined with the project that will replace Orangewood Park's deteriorated safety netting at the
Mustang field with new netting fabric. A summary of each netting project is as follows:
• Cortez Park East Ballfield and .West Ballfield
Provide and install 40-foot tall -used wood poles adjacent to the chain link fencing at the first
base and third base sides of the fields. Provide and install all required heavy-duty support
hardware, cable, and approximately 300 lineal feet (total for both fields) of new nylon mesh
netting. Finished net height will be 30 feet above the existing grade.
• Orangewood Park Ballfield
Provide and install new safety netting fabric at the first and third sides of the ballfield
(replace existing); reuse existing support cables and all existing heavy-duty support hardware.
Finished net height is to match existing. The Orangewood Soccer Committee has concurred
that this safety repair should be completed.
Each bid included a project add/alternate that uses metal poles instead of wooden poles. The cost
to do this would be an additional $8,000 for a.total project cost of $68,000. Funds are available
in the project account to cover these costs. It will also take approximately seven days longer for
the installation.

This project was advertised in the McGraw Hill Company-FW Dodge publication and in the San
Gabriel Valley Tribune on December 8 and December 15, 2004. A mandatory job -walk was held
at the project site on December 16, 2004, with three contractors present. On December 28,
2004, three bids were received and opened by the City Clerk. The lowest responsive bid received
was from GL Gayler Construction Company, Inc. The following is a summary of the bids
received:
ALTERNATIVES:
1. An alternative is to reject the bids received and re -advertise. Since a favorable bid was
received, it is unlikely that seeking new bids would reduce costs any further.
2. A second alternative is to install the new netting at Cortez Park using metal poles (this option
requires additional funds in the amount of $8,000).
3. A third alternative is not to perform this project. ✓
FISCAL IMPACT:
In June 2004, the City Council approved the 2004-2005 Capital Improvement Program that
included $87,000 from Park Dedication Fee `E" for this project's work. In addition to $47,675
for the construction contract, a sum of $12,325 is needed for contract administration, inspection,
and contingencies for a total funding of $60,000 to complete this project.
