Bids were solicited for the purchase of two rescue vehicles.
'It is proposed to award the bid to the lowest responsive bidder.
Recommendation is to award Bid No. 91-05 for the purchase of
two (2) rescue vehicles to Team Chevrolet in the amount of
$37,621.20.
9) --WASTE MANAGEMENT ACTIVITIES REPORT (receive and file)
This is a report on the waste management activities for
the City of West Covina.

1) WP 87126 - AMAR ROAD WATERLINE CONSULTANT AGREEMENT -
ASL CONSULTANTS, INC.
Due to specialized inspection of steel waterlines for
this project, staff is recommending that the City enter
into an agreement with ASL Consultants, Inc. for this
specialized inspection. Recommendation is to authorize
the Mayor :and City Clerk to execute an agreement with
ASL Consultants, Inc.,, for inspection services in an
amount of $16,500.

2) SP 91124 - APPROVE PLANS AND SPECIFICATIONS - AZUSA AVENUE
STREET REHABILITATION WORK
This project consists of removal of distressed asphaltic
pavement due to heavy truck traffic and replacement with
.concrete pavement to improve conditions and extend the
life of the street. Recommendation is to take the following
actions:
a) establish City Project SP 91124;
b) appropriate $62,000 from Proposition Ill Funds to
SP 91124 (124-320-3134-7200); and
c) approve plans and specifications for SP 91124 and'
authorize the City Engineer to call for bids.

1) FINANCE DEPARTMENT
a) PURCHASE OF ONE (1).ONE-TON TRUCK
The Finance Department requests City Council's approval
to purchase a one -ton truck for the Maintenance Dept.
Recommendation is to take the following actions:
i) find .that it would be uneconomical to comply with
the formal bid procedures specified in Section
2-333 of the West Covina Municipal Code and, there-
fore, waive formal bid procedures; and
ii) authorize the purchase of a one -ton truck from Reynolds
Buick/GMC in the amount of $13,352.22.

1) REFORMING OF THE COMMISSIONER SEATS ON THE MAIN SAN GABRIEL
VALLEY WATER QUALITY AUTHORITY
The City of West Covina has received a request from the City
of Arcadia to support the reforming of the Commissioner Seats
on the Main San Gabriel Valley Water Quality Authority to in=
clude two City representatives. It is recommended that the City
of West Covina support the reforming of the Commissioner Seats
.on the Main San Gabriel Valley Water Quality Authority as pro-
posed by the City of Arcadia to allow for city representatives.

4) LEGISLATION
Council is requested to take action in support of several pieces
of legislation which will extend deadlines imposed by AB 939,
provide financial assistance to military reservists in the Middle
East and eliminate certain exemptions in the State sales and use

On December 31, 1990 the City's'Workers' Compensation Admin-
istration Service Agreement with Colen and Lee expired. Colen
and Lee has proposed the monthly service fee of $4,833 to con-
tinue through June 30, 1991,.increasing July 1, 1991 to a
monthly fee of $5,218.. Recommendation is to authorize the
execution of the Service Renewal Agreement with Colen and Lee,
establishing monthly fees of $4;833 through June 30, 1991,
increasing July 1, 1991 to $5,218 and extending the effective
date of.the contract through June 30, 1992.

6) APPROPRIATION OF FUNDS FROM UNAPPROPRIATED SELF-INSURANCE RESERVE
Fund 360, Uninsured Losses, has an approved budget•af $60,000 for
FY 1990/91. Due to a greater than usual number of uninsured losses
during the first half of this fiscal year, Risk Management is
requesting an additional appropriation of $40,000 from
unappropriated self-insurance reserves to provide uninsured
loss coverage for the remainder of this fiscal year. Recom-
mendation is to approve an appropriation of $40,000 from
unappropriated self-insurance reserves to fund Uninsured Losses
for the remainder of FY 90/91.

This report and the accompanying resolution serve as the
initiating vehicle for a possible code amendment relating
to the Temporary Use Permit provisions for automobile
dealership promotional events and window signage requirements
