3) Lease/Rental Signs in Nonresidential Zones Amendment No 227
The amendment proposes to allow lease or rental signs, in addition
to the existing 32 square feet per face sign, for nonresidential
buildings with over 100,000 square feet of floor area. This item
was continued from the City Council August 14, 1989, meeting for
further analysis.

On August 23, 1989 a claim for personal injuries was received by
the City Clerk's Office.
4) TEMPORARY USE PERMITS (Receive and file)
Temporary Use Permit No. 1908 was issued to Hughes Simulation
Systems, 1200 E. San Bernardino Rd., for a temporary heliport for
one year.
Temporary Use Permit No. 1909 was issued to McCormick Construction,
for a construction yard from October, 1989 to June, 1990,
5) MISCELLANEOUS PUBLIC WORKS
a) WP-90118 Badillo/Grand Avenue Water Transmission Main
The establishment of the project and appropriation of funds
are required to make payment to Walnut Valley Water District.
It is recommended that the City Council take the following
actions:
a) Establish City Project WP-90118
b) Authorize the transfer of $400,000 from the Water Fund
Contingency balance (340-300) to City Project WP-90118
(Acct. No. 340-320-3023-7600).
c) Authorize the payment of $156,850.02 to the Walnut Valley
Water District.
b) Quarterly Construction Report Informational (Receive and file)
This report describes current status of active Capital
Improvement Projects. Attached for your consideration is
the above mentioned report.

c) Woodgate Traffic Study - Progress Report
In accordance with City Council direction, staff is still
collecting data and developing the temporary closure plan
for Woodgate Drive. These items will be completed by the
second Council meeting in October.
6) ORDINANCE FOR ADOPTION (Waive reading and adopt)
At the City Council meeting of September 25, 1989, Council introduced
an ordinance prohibiting public urination and excretion.

E. COMMUNITY SERVICES DIVISION
1) COMMUNITY SERVICES DEPARTMENT
West Covina Cultural Center Stud
This report presents the Cultural Center Study Committee's
recommendations based on their review of the Consultant's report
examining the need for a Cultural Center Complex in the City of West
Covina. It is recommended by the Cultural Center Study Committee
and City staff that the City Council approve the following:
1. Any plan for a cultural center facility be an integrated site
plan containing a little theater and a medium sized theater
in a Cultural Center Complex.
2. Give conceptual approval of the site west of City Hall for a
Cultural Center Complex.
3. Authorize the appropriation of $5,800 for the purpose of
conducting a telephone consumer preference survey of attitudes
and participation in the performing arts in the City of West
Covina and direct staff to secure the best qualified consultant
to conduct this survey consistent with City selection processes.
4. Pursue the fund raising feasibility study, subject to the
following conditions:
a. That the consumer preference survey be completed and the
attitudes and participation of the consumers validates
the support of the performing arts complex in the city
of West Covina.
b. That staff prepare a "request for proposals" to obtain
proposals from consultants to conduct this work. The request
for proposals may be used by the City or Committee as a
nonprofit organization to conduct the study, depending
upon whether City funds or private funds are used.
C. If the City is asked to finance the funding feasibility
study, a report will be made to the City Council and a
request made to authorize the funds to proceed with the
work.
d. Support the efforts to form a private nonprofit organization
to receive funds for the purposes of constructing and
operating a Cultural Center in the City of West Covina.

Annual Housino Assistance P1
The annual Housing Assistance Plan describes local housing needs,
goals, and programs, and actions undertaken to meet them. It is
recommended that the City Council approve the 1989-90 Annual Housing
Assistance Plan and direct staff to submit the plan to the U.S.
Department of Housing and Urban Development.

Contract for Helicopter Services

into a professional contract with KOS Helicopters, Inc. of LaVerne.
It is recommended that the City Council authorize the Chief of Police
to enter into an agreement with KDS Helicopters of LaVerne, California.

H. FISCAL SERVICES DIVISION
1) Renewal of Liability Administration Agreement
On September 1, 1989, the City's Liability Administration Agreement
was due for renewal. The current administrator, Colen and Lee, has
proposed an increase of $150.00 per month. It is recommended that
the City Council execute an amendment to the Service Agreement
establishing fees of $2,300.00 per month and extending the effective
date through June 30, 1990.

2) Renewal of Workers' Compensation Administration Agreement
On November 1, 1989 the City's Workers' Compensation Administration
Service Agreement is due for renewal. The current administrator,
Colen & Lee, has proposed an increase of $500.00 per month. It is
recommended that the City Council execute an amendment to the Service
Agreement establishing fees of $3,325.00 per month and extending
the effective date through June 30, 1990.

3) Herlinda Gonzales vs City of West Covina —Request for Settlement
On May 4, 1987, a claim for wrongful death amounting to $2,500,000.00
was received by the City Clerk's Office. Staff recommends this matter
be settled in the amount of $75,000.00 and that City Council authorize
said payment subject to the standard conditions.

2) Biennial Management/Confidential Salary Review
The Council -approved Management and Confidential Productivity
Compensation Plan provides for a biennial review and adjustment of
salary ranges for the City's management and confidential employees.
The required market survey and internal alignment recommendations
have been submitted for Council consideration by the City's consultant,
William Hamilton and Associates. It is recommended that the City
Council adopt the following resolution:

Human Resources Commission Vacancy
A vacancy exists on the Human Resources Commission due to the
resignation of Commissioner Nancy Cirino. It is recommended that
the City Council appoint a new commissioner to fill the existing
vacancy for the term ending June 30, 1990.

National League of Cities Bylaws Amendments
The National League of Cities Board of Directors has recommended
four amendments to the Bylaws of the organization. It is recommneded
that the City Council endorse the four amendments and instruct the
Mayor to cast the City's vote in their favor.
