Hilario Sanchez and Maria Sanchez, Guardian ad litem for Minor vs
City of West Covina: On October 19,.1990 a claim for personal
injuries amounting to $150,000 was received by the City Clerk's
Office.

a) Street Sweeping Parking Restrictions - Designation of Certain
Streets for Street Sweeping and -Parking Restrictions
Location: portion of Cameron Avenue and Citrus Street.
According to the California Vehicle Code, cities may, by
ordinance or resolution, restrict parking on certain streets
or portions thereof for street sweeping purposes. Recom-
mendation is to adopt the following:

to Overnight Parking Restrictions in Limited Areas

ordinance or resolution, restrict parking on certain streets,
or portions thereof, between the hours of 2 am and 6 am.

d) Landscape Contract Renewal.- Los Angeles County/West Covina
Civic Center
Location: West Covina Civic Center.
This contract provides for the maintenance of landscaping,
handscape and sprinkler systems of the Los Angeles County/
West Covina Civic Center. Recommendation.is to grant
renewal to Creative Landscaping, Inc. for contract ser-
vices for the coming twelvemonth period at a 6% increase.
6) ORDINANCES FOR ADOPTION (waive reading and adopt)
Council will consider the adoption of three ordinances. The first
ordinance authorizes the levy of a special tax within Community
Facilities District No. 91-1, the second ordinance regulates pri-
vate security guards uniform, and the third addresses the issue
of open alcoholic beverage containers in public places.

CURBSIDE RECYCLING CONTAINER BIDS
This is the purchase of the containers to be used in Phase I of
the City's curbside recycling program, and subsequent citywide
cubside recycling program. Recommendation is to award Bid No.
91-04 in the amount of $221,880 for curbside recycling containers
to the lowest responsible bidder, A-1 Products Corporation.

1) WATER RATE UPDATE - WEST COVINA WATER DEPARTMENT
Due to the Emergency Water Conservation plans, a rate increase by
Metropolitan Water District (MWD), a rate increase by Southern
California Edison Company, and the construction of water projects
to provide secondary means of water supply, an updating of the
water rate tables is needed. Recommendation is to approve the
water rate adjustments in two steps for the West Covina Water
Department by adopting the following resolution:

The utilities in The Plaza area are totally underground, with
the exception of electrical transmission mains. Staff pro-

1b) RECYCLING SERVICES PROPOSALS
This is a report on the West Covina Disposal Recycling Services
Proposals that were reviewed by.the Waste Management and
Environmental. Quality Commission on February 21, 1991.
Recommendation of the Waste Management 6 Environmental Quality
Commission is to:
a) Approve the implementation of West Covina Disposal's
proposals IV, V, and VI for yard waste; apartment and
multifamily development recycling; and,commercial and
business recycling services as proposed.
b) Support a centralized buy-back and/or drop-off recycling
center that would provide the West Covina residents
with more local comprehensive service, possibly on a
regional approach.
c) Approve West Covina Disposal's proposal to provide
technical assistance to nonprofit organizations.

2) HUMAN SERVICES DEPARTMENT
a) SHUTTLE CONTRACT
At the request of the City Council, proposals for the
operation of the West Covina Shuttle service were solicited
from private transit operators. Staff has reviewed the
proposals and is recommending an award. Recommendation
is to:
i) Authorize the.Mayor to execute a three-year agreement
with Community Transit Services for the operation of
the Shuttle Route A service in accord with their
proposal dated February 8, 1991.
ii) Authorize the Human Services Director to submit a
Project Description to the Los Angeles County Trans-
portation Commission for the Shuttle service.
iii)Approve amendment of thecurrent contract with Com-
munity Transit Services to extend the service from
April 1, 1991 to June 30, 1991 at the current rate.

of $880,000 plus tax and 10% contingency funds from the City's
Drug Enforcement Rebate account to account 117-320-2135-6124 and
authorize staff to issue Requests.for Proposals for the hardware
and software needed to COMPLETE Phase IV of the Police Computer
Automation Plan. Recommendation is to:
a) Authorize the transfer of $880,000 plus tax and 10%
contingency from Drug Enforcement Rebate funds to
the C.I.P. Mobile Computer Terminal Project.
b) Authorize staff to solicit proposals from qualified
system vendors to initiate and complete Phase IV of

WEED ABATEMENT 1991
This request provides for the lawful and safe removal of
dangerous and/or noxious weeds.and trash from vacant improved

a) Approve the Weed Abatement Roll for the calendar year
1991, and adopt the following resolution for the 1991
Weed Abatement Program.
b) Set March 25, 1991 as the date for hearing of any
objections or protests to said program:
