C-6e DATE January 16, 2001 SUBJECT: ACCEPTANCE OF VARIOUS LOTS WITHIN WOODSIDE VILLAGE FOR OPEN SPACE PURPOSES SUMMARY: The developments located in Woodside Village, southerly of the BKK landfill and easterly of Azusa Avenue, were required to dedicate lots to the City of West Covina for open space purposes to be included in Maintenance District No. 4. A small percentage of the lots were inadvertently not formally accepted at the time by the City. BACKGROUND: The Woodside Village Master Plan provides for publicly owned open space areas in order to ensure innovative housing and allow smaller lot sizes. Developers within Woodside Village are to designate these open space lots by an offer to grant on the tract map. Once these open space areas were landscaped and an irrigation system installed and satisfactorily maintained by the developer, the City would assume maintenance and accept the lots for open space purposes. Maintenance District No. 4 was established in 1975 to maintain these open space lots. DISCUSSION: During the late 1970's and the 1980's, numerous open spaces lots were created by developers within Woodside Village. These open space lots were offered to the City. The City would then accept these open space lots once they were landscaped and an irrigation system installed and satisfactorily maintained by the developer. All of these open space lots were completed and are now maintained by the City. However, there were a few of these lots that were completed by the developers but not formally accepted by the City. Although the City has not accepted these open space lots, they are being maintained by Maintenance District No. 4. Acceptance of a lot transfers ownership to the City. Staff has identified 18 lots that were designated as open space by the developers within Woodside Village and not formally accepted by the City. These open space lots were offered and developed by the developers and are now ready to be accepted by the City (see attached maps). FISCAL IMPACT: There is no fiscal impact since the cost to maintain these lots is currently included in the operating budget for Maintenance District No. 4. OPTIONS: Since the subdivisions were approved with these lots being public open space lots subject to completion of the required improvements and since those improvements have been completed, there is no reason to not accept the lots. • E Daniel G.
