REQUEST:

THAT PARKING ADJACENT TO THE FRONT ENTRANCE TO THE
APARTMENT COMPLEX BE LIMITED TO ONE HOUR BE IMPLEMENTED.
FINDINGS:
In response to a written request to limit parking adjacent to the front entrance of Sunset
Plaza Apartments, 1234 West Cameron Avenue, to accommodate prospective clients, the
City reviewed the existing conditions. The parking will be limited to one hour from 9:00
a.m. to 5:00 p.m. The restricted parking area will accommodate three vehicles.
At present, Section 22-176 of the West Covina Municipal Code does authorize the Traffic
Committee to establish "Time Limited Parking" when satisfactory evidence is presented.
The requirements of this section include the installation of signs restricting parking of
vehicles to a period of time and the painting of the existing curb green.
TRAFFIC COMMITTEE RECOMMENDATION:
THAT PARKING AT THE FRONT ENTRANCE TO THE APARTMENT
COMPLEX AT 1234 WEST CAMERON AVENUE BE LIMITED TO ONE HOUR
FROM 9:00 A.M. TO 5:00 P.M. BE IMPLEMENTED TO ACCOMMODATE
THREE VEHICLES.

II. REQUEST:

THAT THE EXISTING THREE HOUR PERMIT ONLY PARKING BE
AMENDED TO ALLOW OVERNIGHT PARKING WITH PERMIT.
FINDINGS:
On July 6, 1999, the West Covina .City Council approved the installation of permit
parking adjacent to the Courtyard of South Hills complex at 130 South Barranca Street.
This allowed for guests or visitors to park on that section of Barranca Street for up to
three hours. The restriction was implemented to discourage residents of the apartment
complex on the west side of Barranca Street from monopolizing the limited number of
available parking space adjacent to 130 South Barranca Street on the east side.
The Home Owners Association is now requesting to amend the existing restrictions to
allow for overnight parking with permits to accommodate guests that choose to visit
overnight. There are two visitor or guest parking available in the complex.
TRAFFIC COMMITTEE RECOMMENDATION:
THAT THE EXISTING THREE HOUR PERMIT ONLY PARKING AT 130
SOUTH BARRANCA STREET BE AMENDED TO ALLOW OVERNIGHT

THAT U-TURNS BE PROHIBITED ON SOUTHBOUND CITRUS STREET AT
HILLSIDE DRIVE.
FINDINGS: o
Citrus Street and Hillside Drive form a "T" type of intersection controlled by stop signs
at all directions. Citrus Street is 40 feet wide curb to curb and is designated as a collector
street. Hillside Drive is 40 feet wide between curbs and is designated as a residential
collector street. The 40 feet width on both streets provides two travel lanes and two
parking Panes. Parking on both streets is not prohibited.
A review of the accident history for the intersection, show no reported accidents from
January 2001 to December 2003.
The Traffic committee on July 17, 2001, based on restricted sight distance of eastbound
vehicles, approved the all -way stop at the intersection. With the installation of the all -
way stop, vehicles can maneuver through the intersection safer because the approaching
vehicles would be slowing down, preparing to stop. When a southbound vehicle is
making a U-turn, the vehicle would need to swing onto the parking lane, as if making a
right turn, through the intersection and completing the turning movement onto the
opposite parking lane. If vehicles were parked along either side of Citrus Street, the U-
turn movement would be more difficult to complete.
Section 22-151 of the West Covina Municipal Code gives the Traffic Committee the
authority to prohibit right turns, left turns, and U-turns at any intersection whenever it has
been determined that such turning movements cause traffic congestion or traffic hazard.
Section 22103 of the California Vehicle Code states "No person shall make a U-turn
when any other vehicle is approaching from either direction within 200 feet, except at an
intersection when approaching vehicle is controlled by official traffic control device."
It has been determined that making a U-turn at the controlled intersection of Hillside
Drive and Citrus street would not cause traffic congestion nor pose a hazard. If the U-
turns are prohibited at the intersection, drivers would tend make U-turns at other location
that would be un-protected and potentially hazardous.
TRAFFIC COMMITTEE RECOMMENDATION:
THAT U-TURNS ON SOUTHBOUND CITRUS STREET AT HILLSIDE DRIVE
NOT BE RESTRICTED.
