SUBJECT: AWARD OF BID FOR ADA IMPROVEMENTS AT ELEVEN CITY PARKS
(PROJECT NO. PP-03203)
RECOMMENDATION:
It is recommended that the City Council accept the bid of All American Painting in the amount of
$59,885 submitted at the bid opening on December 28, 2004, and authorize the Public Works
Director/City Engineer and City Clerk to execute the contract.
DISCUSSION:
During the 2003-2004 and 2004-2005 Capital Improvement Program budgets, the City Council
appropriated funding for each City park for such items as picnic tables, benches, shelters, lighting,
signage, and other improvements. Ongoing maintenance obligations and compliance with the
Americans with Disabilities Act (ADA) require that the facilities at these parks be improved to
provide safe and attractive park facilities for their neighborhoods. Staff has surveyed all facilities at
these parks and identified general park items that need improvement (see attachment for a listing of
those improvements).
This project was advertised in the McGraw Hill Company-FW Dodge publication and in the San
Gabriel Valley Tribune on December 8 and December 15, 2004. A mandatory job -walk was held
at the project site on December 16, 2004, with five contractors present. On December 28, 2004,
one bid was received and opened by the City Clerk. That responsive bid was received from All
American Painting of Upland, California, in the amount of $59,885.
ALTERNATIVES:
An alternative is to reject the bid received and re -advertise. Since a favorable bid within budget
was received, it is unlikely that seeking new bids would reduce costs any further.
FISCAL IMPACT:
In June 2004, the City Council approved the 2004-2005 Capital Improvement Program that
included funding for this project. Funding for this project is recommended as follows:

In addition to the $59,885 for the construction contract, a sum of $15,115 is needed for contract
administration, inspection, and contingencies for a total funding of $75,000 to complete this
project.
