It is recommended that this informational report be received and filed. b) Tract 44564 - Extension of Agreements - Glenfed Development Glenfed Development desires to extend the agreed upon completion date for the on -site improvements, to November 20, 1989. It is recommended that the City Council authorize one-year extension of Agreements. c) Los An County Transportation Commission - 1990 Fight Gridlock Ordinance and Expenditure Plan The LACTC is requesting council support via Resolution for their plan to place a Sales Tax Increase for transportation purposes on the June, 1990 ballot. Estimated cost is $5,000.00. It is recommended that the City Council take the following actions: a) Establish project No. GP-90302 b) Appropriate $5,000.00 for this project from unappropriated construction tax funds. ACTION: Motion by 2nd by To Approve Disapprove Hold Over Ordinance Introduction - Truck Routes In order to implement the Council approved modification to the City's Truck Route System, it is necessary to modify the Municipal Code. It is recommended that the City Council introduce the following ordinance: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING SECTION 22-141 OF THE WEST COVINA MUNICIPAL CODE RELATING TO THE ESTABLISHMENT OF TRUCK ROUTES. PUBLIC WORKS DIVISION Continued 4) Request of Sole Source Purchase of Computer Equipment E. F. G. The 1989-90 Engineering Department budget provides funds for the purchase of computer equipment to expand the department's Computer Aided Drafting System. The cost of the required equipment for this expansion is $21,547.86. It is recommended that the City Council approve waiver of competitive bidding procedures and authorize the purchase of computer equipment for the HP 1000 from Hewlett Packard in the amount of $21,547.86 including tax. ACTION: Motion by 2nd by To Approve. 5) TS-90117 - Disapprove Hold Over. 1 Ma - Grant The Fuel Efficient Traffic Signal Management Program provides funding to establish timing patterns on major arterial streets to reduce delays and fuel consumption. This year's project, which the State has approved, is for Cameron Avenue, Merced Avenue and Vincent Avenue. The total cost of the project is $50,496.33. It is recommended that the City Council take the following actions: a) Establish Project TS-90117. b) Find that the aforesaid improvements are categorically exempt pursuant to Sections 15101 and 15106 of the California Environmental Quality Act. c) Adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE ALL NECESSARY APPLICATIONS, CONTRACTS AND AGREEMENTS TO IMPLEMENT THE FUEL EFFICIENT TRAFFIC SIGNAL MANAGEMENT GRANT PROGRAM. d) Transfer $14,200 from Project TS-90101 (161-320-3901-7800) to Project TS-90117 (161-320-3022-7800). CITY ATTORNEY 1) Bankruptcy of Ha'Penny Inn The Ha'Penny Inn went into bankruptcy owing the City approximately $90,000.00 inclusive of interest and penalties. It is recommended that the City join with the Cities of Arcata, Azusa, and E1 Cajon in hiring a single bankruptcy attorney to represent them. It is recommended that the City Council authorize the Mayor to execute a retainer agreement with Mr. Brill subject to a maximum City contribution of $10,000.00.
