citizen center, the removal of an existing recreation building,
the possible conversion of a fire station into a historical museum,

A. HEARINGS Continued
2) Draft Housing Element
The City has recently received comments from the Department of
Housing and Community Development (HCD) regarding the City's Draft
Housing Element. Pursuant to State Law, cities must consider these
comments prior to adopting their Housing Elements. The City Attorney
has advised staff to incorporate HCD comments where appropriate,
and resubmit the Housing Element to HCD for a second review. This
review period is expected to last between 6-8 weeks. Upon receiving
final input from HCD, the Draft Housing Element will be brought
back to the City Council for review and adoption. This is anticipated
to occur in late February, 1990. Therefore, staff recommends that
the City Council continue this item until such time.

In order to receive from Ticor Title a reduction in price over
charges to Ticor customers without contract services, the City
is recommended by Ticor to enter into a non-exclusive agreement
for title services. It is recommended that the City Council authorize
the City Engineer to execute a non-exclusive agreement for title
services with Ticor Title Insurance on behalf of the City of West
Covina.

8) AWARD OF BIDS
a) Maintenance District No. 6 - Landscape Maintenance Contract
This contract provides for maintenance of landscape, natural
areas, hardscape and sprinkler systems, including, but not
limited to, Maintenance District No. 6. It is recommended
that the City Council accept the bid of J & R Landscape Maintenance
Co., Inc. of Corona, in the amount of $25,500.00 annually,
and authorize the Mayor and City Clerk tr execute an agreement
with said J & R Landscape Maintenance Co., Inc. for the work
to be performed.
b) Citywide Rodent Control Contract - Rejection of Bid Proposal
This contract provides for specialized rodent control services
on City -maintained landscaped areas including parks, open
space, medians, streets, rights -of -way and Civic Center properties.
It is recommended that the City Council reject the bid of
Dewey Pest Control in the amount of $49,920 and authorize
the Maintenance Director to readvertise the project.

D. PUBLIC WORKS DIVISION
1) TS-90120 - Approve plans and Specifications - Traffic Siqnal
Plans and specifications have been completed for the modification
of the traffic signal at Azusa Avenue and Cortez Street. This modification
will include installation of north/south protected left -turn phasing
and the installation of signal equipment for the new street being
constructed by Lewis Homes west of this intersection. It is recommended
that the City Council take the following actions:
a) Establish City Project TS-90120.
b) Approve plans and specifications for City Project TS-90120 and
authorize the City Engineer to call for bids.

2) Designation of Certain Streets for Street Sweeping Parking Restrictions
The California Vehicle Code requires that designating streets or
portions of streets for street sweeping be implemented by either
an ordinance or resolution. In order for the existing street sweeping
parking restrictions to be legally enforceable, it is necessary that
the resolution be introduced. It is recommended that the City Council
adopt the following resolution:

1) OFFICE OF COMMUNITY SERVICES
a) California Department of Health Services Studies
This is a report on the overdue California Department of Health
Services studies, including risk assessment, cancer registry
and birth records studies. The Waste Management and Environmental
Quality Commission recommends the City Council authorize the
Mayor to send a letter to the California Department of Health
Services, requesting the overdue Risk Assessment, Cancer Registry
and Birth Records Studies be sent to the City immediately or
obtain a written report as to why they cannot be sent to the
City.

b) Azusa Landfill
This report provides information on the current status of the
BFI proposal to expand the Azusa Land Reclamation Co. Landfill.
It is recommended that the City Council authorize the Mayor
to send a letter to the California Water Resources Agency and
the Los Angeles Regional Water Quality Control Board, insisting
that every State regulation and the approved permit requirements
be enforced to ensure the protection of the San Gabriel Valley
groundwater.

This is a report on the Earth Day 1990 and possible City events
that could commemorate the 20th Anniversary of Earth Day. It

a) Adoption of 1988 Editions of Codes Relating to Residential and
The Building and Safety Department and the Fire Department are
requesting the City Council to introduce an Ordinance and set
a Public Hearing to adopt the 1988 Editions of the Building
and Fire Codes governing residential and commercial buildings
in West Covina. It is recommended that the City Council introduce
the following ordinance and set 7:30 p.m., Decemberll, 1989,
as the time and date for the Public Hearing:

a) Foothill Transit Zone Bus Pass Buvdown
The Foothill Transit Zone has requested that the City of West
Covina enter into an agreement with the Foothill Transit Zone
to sell monthly zone bus passes for the elderly and handicapped.
it is recommended that the City Council approve the sale of
the Foothill Transit Zone bus passes for the elderly and handicapped,
with a subsidy of $4.00 per month per bus pass, and authorize
the Mayor to execute the Agreement with the Foothill Transit
Zone.

Staff is recomm_nding that the City Council award a contract
to The Sata Collaborates, Inc. for architectural design services
related to the construction of the new Senior Citizens Center

Inc. for the Wes. Covina Senior Citizens Center's new wing for
an amount not to exceed $125,800 and a project design budget
of $140,000.
