RECOMMENDATION:
It is recommend that the City Council take the following actions:
1 Introduce e following ordinance:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, ADOPTING THE 2003 EDITION OF THE
STANDARD SPECIFICATIONS FOR PUBLIC WORKS
CONSTRUCTION BY REPEALING AND ADOPTING SECTION 19-1
OF THE WEST COVINA MUNICIPAL CODE
2. Set February 21, 2003 as the date for a Public Hearing concerning adoption of the Standard
Specifications for Public Works Construction, 2003 Edition.
DISCUSSION:
The Standard Specifications for Public Works Construction, popularly known as the
"Greenbook", was originally published in 1967. The 2003 Edition is the 13t, edition of this book
that is updated and republished every three years. The City of West Covina, like most cities in
Southern California, has utilized these specifications by reference within all its Public Works
contracts since the first edition in 1967.
A 25-member committee, comprised of various organizations, carries on the function to study
and update the provisions of these specifications to reflect the constantly changing technology
and advanced thinking of the construction industry. Further, this committee convenes monthly to
consider new changes which have been researched and approved by the committee during the
preceding year, and published in pamphlet form as amendments to the current edition.
The units of measurement used in the 2003 "Greenbook" are in both metric and English units.
Stripes in the margin of each new edition point out significant changes in the text adopted since
the preceding edition. There are over one hundred minor and major changes in the 2003 edition;
for example - (a) the word Guarantee in Section 2-4, "Contract Document", has been changed to
Guaranty, minor change, and (b) the entire Section 203-6, "Asphalt Concrete", has been revised,
major change.
The Standard Specifications for Public Works Construction are updated every three years and it
is necessary to re -adopt them for the City to use the current version. The specifications are
extremely helpful to staff in implementing good professional practice for Public Works projects.
Since the recommended action is the adoption of a code by reference within the Municipal Code,
it is necessary to conduct a Public Hearing prior to final adoption. The City Attorney has
reviewed and approved the ordinance as to form.
ALTERNATIVES:
The City can prepare its own Standard Specifications. This option is unduly cumbersome and
could involve significant field work and information gathering along with the substantial funding
to support these activities.
