THAT OVERNIGHT PARKING RESTRICTIONS BE IMPLEMENTED.
SUMMARY:
The request stems from the resident having concerns for the safety of the neighborhoods
because of vehicles parking overnight. According to Section 22-175 of the West Covina
Municipal Code and pursuant to Section 22507.5 of the California Vehicle Code, overnight -
parking restrictions may be established on certain streets or portions thereof.
TRAFFIC COMMITTEE RECOMMENDATION:
THAT A SURVEY BE INITIATED TO DETERMINE RESIDENTS DESIRES
REGARDING PARKING RESTRICTIONS ON STREET SWEEPING DAY AND
OVERNIGHT PARKING.

THE WEST SIDE OF PHILLIPS AVENUE FROM ROWLAND AVENUE TO
PUENTE AVENUE AND THE EAST SIDE OF PHILLIPS AVENUE FROM
ECKERMAN AVENUE TO PUENTE AVENUE.
SUMMARY:
In response to a request to prohibit parking to facilitate street sweeping on Phillips
Avenue, a survey of the ten affected properties was conducted. Six of the property
owners are in favor of prohibiting parking on the first and third Wednesdays of each
month from 7:00 a.m. to 3:30 p.m. and four of the property owners did not respond to the
survey.
TRAFFIC COMMITTEE RECOMMENDATION:
THAT PARKING BE PROHIBITED ON THE WEST SIDE OF PHILLIPS
AVENUE FROM ROWLAND AVENUE TO PUENTE AVENUE AND THE EAST
SIDE OF PHILLIPS AVENUE FROM ECKERMAN AVENUE TO PUENTE
AVENUE ON THE FIRST AND THIRD WEDNESDAYS OF EACH MONTH
FROM 7:00 A.M. TO 3:30 P.M. FOR STREET SWEEPING PURPOSES.

FINDINGS:
According to Section 22-175 of the West Covina Municipal Code and pursuant to Section
22507.5 of the California Vehicle Code, overnight -parking restrictions may be established
on certain streets or portions thereof. These parking restrictions are to be effective between
the hours of 2:00 a.m. and 6:00 a.m. The City may provide for a system of permits if there
is insufficient on -site parking available. According to the West Covina Municipal Code, a
maximum of four permits may be issued to each dwelling if the Traffic Committee
determines that insufficient on -site or off-street parking is available. It is the City's policy
that at least a majority of the residents be in favor of the parking restriction before it can
be implemented.
The request stems from the resident having concerns for the safety of the neighborhoods

Phillips Avenue is a residential street, forty feet in width. The prohibition of parking for
street sweeping is used throughout the City where more than fifty percent of the affected
properties express a desire for the prohibition and where traffic and/or safety would not
be adversely affected. There would be no adverse affects at this location.
