I The request of Ms. Gloria Sullivan for parking restriction on Garvey Avenue South and Holt Avenue between Barranca and Grand Avenue resulted :in a recommendatiou.that parking be restricted along the southside of Holt between Oak Knoll Drive and Grand Avenue. II The request from Concerns of Police Survivors for the installation of a commemorative sign at the intersection of Wrede Way and Cortez Street was approved. III The City initiated request for parking restrictions along the nouthside of West Covina Parkway beginning at 360 feet west of Vincent Avenue, then 250 feet westerly was approved. IV The City initiated request for installation of a two-way left -turn lane from Garvey Avenue South west of Barranca including parking restrictions on the southside was approved. V The request of Richard Burrola for a fire lane sign instal- lation for Fox Glen Condominiums was approved. VI The City initiated request for review of conditions on Serenade south of Vine resulted in a recommendation that 135 feet of parking restrictions be installed on the east - side of Serenade south of Vine. 8) MISCELLANEOUS PUBLIC WORKS Water Rate Analysis - Informational (receive and file) Location: North of La Puente Road, east of Lemon, west of Fairgrove. Due to the Emergency Water'_Conservation Plan, the MWD anticipated rate increase effective July 1, 1991 and an increase in power costs, staff is in the process of reevaluating the present water rates and will recommend appropriate adjustments at the March 11, 1991 City Council meeting. 9) CITY TREASURER'S REPORT FOR THE MONTH OF JANUARY, 1991 Treasurer's Report of cash balances and investments (receive and file) 10) ADMINISTRATIVE REVIEW BOARD Driveway Modification No. 65: Applicant: Dayton Maddox, 3500 E. The total estimated project cost is $15,000. Recommendation is to take the following actions: a) Establish City Project No. PP 91205. b) Appropriate $15,000 from the Maintenance District No. 6 Contingecy Fund to PP 91205 (186-320-3133-7400). c) Approve plans and specifications for PP 91205 and authorize the City Engineer to call for bids. ACTION: Motion by 2nd by to approve disapprove hold over 2) CITY PROJECT SL 91123 - APPROVE PLANS AND SPECIFICATIONS - CORTEZ STREET LIGHTING Cortez Street will be reconstructed as part of City Project No. SP 87115 - Cortez Street Improvements. City Project SL 91123 consists of the installation of street lighting electroliers with underground conduits and will be under construction concurrently with SP 87115. Recommendation is to take the following actions: a) Establish City Project No. SL 91123. b) Authorize the transfer of $30,000 from SL 90116 (188-320- 3019-7200) to SL 91123 (188-320-3132-7200). c) Approve plans and specifications for SL 91123 and authorize the City Engineer to call for bids. ACTION: Motion by 2nd by to approve disapprove hold over. - 5 - CITY COUNCIL AGENDA E) COMMUNITY SERVICES DIVISION 1) OFFICE OF COMMUNITY SERVICES 2/25/91 Page 6 CITY OFFICE PAPER RECYCLING PROJECT This is a report on the implementation of the City's office paper recycling program for the City facilities. Recommendation is to approve.the agreements with Allan Paper Company and West Covina Disposal and authorize the Mayor and City Clerk to execute. ACTION: Motion by 2nd by to approve disapprove hold over 3) PLANNING DEPARTMENT a) REVISED GUIDELINES AND PROCEDURES FOR IMPLEMENTING THE CALIFORNIA QUALITY ACT (CEQA) RESOLUTION The proposed CEQA Resolution updates the City's current environmental guidelines in accordance with recent changes to the Fish and Game Code. Recommendation is to approve the revised guidelines by adopting a resolution entitled: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, REPEALING RESOLUTION NO. 8469 AND ADOPTING PROCEDURES TO IMPLEMENT THE CALIFORNIA. ENVIRONMENTAL QUALITY ACT. The preparation and implementation of a streetscape plan in conjunction with private projects such as The Plaza expansion could create a new and exciting downtown for West Covina. Recommendation is to introduce the following ordinance: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING WEST COVINA MUNICIPAL CODE SECTION 15-5 RESTRICTING THE CONSUMPTION OF ALCOHOLIC BEVERAGES IN PUBLIC PLACES ACTION: Motion by 2nd by to waive reading of the ordinance and to introduce disapprove hold over c) POLICE BUILDING COMPUTER WIRING UPGRADE The City Council has approved the purchase of a new computer system from Hewlett-Packard to replace the Police Department's obsolete system. As part of that upgrade, the Council approved $50,000 from Drug Enforcement Rebate monies to be used for upgrading peripheral equipment to the main computer system. Recommendation is to execute the Sales Agreement contract with Com-Aid and authorize the expenditure of Drug Enforcement Rebate monies, not to exceed $16,000 for the installation of new computer wiring in the Police building. Recommendation is to: a) Appropriate $27,000 from unappropriated Business Improvement Tax funds for use by the Chamber of Commerce to print an additional 30,000 1991 Business and Civic Directories, and b) Consider the additional appropriation from unappropriated Business Improvements Tax funds of $7,575 for use by the Chamber to mail 1991 Business and Civic Directories to all city residences.
