Gridlock_ Ordinance and Expenditure Plan
The LACTC is requesting council support via Resolution for
their plan to place a Sales Tax Increase for transportation
purposes on the June, 1990 ballot. It is recommended that
the City Council adopt the following resolution:

A Request for Proposal for Underground Storage Tank Management
was issued in November, 1988 and it is proposed to enter into
a contract with SCS Engineers for the sum of $58,300. It
is recommended that the City Council accept the proposal of
SCS Engineering for the amount of $58,300 and authorize the
Mayor and City Clerk to execute an agreement with SCS
Engineering for the work to be done.

D. PUBLIC WORKS DIVISION
1) GP-90302 - California Mini Park Building Renovation
This project consists of replacement of the roof on the building
at the California Mini Park and to provide drainage from the building
to the street. Estimated cost is $5,000.00. It is recommended that
the City Council take the following actions:
a) Establish project No. GP-90302
b) Appropriate $5,000.00 for this project from unappropriated
construction tax funds.

2) Ordinance Introduction - Truck Routes
In order to implement the Council approved modification to the City's
Truck Route System, it is necessary to modify the Municipal Code.
It is recommended that the City Council introduce the following

CALIFORNIA, AMENDING SECTION 22-141 OF THE WEST COVINA MUNICIPAL

3) Ordinance Introduction - Woodgate Drive Speed Zone
In order to implement the Council approved speed zone on Woodgate
Drive, it is necessary to modify the Municipal Code. It is recommended

4) Request of Sole Source Purchase of Computer Equipment
The 1989-90 Engineering Department budget provides funds for the
purchase of computer equipment to expand .the department's Computer
Aided Drafting System. The cost of the required equipment for this
expansion is $21,547.86. It is recommended that the City Council
approve waiver of competitive bidding procedures and authorize the
purchase of computer equipment for the HP 1000 from Hewlett Packard
in the amount of $21,547.86 including tax.

5) TS-90117 - Fuel Eff-
Siqnal Ma

The Fuel Efficient Traffic Signal Management Program provides funding
to establish timing patterns on major arterial streets to reduce
delays and fuel consumption. This year's project, which the State
has approved, is for -Cameron Avenue, Merced Avenue and Vincent Avenue.
The total cost of the project is $50,496.33. It is recommended that
the City Council take the following actions:
a) Establish Project TS-90117.
b) Find that the aforesaid improvements are categorically exempt
pursuant to Sections 15101 and 15106 of the California
Environmental Quality Act.
c) Adopt the following resolution:
RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING THE MAYOR AND
CITY CLERK TO EXECUTE ALL NECESSARY APPLICATIONS, CONTRACTS
AND AGREEMENTS TO IMPLEMENT THE FUEL EFFICIENT TRAFFIC SIGNAL
MANAGEMENT GRANT PROGRAM.

1) Bankruptcy of Ha'Penny Inn
The Ha'Penny Inn went into bankruptcy owing the City approximately
$90,000.00 inclusive of interest and penalties. It is recommended
that the City join with the Cities of Arcata, Azusa, and E1 Cajon
in hiring a single bankruptcy attorney to represent them. It is
recommended that the City Council authorize the Mayor to execute
a retainer agreement with Mr. Brill subject to a maximum City
contribution of $10,000.00.

Falcon Communications, dba Choice Television, requests a transfer
of the cable television. franchise from Falcon Cable TV of West Covina
to Cencom Cable Television, Inc. Television, Inc. Section 11-25 of
the West Covina Municipal Code requires City Council approval of
any request to transfer a cable television franchise. It is
recommended that the City Council adopt the following resolution:
