Due to specialized inspection of steel waterlines for this project, staff is recommending that the City enter into an agreement with ASL Consultants, Inc. for this specialized inspection. Recommendation is to authorize the Mayor :and City Clerk to execute an agreement with ASL Consultants, Inc.,, for inspection services in an amount of $16,500. Recommendation is to take the following actions: a) establish City Project SP 91124; b) appropriate $62,000 from Proposition Ill Funds to SP 91124 (124-320-3134-7200); and c) approve plans and specifications for SP 91124 and' authorize the City Engineer to call for bids. Recommendation is to take the following actions: i) find .that it would be uneconomical to comply with the formal bid procedures specified in Section 2-333 of the West Covina Municipal Code and, there- fore, waive formal bid procedures; and ii) authorize the purchase of a one -ton truck from Reynolds Buick/GMC in the amount of $13,352.22. Reconvene the City Council at mim CITY COUNCIL AGENDA 4/8/91 Pg. 7 J) CITY MANAGER 1) REFORMING OF THE COMMISSIONER SEATS ON THE MAIN SAN GABRIEL VALLEY WATER QUALITY AUTHORITY The City of West Covina has received a request from the City of Arcadia to support the reforming of the Commissioner Seats on the Main San Gabriel Valley Water Quality Authority to in= clude two City representatives. It is recommended that the City of West Covina support the reforming of the Commissioner Seats .on the Main San Gabriel Valley Water Quality Authority as pro- posed by the City of Arcadia to allow for city representatives. ACTION: Motion by 2nd by to approve 2) GRAFFITI REMOVAL disapprove Ihold over Council has requested information on graffiti removal programs in the City and on the possibility of establishing a reward program to encourage citizens to report those responsible for graffiti. Colen and Lee has proposed the monthly service fee of $4,833 to con- tinue through June 30, 1991,.increasing July 1, 1991 to a monthly fee of $5,218.. Recommendation is to authorize the execution of the Service Renewal Agreement with Colen and Lee, establishing monthly fees of $4;833 through June 30, 1991, increasing July 1, 1991 to $5,218 and extending the effective date of.the contract through June 30, 1992. Due to a greater than usual number of uninsured losses during the first half of this fiscal year, Risk Management is requesting an additional appropriation of $40,000 from unappropriated self-insurance reserves to provide uninsured loss coverage for the remainder of this fiscal year.
