Yauchzee, Director/City Engineer ITEM NO. G " Public Works Department DATE January 4, 2005 SUBJECT: AWARD OF BID FOR PARKS IRRIGATION IMPROVEMENTS (PROJECT NO. PP-05204) RECOMMENDATION: It is recommended that the City Council accept the bid of Sunrise Landscape Company, Inc. in the amount of $520,000 submitted at the bid opening on December 14, 2004, and authorize the Public Works Director/City Engineer and City Clerk to execute the contract. This recommendation is also to authorize the separate purchase of required irrigation control equipment from Ewing Irrigation Company of El Monte, California in the amount of $54,664. DISCUSSION: During the 2004-2005 Capital -Improvement Program Budget, the City Council appropriated funding for irrigation system improvements to be made at various City parks (see Attachment No. 1 for a list of those improvements). These improvements are anticipated to modernize the irrigation and to provide a water consumption reduction at these parks. The project installation timeline at each park will be coordinated with Community Services Department to minimize interference with the scheduled recreation activities. This project was advertised in the McGraw Hill" Company-FW Dodge publication and in the San Gabriel Valley Tribune November 16, 2004 and on November 23, 2004. A mandatory job -walk was held on- November 24, 2004, with fifteen contractors present. On December 14, 2004, three bids were received and opened by the City Clerk. The lowest responsive bid was received from Sunrise Landscape Company, Inc., of Santa Fe Springs, California. The following is a summary of the construction bids received: No. Contractor . Irwindale $1,039,461 The installation of new smart -technology irrigation control equipment, which will allow staff to reallocate their maintenance time now spent on existing manually operated controls and equipment, to other park areas, will also be part of this project. The control equipment needed to upgrade six City parks has been partially purchased using funds from the Federal Bureau of Reclamation Grant. This equipment purchase was presented and approved by City Council as a separate action item on October 21, 2003. It is a recommendation of this report that the balance of irrigation controllers and flow metering equipment needed to perform all of the equipment upgrades that are to be done under this project (at all ten parks) be provided by Ewing Irrigation of El Monte, who has submitted the lowest cost quotation for this purchase in the amount of $54,664. Since a favorable bid was received, it is unlikely that seeking new bids would reduce costs any further. FISCAL IMPACT: In June 2004, the City Council approved the 2004-2005 Capital Improvement Program that provided for parks rehabilitation work. This project will use $653,000 of the $780,000 available funding. The remaining $127,000 will be used at a later date to perform other needed parks improvements such as painting, picnic tables, benches, lighting and signage.
