UPDATED TRAFFIC SIGNAL AGREEMENT BETWEEN THE
CITY OF WEST COVINA AND THE CITY OF WALNUT
SUMMARY: This agreement provides for the maintenance of jointly owned traffic signals
between the City of West Covina and the City of Walnut. The cost of all
maintenance services will continue to be allocated between the City of West
Covina and City of Walnut based on previous agreements. A new agreement
was prepared in order to update the payment schedule and to include newly
added traffic signals. It is proposed that past practice be followed, whereby the
City of Walnut installs the traffic signal and the City of West Covina maintains
the traffic signal.
BACKGROUND:
On March 10, 1980, an agreement was entered into between the City of West Covina and the
City of Walnut. The agreement was for a newly installed traffic signal system at the intersection
of Amar Road and Nogales Street. On September 27, 1982, another agreement was entered into
between the City of West Covina and the City of Walnut. This agreement was for a newly
installed traffic signal system at the intersection of Shadow Oak Drive and Nogales Street. The
signal at the intersection of Shakespeare Drive and Nogales Street was recently installed and paid
for by the City of Walnut with the agreement that the City of West Covina would be responsible
for future maintenance costs. On August 1, 2000, the City Council approved the
recommendation to have the City of Walnut install the Nogales Street and Francesca Drive
signalized intersection with the agreement that the City of West Covina will perform the ongoing
maintenance. This signal is expected to be installed prior to July 2002.
The Public Works Departments from both cities met in July of 2001 in order to work out a new
agreement that covered all the jointly owned traffic signals. Attorneys from both cities have
reviewed the signal and lighting maintenance agreement and approved it as to form. The terms
and merits were discussed and agreed on by the Public Works Directors from both cities.
DISCUSSION:
A new agreement between the City of West Covina and the City of Walnut will include all four
intersections jointly owned by both cities. The agreements have been combined and the
percentages are listed to include duties performed. The agreement covers routine maintenance,
extraordinary maintenance, capital improvements, electrical energy, highway safety lighting, and
all associated equipment to keep the signals fully functional. The current service levels
performed by the Maintenance Division would remain the same.
The current agreement includes a $500 limit for routine maintenance. The new agreement will
include a $500 limit (per instance) for routine maintenance.

A Cost Allocation Chart was added to show the percentage owned by each city and the cost
distribution. The following percentages are the basis for each traffic signal and/or highway
safety lighting locations:

ALTERNATIVES:
An option is to not enter into a new agreement with the City of Walnut concerning traffic signal
maintenance.
FISCAL IMPACT:
There is no change in fiscal impact associated with these items:
• Total maintenance and energy costs for Nogales Street and Amar Road are approximately
$2,729 per .year. .The City of West Covina will bill the City 'of Walnut for 25% of all
costs regarding this intersection. The City of Walnut will then reimburse the City of West
Covina approximately $682 per year.
+ Total maintenance and energy costs for Nogales Street and Shadow Oak Drive are
approximately $2,866 per year. The City of West Covina will bill the City of Walnut for
50% of all costs regarding this intersection. The City of Walnut will then reimburse the
City of West Covina approximately $1,433 per year.
• Total maintenance and energy costs for Nogales Street and Shakespeare Drive are
approximately $2,866 per year. The City of West Covina will continue to pay the
maintenance and energy costs for this intersection.

There will be the following minor fiscal impact that will be absorbed by the current operating
budget of the Maintenance Division after the installation of the signal:
• Total maintenance and energy costs for Nogales Street and Francesca Drive will be
approximately $2,622 per year. The City of Walnut will pay the entire cost for the
installation of the signals and the City of West Covina will pay the maintenance and
energy costs for this intersection.
The City of West Covina currently maintains and bills the City of Walnut for maintenance and
energy costs based on the previous agreements.
RECOMMENDATION:
It is recommended that the City Council authorize the Mayor and City Clerk to execute a new
agreement between the City of West Covina and the City of Walnut for the maintenance of
traffic signals.
