On April 1, 1991 a.claim for property damage amounting
to $2,793.00 was received by the City Clerk's Office.
b) Southern California Rapid Transit District vs City of West Covina
On April 24, 1991 a claim for indemnification was received
by the City Clerk's Office. .
5) Traffic Committee Minutes of May 14, 1991. (accept and file)
Items approved by the Traffic Committee are effective upon
approval of the City Council unless an ordinance or resolution
is needed for the action to be implemented.
I The City initiated request for review of possible locations
of installation of service club signs was recommended for
review and comment.
II The request of Deborah A. Langolf for installation of an
adult crossing guard was approved for the beginning of
school year in September.

reading "Stop Graffiti" was approved for sixty-one locations
throughout the City.
6) Ordinance for Adoption (waive reading and adopt)
At the May 13, 1991 City Council meeting, Council introduced
an ordinance regarding.speed limits on Orange Avenue. The
ordinance is now before the Council for adoption.

Revision of the Personnel Rules and Amendment of Resolution 6482
This report presents a resolution to the City Council that
serves to amend Resolution No. 6482 as it relates to Manage-
ment Benefits, and to review Personnel Rule IX - Section 9.20,
Overtime. Recommendation is to adopt the following:

PUBLIC WORKS DIVISION
1) SERVICE CLUB SIGN INSTALLATIONS
In accordance with City Council direction at its regular
meeting of February 11, 1991, staff has completed a study
regarding the installation of service club signs within
the public right-of-way. If Council is desirous of installing
service club signs within the public :right-of-way, it is
recommended that the following action be taken:
a) provide staff direction regarding the type of installation
and preferred locations;
b) direct staff to prepare a cost analysis for the preferred
alternative and contact the recognized service clubs and
organizations within the City to determine their level of
interest and willingness to participate in the cost of
service club sign installation and maintenance.

SPHERE OF INFLUENCE STUDY

The City of West Covina is requesting that the Local Agency
Formation Commission (LAFCO) designate the County area south
of the San Bernardino Freeway, east of Grand Avenue, and up
to and including Forest Lawn, be designated as in the City
of West Covina's Sphere of Influence. It is recommended
that the City Council request LAFCO to designate this area
as being in the City of West Covina's Sphere of Influence.

Amendment No. 243 represents the first step of a two -tiered
process aimed at establishing a new fee structure into one
comprehensive City Council resolution. Recommendation is

AMBULANCE CONTRACTS

West Covina has contracted for ambulance service since before
1981. Over the past few years the City of West Covina has
received considerable correspondence concerning countywide
emergency transportation. This correspondence is a result
of a court case, City of Lomita, et al. vs. County of Los
Angeles. Staff is now prepared to recommend formal action
by the City Council to memorialize our existing agreements
in light of these legal changes. Recommendation is to approve
the agreements and authorize the City Manager to execute them.

CITY MANAGER
1) RECLASSIFICATION OF THE "ASSISTANT TO THE CITY MANAGER"
POSITION TO "ASSISTANT CITY MANAGER"
With the arrival of Mr. Starbird as City Manager, most of
the interim organizational appointments have been terminated,
and staff have returned to normal duties. At this point, the
City Manager proposes to make oneorganizational change relating
to the position of Assistant to the City Manager. If the City
Council concurs, recommendation would be to approve the concept
of the permanent reclassification of the "Assistant City Manager"
to that of "Assistant City Manager" subject to approval of the
job description and compensation range by the Personnel Commission.
