The proposed cost is $22.88 per unit -per -year. Seven bids were opened on May 2, 1991 for this project which consists of removal and replacement ofdistressed asphaltic pavement, with concrete pavement.,on Azusa Avenue. Recommen- dation is to accept the bid.of E.G.N. Construction, Pomona, in the amount of $42,617.00 as submitted at the bid opening on Thursday, May 2, 1991 and authorize the Mayor and City Clerk to execute an agreement with E.G.N. Recommendation is to enter into a contract with Marshall and Stevens, Inc. for fixed asset inventory and appraisal services in an amount not to exceed $19,500. CITY COUNCIL AGENDA 5/13/91 Page 9 J) CITY MANAGER 1) BUDGET REVIEW PROCESS Based upon comments from Councilmembers about the traditional budget review process,, staff is proposing a process which may be considered to more effectively respond to Council concerns. Recommendation is to discuss the proposed budget process, and provide additional direction as appropriate. It is also recommended that the first budget review workshop be scheduled for May 20 at 11:00 am, and that this meeting be adjourned to that date and time. ACTION: Motion by 2nd by to approve disapprove hold over 2) RINCON TOWN MEETING FOLLOW-UP STATUS REPORT On Match 18, 1991, Council held a town meeting at Rincon Inter- mediate School to receive citizen comments on the issue of gangs and related problems. This report provides the status of staff's efforts to follow-up on specific issues and to coordinate a community summit on gang related problems as expressed by residents at that meeting. Recommendation is to appoint one or two members to attend the Community Summit on gangs as official representatives on behalf of the Council.
