COMMUNITY FACILITIES DISTRICT
1) On February 26, the City Council concluded a public hearing and election
on the formation of Community Facilities District 91-1 (South Hills) and
adopted resolutions pertaining thereto. A resolution confirming the adop-
tion of. a Negative Declaration is before the City Council for adoption.
Recommendation is to adopt the following resolution:
RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA ADOPTING A NEGATIVE DECLARATION FOR THE ESTABLISHMENT OF
COMMUNITY FACILITIES DISTRICT NO. 91-1 OF THE CITY OF WEST COVINA (SOUTH
HILLS) AND AUTHORIZING ITS ISSUANCE OF BONDS.

SAFETY RAILING CONSTRUCTION
The construction of a safety hand railing is required in the City's own
open space area for public safety and welfare. The total estimated project
cost is $15,000. Recommendation is to take the following actions:
a) Establish City Project No. PP 91205.
b) Appropriate $15,000 from the Maintenance District No. 6 Contingency
Fund to PP 91205 (186-320-3133-7400).
c) Approve plans and specifications for PP 91205 and authorize the City
Engineer to call for bids.

2) CITY PROJECT SL 91123 - APPROVE PLANS AND SPECIFICATIONS -
CORTEZ STREET LIGHTING
Cortez Street will be reconstructed as part of City Project
No. SP 87115 - Cortez Street Improvements. City Project SL 91123
consists of the installation of street lighting electroliers.with
underground conduits and will be under construction concurrently
with SP 87115. Recommendation is to take the following actions:
a) Establish City Project No. SL 91123.
b) Authorize the transfer of $30,000 from SL 90116 (188-320-
3019-7200) to SL 91123 (188-320-3132-7200).
c) Approve plans and specifications for SL 91123 and authorize
the City Engineer to call for bids.

1) OFFICE OF COMMUNITY SERVICES
CITY OFFICE PAPER RECYCLING PROJECT
This is -a report on the implementation of the City's office
paper recycling program for the City facilities. Recommendation
is toapprove the agreements with Allan Paper Company and West
Covina Disposal and authorize the Mayor and City Clerk to execute.

The City Council has requested an evaluation and recommendations
concerning the Summer Concerts. Recommendation is to appropriate
funding of $59,000 out of the unappropriated excess Business
Improvement Tax Reserves for eight 1991 Summer Concerts.

a) REVISED GUIDELINES AND PROCEDURES FOR IMPLEMENTING THE
CALIFORNIA QUALITY ACT (CEQA) RESOLUTION
The proposed CEQA Resolution updates the City's current
environmental guidelines in accordance with recent changes
to the Fish and Game Code. Recommendation is to approve
the revised guidelines by adopting a resolution entitled:

b) CENTRAL BUSINESS DISTRICT STREETSCAPE PLAN
West Covina's Central Business District lacks a sense of
identity and image. The preparation and implementation of
a streetscape plan in conjunction with private projects
such as The Plaza expansion could create a new and exciting
downtown for West Covina. Recommendation is to direct
staff to commence preparation of a Central Business
District Streetscape Plan. Furthermore, staff also
recommends that the draft streetscape plan be trans-
mitted to the Planning Commission for review and
recommendation to the City Council.

This report proposes the adoption of a new class specification
for Building Permit Clerk and of the reclassification of the

c) POLICE BUILDING COMPUTER WIRING UPGRADE
The City Council has approved the purchase of a new
computer system from Hewlett-Packard to replace the
Police Department's obsolete system. As part of that
upgrade, the Council approved $50,000 from Drug Enforcement
Rebate monies to be used for upgrading peripheral
equipment to the main computer system. Recommendation
is to execute the Sales Agreement contract with Com-Aid
and authorize the expenditure of Drug Enforcement Rebate
monies, not to exceed $16,000 for the installation of
new computer wiring in the Police building.

1) LEGISLATIVE PLATFORM. FOR THE 1991/92 LEGISLATIVE SESSION
This report proposes a legislative platform for the 1991/92
legislative session to provide Council direction to staff in
responding in a timely manner to the large number of legislative
issues which have potential impacts on the City of West Covina.
Recommendation is to adopt a legislative platform for the
1991/92 legislative session.

2) FUNDING FOR CHAMBER BUSINESS AND CIVIC DIRECTORY
The City Council has received a request from the Chamber of
Commerce to provide additional funding to cover the printing
and citywide distribution'of the 1991 Business and Civic
Directories. Recommendation is to:
a) Appropriate $27,000 from unappropriated Business Improvement
Tax funds for use by the Chamber of Commerce to print an
additional.30,000 1991 Business and Civic Directories, and
b) Consider the additional appropriation from unappropriated
Business Improvements Tax funds of $7,575 for use by the
Chamber to mail 1991 Business and Civic Directories to
all city residences.

The City has received a request from the Automobile Club of
Southern California to oppose the potential abandonment of a
section of Highway 39 located 8 'kj miles north of Azusa. This
is a matter of Council policy and staff makes no recommendation.

1) COMMUNITY COORDINATING COUNCIL ON GANGS
Council has requested information on the concept of forming a
community wide coordinating council to address the growing level
of gang activity in West Covina. Recommendation is to direct
staff to set up a_ summit meeting on gangs with community
leaders.

0) FIVE YEAR STRATEGIC PLAN/BUDGET PARAMETERS STUDY SESSION
The City Council has requested staff to prepare a five year strategic
plan to assist in the budgetary decision making process. Time permitting,

at 7:30 pm.
