THAT TRAFFIC CONDITIONS ON MORRIS AVENUE FROM PACIFIC LANE
TO PUENTE AVENUE BE REVIEWED.
FINDINGS:
_ At the October 19, 2004 Traffic Committee meeting, Mr. Esqueda requested that the City
review the traffic conditions along Morris Avenue between Pacific Lane and' Puente
Avenue, more specifically the high vehicle speeds..
In November 2002, the Traffic Committee reviewed the conditions on Morris Avenue
and recommended installation of a multi -way stop at the intersection with Swanee Lane
and speed limit signs. At the time of the initial study, the critical approach speed (85th
percentile speed) was 36 miles per hour. Staff conducted speed studies to determine the
current conditions and found that the critical approach speed has not changed. The prima
facie speed limit is 25 mph. The table below shows the results from the study.

There were no reported accidents at this intersection between January 1, 2004 and
November 30, 2004.
A stop sign warrant evaluation form for the intersection of Morris Avenue and Thelbom
Avenue is attached and shows that none of the warrants for a multi -way stops are'met. In
accordance with the State Standards, stop signs should not be used for speed control, but
can be installed at an intersection where a combination of high speeds and restricted sight
distance exists. The safe stopping sight distance at this intersection is not restricted
With excessive vehicle speeds being the residents main concern, the installation of
pavement striping could help reduce the vehicle speeds. This technique consists of the
installation of painted centerline and right edge striping giving the driver the perception
of a narrower roadway. The narrower roadway may influence the drivers to reduce their
vehicle speed.
Another alternative is the installation of speed humps. Speed humps require that a
portion of the roadway be raised, creating a rocking motion to the drivers that increases
with speed. This enables the speed humps to be self -enforcing because the drivers will
experience discomfort when passing over a hump at higher speeds and jolting when

passing at excessive speeds. The speed hump would be parabolic in shape, constructed
the width of the roadway, 12 feet long and 2-3/4 inches in height. Morris Avenue is
eligible to have speed humps installed based on the speed hump policy established by the
City Council on October 21, 2003. However, the residents would need to circulate a
petition and obtain 75% of the property owners are in concurrence with the request for
speed humps. -
TRAFFIC COMMITTEE RECOMMENDATION:
THAT THE ITEM BE HELD OVER AT THE REQUEST OF THE RESIDENTS
UNTIL SUCH TIME AS A PETITION FOR INSTALLATION OF SPEED
HUMPS IS SUBMITTED.

THAT U-TURNS BE PROHIBITED TO EASTBOUND VEHICLES ON AMAR
ROAD AT MAGDALENA DRIVE.
FINDINGS:
Amar Road is under'the joint jurisdiction of the cities of West Covina -and Walnut with
the City boundary being the centerline of the street. Amar Road is a major arterial street
with 90 feet between exterior curbs with a median and two traffic lanes in each direction.
Magdalena Drive is a residential street that enters Amar Road from the north and forms a
"T" type intersection with Amar Road. Since the City of Walnut has jurisdiction over the
southerly portion of this intersection,. any alteration of the traffic controls at this
intersection requires the concurrence of City, of Walnut.
The U-turn movements for eastbound vehicles on Amar Road at Magdalena Drive
increases the potential for a collision as a southbound vehicles attempt_ to make a left -turn
onto Amar Road. Therefore, prohibiting the U-turn movements at the intersections will
promote a safer traffic flow on Amax Road.
TRAFFIC COMMITTEE RECOMMENDATION:
THAT EASTBOUND VEHICLES BE PROHIBITED FROM MAKING U-TURNS
ON AMAR ROAD AT MAGDALENA DRIVE.
THAT THE TRAFFIC COMMITTEE FINDINGS BE FORWARDED TO THE
CITY OF WALNUT FOR THEIR CONCURRENCE.
THAT THE CONSTRUCTION OF AN ACCELERATION LANE ON AMAR
ROAD AT MAGDALENA DRIVE BE ADDED TO THE CIP BUDGET, ' IF
FEASIBLE.
