a) CITYWIDE SEWER STANDBY AND AVAILABILITY CHARGES - 91/92 -
METHOD OF COLLECTION
The public hearing that is required to be held by the
City Council on the collection method for the Citywide
Sewer Standby and Availability Charges for FY 91/92 is
proposed for June 10, 1991. The proposed cost is $22.88
per unit -per -year. Recommendation is to adopt the
following resolution:

SP 91124 - AZUSA AVENUE
Location:Azusa Avenue betw_een_Fairgrove and 300 feet south of
Amar Road.
Seven bids were opened on May 2, 1991 for this project which
consists of removal and replacement ofdistressed asphaltic
pavement, with concrete pavement.,on Azusa Avenue. Recommen-
dation is to accept the bid.of E.G.N. Construction, Pomona,
in the amount of $42,617.00 as submitted at the bid opening
on Thursday, May 2, 1991 and authorize the Mayor and City Clerk
to execute an agreement with E.G.N. Construction.

Nine consultants have submitted proposals for the design
of the park trails system at Galster Park. Staff proposes
selection of the Keith French Group for this work. Recom-
mendation is to accept the proposal of the Keith French
Group in an amount not to exceed $50,000 and authorize the
Mayor and City Clerk to exeucte an agreement with the company.

DRIVE -THROUGH FACILITIES (AMENDMENT NO. 238)
The report summarizes several items not previously discussed
at the time Amendment #238 was introduced. Based upon this
new information, the City Council may wish to reconsider their
previous action or refer this item back'to the Planning Com-
mission, Staff recommends that the City:Council reconsider
its action regarding drive -through uses in the NC zone by referring the entire matter back to the Planning Commission
with instructions to examine additional performance standards

c) FIXED ASSET INVENTORY AND APPRAISAL CONTRACT
Every six years the City requires a new detailed inventory
and appraisal of all its fixed assets including land buildings,
automobiles, equipment, furniture and tools. The final report
is .used for audit and insurance purposes. Recommendation is
to enter into a contract with Marshall and Stevens, Inc. for
fixed asset inventory and appraisal services in an amount
not to exceed $19,500.

1) BUDGET REVIEW PROCESS
Based upon comments from Councilmembers about the traditional
budget review process,, staff is proposing a process which may
be considered to more effectively respond to Council concerns.
Recommendation is to discuss the proposed budget process, and
provide additional direction as appropriate. It is also
recommended that the first budget review workshop be scheduled
for May 20 at 11:00 am, and that this meeting be adjourned to
that date and time.

2) RINCON TOWN MEETING FOLLOW-UP STATUS REPORT
On Match 18, 1991, Council held a town meeting at Rincon Inter-
mediate School to receive citizen comments on the issue of
gangs and related problems. This report provides the status of
staff's efforts to follow-up on specific issues and to coordinate
a community summit on gang related problems as expressed by
residents at that meeting. Recommendation is to appoint one or
two members to attend the Community Summit on gangs as official
representatives on behalf of the Council.

3) POTENTIAL ABANDONMENT OF HIGHWAY 39
The City has received a request from the Automobile Club of
Southern California to oppose the potential abandonment of
a section.of Highway 39 located 8� miles north of Azusa.

Mayor Pro Tem Herfert has requested Council discussion on the
establishment of a City policy which will allow a resident to
reserve a specific area of a'City park. Should Council desire
to have a policy developed for the reservation of parks, it is
recommended that this item be referred to the Human Services
Commission.
