SP-02110 — RESIDENTIAL STREETS — SLURRY SEAL AWARD OF BID SUMMARY: This report describes the current status of the approximately $3.8 million in City street rehabilitation projects to be completed during the 2001-2002 Fiscal Year. The first phase of this program involves the rehabilitation of residential streets. Five bids were received for this first phase (Project No. SP-02110) for the slurry seal of 75 residential streets, and the lowest responsive bid was $168,776.00. BACKGROUND: The majority of the City's minor, secondary, and local streets, which were built between the 1950's and 1970's, are now approaching the limit of their useful life. The City recognizes the need to provide timely pavement rehabilitation for the City's 235 miles of aging streets. Properly scheduled and implemented preventative maintenance is the optimum method of extending a street's useful life. There are several types of street maintenance/rehabilitation strategies that can extend the useful life of a street. These treatments fall into four basic categories: 1. Crack sealing and distress repair 2. Aggregate slurry seal 3. Asphaltic concrete (conventional asphalt) or asphalt rubber hot mix (ARHM) overlay 4. Complete removal and reconstruction The extent of rehabilitation depends upon the existing condition of the individual street and may entail one of the listed treatments or, in some cases, a combination of treatments. The City's street maintenance strategy is based upon an engineering evaluation of the pavement condition, utilizing a computerized Pavement Management System (PMS). The PMS program involves gathering field information on the condition of all streets by physically observing every street and recording detailed observations (the complete inventory of the City's entire street system takes approximately 18 months). This data is entered into a computerized database and analyzed. The condition of the pavement sections are rated on a scale of 1 to 100 known as the Pavement Condition Index (PCl) with the higher values indicating a better pavement condition. The result of the PMS analysis is utilized to select the most cost-effective method for maintaining the entire City street system. DISCUSSION: There are three projects proposed for this year's (2001-2002) street rehabilitation program: 1. SP-02110 - Residential Streets Rehabilitation - Slurry Seal - This project consists of crack and slurry sealing of 75 street sections (see attached Exhibit "A") with a total combined length of about 9 miles. The estimated cost of $275,000 is funded from BKK ($200,000) and State Grant ($75,000) funds. If approved, construction is expected to start in March and be completed by June 2002. 2. SP-02106 and SP-02107 - Residential Streets Rehabilitation — Asphalt Overlay - The project locations and limits are indicated on attached Exhibit "B." The work consists of crack sealing, coldmilling and asphalt concrete (conventional) overlay, striping and pavement messages on residential streets. Also included is the removal and replacement of damaged curbs, gutters, driveway aprons, and all appurtenant and incidental work. The project primarily covers residential streets in the vicinity of the BKK Landfill, Community Development Block Grant (CDBG) areas, and other locations Citywide. SP-02111 - Bus Routes Rehabilitation — Rubberized Asphalt Overlay — This project consists of a rubberized asphaltic concrete thick overlay project, bus pads, the replacement of curb and gutter, driveway aprons, wheelchair ramps, and all appurtenant and incidental work on bus route streets. The attached Exhibit "C" indicates the project locations and limits of the various segments of bus routes streets to be rehabilitated. The project is funded from Proposition "C" Funds ($1,650,000) and Proposition "A" Funds ($150,000). The combined length of the various segments of bus routes streets is about 9.4 miles. The award of bid is anticipated for March 2002, with construction expected to start in May and be completed in August 2001 With the completion of this street rehabilitation program, the overall average PCI of all City streets will have risen from 67 to above 80. An overall average PCI of 80 is generally considered by various PMS programs to be an acceptable overall condition. As part of this report, staff is requesting approval of the award of bid for the first component of this fiscal year's street rehabilitation program, Project No. SP-02110. The project consists of applying an aggregate slurry seal to 75 segments of. various streets identified by PMS (see attached Exhibit "A"). Aggregate slurry seal consists of asphalt and water emulsion mixed with rock dust or other minor aggregates. Slurry Seal is usually designated for streets in fair condition that do not yet require a more expensive overlay or reconstruction. The treatment is a very cost effective way to extend the life of an existing pavement by approximately seven years. There are certain drawbacks that accompany this treatment. Although the appearance is similar to resurfacing, slurry seal will not improve the ride of the road surface. The slurry seal does not add to the structural strength of the street as does an overlay, however, it does slow the rate of pavement and sub -base deterioration, replaces asphalt material lost through weathering and seals minor cracks to prevent water erosion, therefore extending the life of the original pavement. The total combined length of the 75 street segments is about 9 miles. The estimated cost of $275,000 is funded from BKK and State Grant funds. The work should begin in March 2002 and be completed in June 2002. Staff prepared the plans and 'specifications for this project and advertised in the San Gabriel Valley Tribune on November 19, 2001 and November 26, 2001. The bids for this project were opened in the Office of the City Clerk's on December 12, 2001. A total of five bids were received and checked for errors, and all were determined to be valid. The following is a summary of the bids received. 1. Doug Martin Contracting Co. La Habra $168,776.00 2. California Pavement Maintenance Co. Sacramento $176,400.00 3. American Asphalt South Fontana $209,050.00 4. Pavement Coatings Co. Cypress $211,911.00 5. Roy Allen Slurry Seal Santa Fe Springs $250,928.50 Staff also recognizes that prior to the slurry seal work, all locations for this project will need crack - sealing work applied to the existing asphalt concrete surface. This work is necessary as it serves as backbone or preparatory condition for the subsequent aggregate slurry work. The crack sealing work also prevents the water percolating through cracks and subsequently damaging the existing sub -base. The firm, Road Works Inc., has unique material (proprietary rights) that is considered a superior crack seal product. The City utilized their services for a portion of last year's slurry seal project and the result was very satisfactory. Z:\AGENDA - 2002\SP-02110 Street Rehab - Award of BidSAY.doc Andrew G. Pasmant, City Manager and City Council Page 3 — January 8, 2002 Recently, Road Work Inc. has executed a Bid Contract No. P-6477 with the City of San Diego at a very competitive unit cost of 32.1 cents (per linear foot) and agreed to extend same cost and terms to the City of West Covina. The City of San Diego's bidding process is at least as stringent as the policy used by the City of West Covina and for this reason it is anticipated that a formal bid process would not generate any significant savings for this crack sealing work. Hence, the City of San Diego's Bid Contract No. P-6477 satisfies the formal bid process per City of West Covina Municipal Code Section 2-333 and justifies the waiver of the formal bid process allowing the City to accept the unit bid price as of the City of San Diego for crack sealing work. The total length of street crack sealing work for the project is about 176,256 linear feet. The total cost for the crack sealing work will be $56,578.18. ALTERNATIVES: The alternative is to reject all bids and re -advertise. Since highly competitive bids were received, it is unlikely that costs would be reduced any further. Transfer $200,000 (152-320-3251-7200) and $75,000 (125-320-3251-7200) from Project No. SP-02107 to Project No. SP-02110 (152-320-3293-7200) and (125-320-3293-7200) respectively. 4. Accept the bid of Doug Martin Contracting Company in the amount of $168,776.00 as submitted at the bid opening on December 12, 2001, and authorize the Mayor and City Clerk to execute an agreement with said Doug Martin Contracting Company for the work to be done. Justify the waiver of the formal bid process for the crack sealing contract per West Covina Municipal Code Section 2-333 (i) (2), waiver of a successful bidder with another jurisdiction (piggyback) and accept the bid of Road Works Inc. in the amount of $56,578.18, and authorize the Acting Public Works Director to issue a Purchase Order in the amount of $56,578.18 to Road Work Inc. for the crack sealing work.
