THAT A MULTI -WAY STOP SIGN BE INSTALLED AT THE INTERSECTION
OF CALIFORNIA AVENUE AND BAINBRIDGE AVENUE.
FINDINGS:
California Avenue and Bainbridge Avenue form a "T" intersection with both streets
being 40 feet width and having sidewalks on both sides of the street. The 40 feet width
on both streets provide for two 12 feet travel lanes and two 8 feet parking lanes.
California Avenue is designated as a collector street and Bainbridge Avenue is designated
as residential. The intersection is controlled by a stop sign on Bainbridge Avenue and is
adjacent to California Elementary School, which is on the "Safe Route to School."'
Recent spot speed surveys of vehicles traveling along California Avenue indicate that the
critical approach speed (857percentile speed) is 40 mph. The posted speed limit is 35
mph.

FINDINGS:
This is a signalized intersection of two minor arterial streets. Cameron Avenue has 60
feet of pavement curb to curb. There are two 11-foot wide approach lanes and one 8-foot
wide parking lane on both the east and westbound approaches of Cameron Avenue at
Hollenbeck Avenue. Hollenbeck Avenue has 60 feet of pavement curb to curb. There
are two 11-foot wide approach lanes and one 8-foot wide parking'lane on both the north
and southbound approaches of Hollenbeck Avenue at Cameron Avenue. There are no
left turn lanes on any of the approaches to this intersection.
The average daily traffic volume on Cameron Avenue is 10,817 vehicles per day, and on
Hollenbeck Avenue it is 10,718 vehicles per day.
The posted speed limit on .Cameron Avenue is 45 mph with the 85-percentile speed
measured at 49 mph. On Hollenbeck Avenue, the posted speed limit is 40 mph and the
85-percentile speed is measured. at 42 mph.
Attached are collision diagrams illustrating the reported traffic collisions at this
intersection from January 2000 to December 2002. The collision diagrams show a
pattern of nine east/west left turn type collisions and three north/south left turn type
collisions. Six left turn type collision occurred during the recent twelve-month period
beginning on January 2002.
The installation of left turn lanes can be a particularly effective accident reduction
measure at signalized intersections that have a relatively high frequency of left turn type
collisions. Providing left turn lanes generally improves a drivers view of traffic and can
reduce delay, rear -end collisions, left turn collisions, congestion, and increase intersection
capacity.
The installation of left turn lanes normally requires an additional ten feet of road width.
There are two methods to acquire the needed road width to accommodate the left turn
lane. One method is to prohibit parking and stopping usually denoted by painting red
curb. The other, though much more costly, would be to reconstruct the street to a total of
'66 feet curb to curb.
Staff has proposed to re -stripe both Cameron Avenue and Hollenbeck Avenue to
accommodate the left turn lane. The re -striping consists of shifting all lanes including
proposed left turn lane northerly along Cameron Avenue and westerly along Hollenbeck
Avenue to minimize the impact on adjacent residences.
The residences along the north side of Cameron Avenue and the west side of Hollenbeck
Avenue were notified of the proposed re -striping. The notice included a self-addressed
postcard so that the resident can comment on the proposed re -striping. Two responses
were received, one was in favor and the other was opposed.
Attached are drawing of the existing and proposed re -striping of Cameron Avenue and
Hollenbeck Avenue. The estimated cost for the re -striping is about $15,000 to be funded
from an existing Capital Improvement Program project (SP-97101 — 126-320-3728-
7200).

DISCUSSION:
The resident of 2135 East Cameron Avenue was not in favor of the installation of the left
turn lanes because it would eliminate the off street parking. The Traffic Committee
explained to the resident that the decision to install the left turn lanes was based on
accident history. The accident history shows that there is a definite pattern of left turn
accidents, and by installing the left turn lanes it would provide the driver better visibility
of the on coming traffic. Also, the Traffic Committee requested that staff review the
proposed striping and explore if the off street parking adjacent to 2135 East Cameron
Avenue could be restored. Staff found that the off street parking adjacent to 2135 East
Cameron Avenue can be restored by adding additional striping.
TRAFFIC COMMITTEE RECOMMENDATION:
THAT. LEFT TURN LANES BE INSTALLED ON CAMERON AVENUE AT
HOLLENBECK AVENUE.
THAT LEFT TURN LANES BE INSTALLED ON HOLLENBECK AVENUE AT

ADJACENT TO THE EXISTING SCHOOL MID -BLOCK CROSSWALK ON
MERCED AVENUE EAST OF ORANGE AVENUE.
FINDINGS:
Merced Avenue has 60 feet of pavement curb to curb. There are two 11-foot wide
approach lanes and one 8-foot wide parking lane on both the east and westbound
approaches of Merced Avenue. The average daily traffic volume on Merced Avenue is
13,600 vehicles per day. The posted speed limit on Merced Avenue is 40 mph with the
85-percentile speed measured at 39 mph. There is a school, Edgewood Middle School,
on the south side of Merced Avenue and a park, Orangewood Park, on the north side.
Orangewood Park is a multi -use park that provides a variety of activities and is used
heavily. There is a parking lot within the park area and an overflow parking lot, which
was expanded by the City, located across Merced Avenue at Edgewood Middle School.
There is a school mid -block crosswalk on Merced Avenue approximately 740 feet east of
Orange Avenue. This crosswalk is not only utilized by the students, but by the park
users. With the moderate vehicle speeds and volumes, there is a concern for the
pedestrian safety at the mid -block crosswalk. Staff is proposing to enhance the mid -
block crosswalk by installing a median island (pedestrian refuge island) on either side of
the crosswalk.
A pedestrian refuge islands is a raised island placed in the center of the street at
intersections. and mid -block locations to help protect pedestrians from vehicles. Such
islands simplify pedestrian crossing decisions. The refuge island allows pedestrians to be
concerned with only one direction of traffic at a time. For example, a pedestrian can
cross to the refuge island and wait for an adequate gap in traffic before crossing the
second half of the street.
TRAFFIC COMMITTEE RECOMMENDATION:
THAT CONCRETE MEDIAN, ISLANDS AND ADDITIONAL SIGNAGE BE
INSTALLED ADJACENT TO THE EXISTING SCHOOL MID -BLOCK
CROSSWALK ON MERCED AVENUE EAST OF ORANGE AVENUE WITH
APPURTENANT SIGNAGE.
