The restaurant portion of Precise Plan 726, Revision 1, has
been deleted via a Planning Director's Modification; therefore,
the associated on -site improvements are no longer needed and
the security can be released. It is recommended that the
City Council approve the release of Balboa Insurance Company
Faithful Performance Bond No. 01NAN024343 in the amount of
$38,500.
b) Development Plan No. 34, Revision 1 - On-!

completion date for the on -site improvements to March 1, 1990.

Acknowledge setting of monuments and authorize release of
Fremont Indemnity Company Faithful Performance Bond No.

a) TS-90109 - Request for Sole Source Purchase for Audible
Pedestrian Signals

The Capital Improvement Program for FY 89-90provides $12,000
for the purchase of audible pedestrian signals. It is proposed
to purchase 25 units for installation at four locations in
an amount of $11,166.53. It is recommended that the City
Council approve waiver of competitive bidding procedures and
authorize the purchase of audible pedestrian signals from
the local Traconex Inc., distributor of Wilcox Sales of
Claremont in the amount of $11,166.53 including tax.

After Lot Line Adjustment No. 18 was approved, the City was
to convey a triangular parcel of City owned land to the adjacent

d) Street Medians and Rights-of-Wa - Landscape Plaint
Contract Renewal - Creative Landscaping, Inc.
This contract provides for the maintenance of median and right
of way landscape, hardscape and sprinkler systems Citywide.
It is recommended that the City Council grant renewal of
Creative Landscaping's contract for the coming twelve month
period at a 5.1% increase.
e) Maintenance Districts 1 & 2 - Landscape Maintenance Con
Renewal - Mariposa Landscapes
This contract provides for the landscape maintenance of all
City maintained landscape, hardscape, and sprinkler systems
in Woodside Village Districts 1 & 2. It is recommended that
the City Council grant renewal of Mariposa Landscapes' contract
for the coming twelve month period at a 5.1% increase.

1) TP-90108 - Approve Plans and Specifications - Bus Shelter Improvements
Ten bus shelters are required to protect waiting passengers from
adverse weather conditions. The estimated total project cost is
$57,000. It is recommended that the City Council approve plans and
specifications for City Project TP-90108 and authorize, the City
Engineer to call for bids.

2) SP-90119 -Approve Plans and Specifications - Barranca & Garvey Avenue
North, Street Improvements
This project consists of the removal and reconstruction of damaged
A.C. pavement along Barranca Street and Garvey Avenue North and the
construction of 21-2 inch asphalt concrete overlay. The estimated
total construction cost of the project is $75,000. It is recommended
that the City Council take the following actions:
a) Establish City Project No. SP-90119.
b) Approve plans and specifications for City Project SP-90119 and
authorize the City Engineer to call for bids.

3) Woodgate Traffic Study - Temporary Closure Implementation Plan
At Council direction, staff has prepared plans showing the locations
and types of traffic control devices that will be installed to

4) Ordinance Introduction — Noise Limitations Loading and Unloading

The Municipal Code contains provisions concerning noise limitations
from construction and building work. However, the loading and
unloading of materials related to construction and building work
is not specifically addressed. The proposed ordinance would place
reasonable limitations on loading and unloading. It is recommended
that the City Council introduce the following ordinance:

Drug and Gang Nuisance Abatement Ordinance
Introduction of an ordinance that defines a building or place where
drug and gang activities occur as a public nuisance and sets a

1) Human Resources Commission Vacancy
A vacancy exists on the Human Resources Commission due to the
resignation of Commissioner Nancy Cirino. It is recommended that
